Israel Moves To Limit Foreign Funding Of 'Liberal' NGOs

A ministerial committee in Israel has moved to curb the funding of non-governmental organisations (NGO), including human rights groups, with the approval of a bill that would limit international donations to around £3,400 (20,000 shekels) a year.

A second bill would tax organisations at a rate of 45% on all foreign donations.

The move has sparked outrage in Israel, with the Labour leader Shelly Yachimovich saying Prime Minister Benjamin Netanyahu's government has set out to “declare war against the judicial system, injure free speech and push itself further away from the democratic, enlightened world".

Opposition groups claim that the bills, which have yet to pass the parliament, are an attempt to restrict foreign groups critical of the coalition government.

The Israeli government moved towards limiting foreign funding following criticism from liberal groups within Israel during and after the 2009 Gaza war.

If the bills are passed, one of the groups most affected by the legislation would be the New Israel Fund, a New York-based liberal NGO concerned with social equality. In a statement, the organisation said:

"If this legislation passes, Israel will become the only western democracy to outlaw outside funding for NGOs it designates as political."

"We call on all Israelis and lovers of Israel worldwide to reject this latest assault on the values and freedoms maintained by every real democracy."

However, Tzipi Hotovely, one of the sponsors of the bills, defended the legislation, saying that it represented a “major hurdle en route to cleansing Israel's policies from foreign influence, of the kind that do not wish Israel's favour".

"It is the right and duty of the State of Israel to conduct itself according to the will of the Israeli public, as opposed to succumbing to foreign attempts to buy influence within Israel," she said.

Member of the Knesset (MK) for Likud Danny Danon also backed the move, saying that cutting off the funding to the organisations “is a first step in removing the marginal affliction of the extreme left wing from Israeli society.”

On Saturday, The Independent reported that Matthew Gould, the British ambassador in Tel Aviv, had warned Ofir Akunis, one of the bill's authors, that the limiting of NGO funds "would reflect badly on Israel".

You really cannot see the difference between a foreign government funding a private entity, which has not been elected and therefore represents no one but its members, which may be 2 people, and a government which represents the people accepting funding. If Israelis don't want American money - and many don't because it limits to whom Israel can sell arms, like China and people feel it is bad for Israeli R and D, the voters can debate this and vote on this. You can lobby your government and say no more aid to Israel and if enough of the citizenry agrees, the government will comply. If China comes to the US and funds a group calling for the return of the land to the natives and starts to interfere with the US's image and relationships, you cannot vote them out if present Israeli law existed in the US. Of course, you Americans are special and in your country the Chinese government would have to register as a foreign agent. But that is you. You get to tell everyone what to do, whether in their interest or not, and you do what is good for you. Like herding people into reservations and stealing their wealth. Like limiting the ability of foreigners to affect your political process. And no AIPAC is made of and funded by Americans. Unless you think certain Americans should not have a say in foreign policy because of their ethnicity.

Seems kind of unfair. The Palestinians, Egypt, Pakistan, Afghanistan, Iraq all receive US foreign aid and all hate the US. In addition US servicemen are dying fighting for Afghanistan and Iraq for what? To become Islamic states?

Like the Israeli oath motion, I don't think this motion will pass. There are still many people who care about democracy in Israel for it to pass, IMHO.

Netanyahu's next election slogan will be "one nation, one people, one leader".

Silencing dissent is essential for the "the only democracy in the whole middle east". Likewise banning boycotts, requiring oaths of allegiance to a "jewish state" and my favourite - the ghettoisation of one part of the society. WHat a light unto nations!

can anyone else remember a leader of a country that did many treachorous things to prevent HUMAN RIGHTS???...
I would think the citizens of Israel would be screaming HUMAN RIGHTS is the most precious of things.
MAY Mr Cameron could save BILLIONS by NOT sending Benny Boy money...
Oh I forgot NGO....he will let nations send HIM money....by the BILLION.

It is. As such, it is trying to limit foreign countries who wish ill for Israel from muddling in Israeli internal affairs and running contrary to the Israeli citizens who democratically elected the democratic government who will democratically vote on this law.

The U.S. has the American Foreign Agent Act, designed against Nazi propaganda. Is the U.S. not democratic?

Far left-wing Israeli NGOs, some of which deny the very legitimacy of the Israeli government, get funding from various European governments. Some of these organizations, for example, support the international “Boycott, Divestment, and Sanctions” efforts against Israel. (Exactly why European governments fund NGOs whose views diametrically oppose the governments’ official policies vis a vis Israel)

These NGOs are often given special legitimacy in the international media because they are purportedly Israeli NGOs. NGO Monitor’s investigations show that many of them are, in fact, organizations with little if any domestic base within Israel and instead represent the views of the international far left with a fig leaf of Israeli leadership drawn from its domestic far left.

Israelis, tired of this rather subtle form of ideological warfare emanating from their purported friends among governments in Europe have now ,considered a measure that would ban foreign government funding of political NGOs above a certain low level

And what about all of Israel's funding of US organizations in the United States, not to mention their vast campaigns waged against American congress people?

Israel's anti-democratic policies are hurting its own citizens, and yet Israel's supporters in the West continue to support it blindly. You folks remind me of the American and European supporters of Stalin in the 1930s who claimed to be supporters of Russia but who, in reality, obessively supported only their own illusions!

An NGO is a Non-Governmental Organization. That doesn't mean it is positive or negative. There are NGOs in Israel formed to create a One State solution, which would soon make Israel another Muslim State. Millions of dollars are pouring into such NGOs, which is not in Israel's interest. Israel has the right and obligation to limit outside foreign financial support. It could stop outside financial support altogether; it is to Israel's credit that it doesn't.

Israel maintains an apartheid society similar to the one in South Africa that was only brought down after years of action by liberal groups. Jimmy Carter wrote a book and told the truth about this situation,but felt the need to back down after being subjected to outrage from conservative groups. Israel bulldozes homes of innocent people (beware the approach of the white jeep). They also bulldoze olive orchards, restrict water rights (a huge concern in a desert), restrict freedom of movement and free enterprise, and generally are into all this for their own benefit. Israel was founded by terrorists. Begin was wanted dead or alive by the Brittish after he blew up a hotel, killing more than 90 innocent people. He was later elected prime minister. Other Israeli terrorists engaged in assasinations and generally did what they had to in order to found their country so they could treat non Jews with the same contempt that they had experienced. The US now gives Israel carte blanch to continue their oppressive policies by funding them without question. This policy is immoral. For my more conservative friends--we no longer have the money. Our mideast policy has left us in a quagmire. Our policy gives comfort to our enemies, and we're going broke.
