Plans to record all conversations in taxis licensed by a city council are a "staggering invasion of privacy" which show a "total disregard for civil liberties", campaigners have said.

Oxford City Council plans to ensure all of its 600-plus cabs are fitted with at least one CCTV camera to record all conversations between passengers.

The civil liberties campaign group Big Brother Watch said it will complain to the Information Commissioner over the scheme, which will record all conversations from once the engine is running until 30 minutes after the ignition is switched off.

Nick Pickles, the campaign group's director, said: "This is a staggering invasion of privacy, being done with no evidence, no consultation and a total disregard for civil liberties.

"Big Brother now has big ears, and they are eavesdropping on your conversations with absolutely no justification. Given that one rail route to Witney is through Oxford, we'll be letting the Prime Minister know that his staff might want to avoid using Oxford cabs."

A spokeswoman for Oxford City Council said the new CCTV rules for taxis "would mean that video and audio would run all the time within the vehicle".

She said: "There are laws in place (data protection, human rights, CCTV code of practice) that require the viewing of such images to be necessary and proportionate, and therefore must relate to a specific complaint/incident/investigation.

"The officers are not permitted to view any images that do not relate to the actual matter being investigated. The risk of intrusion into private conversations has to be balanced against the interests of public safety, both of passengers and drivers."

She added that the footage will not be routinely viewed, but will be kept for 28 days on a CCTV hard-drive in case it is needed following a specific incident. The policy will also be kept under review. The council spokeswoman added that the cost of installing the CCTV system with one camera is about £400 and there are currently 107 black cabs and 545 private hire vehicles in the city.

A spokeswoman for the Information Commissioner's Office said: "CCTV must not be used to record conversations between members of the public as this is highly intrusive and unlikely to be justified." She added that audio recording may be justified, subject to sufficient safeguards, if the specific recording is triggered due to a specific threat, such as a panic button in a taxi cab.

If you read the article properly, it says that the recordings will be kept for 28 days and will not be routinely looked at. This sort of thing has been happening in the US for donkeys years. It keeps everyone safe.

Just because it is done in the US does not mean the rest of the world needs to follow that example. In fact it is usually good policy to NOT emulate anything that comes from across the pond.

lol yea and you belive that ? like the sus law came in just for drug dealers.. and the police were only supposed to keep dna of cobvicted criminals .... and the MP's who put data tapes in bins or leave em on the tube ..

I would not be discussing anything nor take part in any conversation with the driver other than directly to do with the journey directions. Simple !

As you say, 'Simple'. Suppose you were discussing something in the back of the cab with your lawyer/doctor/wife/social worker, would you be happy for that to be recorded? A lot of people posting on here seem to think taxis only carry drunks. Wonder why that is?

Well as I had said Previously I would not be discussing anything in side of the cab. Anyone whom I was with at the time would be informed of that and therefore would not expect any discussions about anything,

dont know what the problem is, if you havnt got anything to hide then why would people object, if you cant just keep a lid on it untill you get out then you might just hang yourself, these prob a load of people out there that cant wait to be recorded, we come in all shapes and sizes, if we all wanted the same thing what a borring place we would live in, the late night drunks in oxford will have to mind there Ps and Qs, and be given sick bags on entry,

what you afraid of this not only protects the passenger but the driver as well being a cabbie for over thirty years i have seen alot of assualts on taxi drivers and on myself
and the reaction you get from the police and lawyers it is your word against theres and seeing that there is usually two passengers and they sing from the same hymn sheet they are freed to do it again and again this would elimanate that because it would all be recorded audio and visual on the other footing a young lady is attacked and raped again it happens and some girls cry rape when they have offered sex for payment ( and do not jump on the moral high ground because it does happen) if the driver is stupid enough to acceppt payment in kind this would also be recorded all round . i wish my local council would pay for it to be installed i would be at the front of the line but my local council prefer the system that costs over 1,500 pounds this idea is a all round good idea it protects everybody

I've no objection to a system the driver can switch on for his/her own protection but you presumably don't carry drunks all the time. There are conversations that of necessity are private, a client and lawyer on their way to court, social workers, doctors, politicians, people on their way to hospital appontments, lots of people quite rightly don't want their converstaions recorded.
