Benefit claimants who break the law will be stripped of up to five times as much state cash per week in fines in a clampdown ordered by David Cameron in the wake of the summer's riots.

Courts will be given the right to demand payments of £25 per week instead of the present £5 maximum to show offenders they cannot get away with paying "the bare minimum", the Prime Minister said.

Of the 1,350 people hauled before the courts for their part in the disorder that hit the streets of England in August, 40% were claiming a state benefit of some kind, official figures show.

A total of 500 (35%) were claiming an out-of-work benefit, compared with 12% of the general working population in England and 45% of all offenders sentenced for an indictable offence last year. In all, 100 were claiming disability living allowance, 60 were claiming incapacity benefit and some may have been claiming both.

The new maximum deduction will come into force in 2013 to coincide with the introduction of Universal Credit - the Government's new welfare payment system that rolls several existing benefits into one.

Courts will retain discretion over how much to demand in weekly repayments towards any fine they impose.

A £25 hit would represent around 37% of the present rate of jobseeker's allowance.

Mr Cameron, who is in Perth, Australia, for the Commonwealth Heads of Government Meeting, said: "People need to understand if they commit a crime they will face the consequences.

"The system as it stands at the moment is far too soft and does not always send the right signals. (Work and Pensions Secretary) Iain Duncan Smith and I are determined to see responsibility and fairness restored to the welfare system and this clearly does precisely that.

"If you commit a crime and you are on benefits, you can no longer expect to get away with paying the bare minimum."

When will our politicians start putting policies

They have an obsession for punishing those at the bottom of the social scale but avoid dealing with the massive tax fraud and evasion.Can you imagine working for a company that only has a little more than 635 employees, but, has the following employee statistics..

29 have been accused of spouse abuse
7 have been arrested for fraud
9 have been accused of writing bad cheques
17 have directly or indirectly bankrupted at least 2 businesses
3 have done time for assault
71 cannot get a credit card due to bad credit
14 have been arrested on drug-related charges
8 have been arrested for shoplifting
21 are currently defendants in lawsuits
84 have been arrested for drink driving in the last year and collectively, this year alone, they have cost the British tax payer £92,993,748 in expenses!!!

Which organisation is this? It's the 635 members of the House of Commons.The same group that cranks out hundreds of new laws each year designed to keep the rest of us in line.What a bunch of b ***** ds we have running our country - it says it all...And just to top all that they probably have the best 'corporate' pension scheme in the country!!

ANOTHER grand PR gesture, with little or no implications...

How many people is this likely to apply to? I would guess very few.

Was this minor procedural matter something which actually requires the PM making a show of it? No, but it's needed to get into the Sunday papers...

Yes! Let's see if that proportionality can be extended to all those who avoid paying their fines.
I reckon Vodaphone would be liable for another £2bn (on top of the £6bn they have avoided so far), and Goldman Sachs would be due another £3.3m (to go with their unpaid £10m.)

The unpaid Vodaphone tax bill is more than three times (yes, three times) the alleged size of the amount lost in "benefit fraud". But I suppose that if you are running for election then it's better to have cheap tabloid headlines than real action.

I really feel that this new policy is a bad idea because it will make the people who it targets even more desperate. Everyone has to eat or die. If they can't afford to buy food they will steal in order to survive. Which in the long run will lead to overcrowded prisons full of destitute people rotting away in prison cells in order to get 3 meals a day.

This is not the makings of a sane policy but knee-jerk stupidity pandering to the hang 'em and flog 'em brigade. Actions have consequences, Mr Cameron and sometimes unintended consequences. You really need to think things through.

You said it. Actions have consequences. It's a choice to commit a crime. If someone wants to commit one, they know what to expect.

You can tell these people who make such decisions don’t live in the real World for if you take away their ability to survive they will return to crime as a means of support.

The UK legal System is seriously flawed as it only encourages crime and the whole thing is just a Big Legal Industry filling the pockets of Lawyers paid by the Taxpayers defending these people.

For the most serious crimes the Death Sentence should be brought back as otherwise there is NO real deterrent.

The way this Government keeps targeting those on benefits, its obvious none of them has lived or found themselves on benefits ever. Why don't they target their rich tax dodging friends?

Dont be so naive.
Just because these thieves and burglars (which is what they were, incl some killers) were claiming benefit doesnt mean that the govt are "attacking the poor", anymore than the fact that they were claiming benefit means that ALL claimants are thieves. Use your logic.

And did you ever bother to wonder why east european immigrants can manage to find jobs when our poor oppressed youths cannot ?

Which benefit will count?

Those who recieve Working Tax Credits are in recipt of Government Paid Benefits...

What type of fines?

Parking Tickets, Speeding Tickets...both are FINES but we like to call them TICKETS to make us feel that we have not broken the law much..........

I understand the political need for a Prime Minister to be "tough on crime", but I have doubts about the benefits of "sending a message" to would-be criminals. Sending such a message is only worth while if the target audience is prepared to listen and to think twice about their future behaviour in the light of a greater risk of punishment. I don't think that most people actually consider possible consequences when they take part in crime - the "critical reflection" part of the brain is (temporarily?) switched off. I avoid committing criminal acts (be it dropping litter or killing my neighbour) not because I'm aware of the possible consequences to me if I'm caught, but because I believe such acts to be intrinsically wrong. The PM ought to be asking "How can this belief best be instilled in all children?" A good start would be to show by example - from the top of Government and the City - that wrong-doing is never rewarded or accepted with weasel-worded justifications.

I am glad that our Government are going to get tough on Benefit Claimants when it comes to paying fines by increasing the sum to £25, they claim that this is because of most offenders in this summers riots were in receipt of benefit, so why on earth are they delaying it's introduction until 2013, when most people will have forgotten the riots.

Just a pity they wont do the same with Tax evaders.....but then again their the ones who are most likely to 'donate' money to party funds...........

I wonder what they will do with those who are in employment who fail to apy their fines? Will they make it law that the will have to pay 30% of their income?

Well they still get free house or flat, free council services (no tax) and £40 for bills and living expenses. Hardly a hard life for them if they choose to ignore their legal obligations.

£40 to pay bills and food? (and even council houses are not 100% free, people pay at least a small fee).. good luck with that! I know I couldn't do it.

I'm not saying people that break the law shouldn't be punished but benefit are already a bare minimum, so taking money isn't an option, especially as there might be other people affected, including children, who didn't break the law, .
