The RSPCA is looking for a man caught on CCTV swinging a cat by its tail.

Footage shows the animal attacker seemingly dancing down a road in Ramsgate, Kent, with the black cat at arm's length in scenes of abuse that last for more than 30 seconds.

At one point a man thought to be an accomplice is struck by the spinning two-year-old cat, whose name is Mowgli.

Owner Michelle Buchanan, an IT teacher from Ramsgate, said: "It's horrific. I can't believe anyone would do something that cruel."

"Mowgli is emotional. He's just distraught. He won't go out the door."

Mowgli escaped the attack without injury. But Ms Buchanan, who lives alone with her two other cats Missy and Milly, believes the incident has affected him.

"When I got home he was in my bed so that he would feel secure.

"Now, he'll go as far as the door and turn back. He used to be outside constantly. He'd be scratching at the window."

Her other pets have been affected by the attack too, she said.

"Before this happened my cats used to sit outside the house on the steps and everybody knew them. Since then none of them do that."

it maybe just a cat to some people but its a living being what sickens me is people goin around saying it would be different if its a child......THERES no difference its someones pet, apart of a family even a childs pet and its just damn right cruel the boy needs swingin around by his hair and see if he likes it....get off the streets doing nasty things, get a job and be a normal human.

What sickens me is the depth of emotion over a cat. Ffs people, it's a cat. This story isn't going to trigger a weekend of looting and rioting. It wasn't even physically damaged. Cats are no better than vermin. They defecate on other people's property, causing disease and illness. If this spurs the owner to keep it inside from now on, then a purpose has been served. Get a grip, you animal-loving do-gooders. If it was a child, I would understand, but it's a cat. Save your sympathy for a worthier cause.

It's a cat. I don't suppose this ground-breaking piece of news is going to spark a weekend of rioting. You people really need to keep things in perspective. If it was a child, I could understand the shock and emotion. However, it's an animal. If this spurs it's owner into keeping little Fluffykins inside from now on, at least it won't be defecating in it's neighbours' gardens or terrorising the natural wildlife. Bloody animal loving do-gooders.

At least it proves that there is indeed room to swing a cat in the UK.

Cruel person i`d like to swing around by his neck, but I bet the cat was wishing it was a manx cat.

Bah... Who hasn't swung a cat around by the tail at least once in their lives? It's a cat... I'm sure you can find another one running around loose somewhere abandoned and living in a drainage pipe. Cats are cats.

And idiots are idiots aren't they! you silly billy, you. I would of course use stronger language in real life, but here on the huffingtonpost.co.uk, you must only use polite, non offensive language.

No offense taken. But that cat could drop off the face of the planet and no one would even miss it. Do you see all night vigils being held for roadkill? Cats die all the time and they breed just as fast. Sure cats have personality and this guy certainly shouldn't have done this at his age, but seriously, to tar and feather him over swinging a cat around by the tail is a bit much when so many more cats are hanging around looking for a good home.

If this creep tried to do that to my cat, he'd look like he'd been put through a shredder...which should done when they catch him.

I'd love to say if I caught someone doing that to my boys, I'd show some restraint.  However, I did catch someone torturing an animal when I was in law school; I took the animal and taught the teenage boy and (as collateral damage) his family and a few other people the meaning of pain...it was swift, it was unavoidable, and for them it was a very expensive lesson, completed in about a week total.

I'm older and wiser now; I'd be much more efficient and probably show less restraint.

Mary Bale resigned her job at BoS; got $250 fine and 5 years banned from owning animals. She could have gotten max six months in prison or a £20,000 fine; but of course the judges didn't care; they said that she was 'vilified' for her actions on the internet and by the community and that was enough...

If there isn't enough room for these abusers (or any recidivist criminal) to do custodial sentences, why don't they just take these laws off the books?  There's no effective psychological treatment for animal or child abuse.

Keep your cats indoors and it will not happen. People who are cruel to animals, are also cruel to humans.

People who keep their cats indoors in the UK are reviled for being cruel, I once witnessed a HUGE workplace argument over this very issue.

Here in the USA, they tell us keep them inside.

I work in a veterinary clinic and unfortunately see the damage that can be done to animals from sick people like this, If they can do this to a cat what can they do to a child/human being.
As for the 'thing 'that said its only a cat, I hope in future you need help in your sad sorry life and no one gives you any, see how you may feel. These animals have a central nervous system like you and I that feels pain and emotion. (saying that I dont think you could feel any emotion)!!!!Maybe just maybe you will think about this when you get what you deserve.

I couldn't/wouldn't watch the video, but I hope when they are caught. yes whoever filmed it too!
That they are swung around by the balls.
