This is not just a problem for the UK so it's not the EU v UK as the Telegraph would like people to think.

The solution is to change the EU rules in cooperation with our allies in the EU on this matter. Eurosceptics no doubt would approve if this is something that can be done by QMV as remember a veto can work against British interests as well as protect them.
