Mark Duggan Unarmed: Reports Claim Man Wasn't Carrying Gun

Mark Duggan

First Posted: 19/11/11 10:12 GMT Updated: 19/11/11 10:17 GMT   PA

An investigation into the death of Mark Duggan who was shot dead by police, triggering a series of riots across the country, has found no forensic evidence that he was carrying a gun, it has been reported.

The claim was made by the Guardian newspaper, but Scotland Yard said it would be "premature" to draw any conclusions about the findings of the investigation by the Independent Police Complaints Commission (IPCC) into the incident in Tottenham. north London, on August 4.

The Guardian said a gun collected by Mr Duggan earlier in the day was recovered 10 to 14ft away, on the other side of a low fence from his body, and that he was killed outside the vehicle he was travelling in, after a police marksman fired twice.

On the day Mr Duggan was shot, there is overwhelming evidence he had obtained a firearm, but the investigation is considering whether he had the weapon in his possession when he was shot, the Guardian said.

A statement from Scotland Yard said: "The MPS (Metropolitan Police Service) is aware of an article published online by the Guardian on 18 November in which a number of assertions are made in relation to the IPCC investigation into the death of Mark Duggan.

"We believe the Guardian's headline is inaccurate and misleading based on what is known at this time and will be making this point in the strongest possible terms to the newspaper.

"The article, and especially its headline, states as fact issues that are subject to an ongoing investigation by the IPCC, and we would reiterate that it is premature to draw any conclusions about its findings."

IPCC commissioner Rachel Cerfontyne said: "The ongoing IPCC investigation into the death of Mark Duggan is examining a range of issues. We are providing updates and, where possible, answers to the family of Mr Duggan."

Mr Duggan's death in Tottenham, north London, was the trigger for the first of four nights of riots that spread from the capital across England.

Initial reports that Mr Duggan shot at police were dismissed by ballistic tests which later found that a bullet which lodged itself in one officer's radio was police issue.

Even the police knew that they killed an innocent man but shame will never allow them to admit. They killed him for not being white not because he was carrying gun. The man who pulled the trigger will never find rest, he will continue to be haunted by his spirit.

who would you have to Investigate,? at least the ipcc have a team of people who know something about law, or would you have a team made up from the public, like a jury, who know very little and are advised by a person on law by a judge, personnally as a retired cop, I think the ipcc should be made up off a mixture of retired cops, members of the public, and a mixture of all ages and religion, just to make it sqeeky clean.

Well I would prefer to have no coppers, retired or otherwise, on such a panel.
Just cannot trust them.

Fancy that.. Mark Duggan was not carring a gun after all.

Wonder what the racists will say about that !
08:23 PM on 11/19/2011
Regardless of race, he was scum!
07:43 PM on 11/19/2011
Let's wait for the result of the IPCC enquiry before we all get carried away or are they going to lie also. I don't think so.

He had a gun, he's now been shot, get over it, if you don't want to risk being shot then don't mess with firearms. Only cowards carry weapons and travel in gangs. These animals are the sort of scum that inflames racism, a virus in the system that needs to be wiped out, these people will not work they live and breed crime. They make our inner cities unsafe for normal citizens, they give our country a bad name. The first thing that should be done when caught with a weapon is that person should be steralized. We have far too many people having children, when they themselves have no respect for human life. This kind of anti-biotic would help wipe out the virus and long term would reduce prison population.

Strange how every police killing is 'proved' to be correct in law, how many of us get it 100% correct?
Something odd here.
07:25 PM on 11/19/2011
From this and your previous comments, you got something against the police?
10:03 AM on 11/20/2011
Yes , I am sick of the image of Dixon of Dock Green, the reality,a corrupt organisation, happy with extreme violence, to the point of death, against the populace.
Corruption, from free take aways, lies in court, beating up innocents, killing innocents, selling information to Murdochs Empire etc.
I was stopped to answer a questionnare, what I thought the police should be doing, I said that they should be catching criminals rather than waste their time on stupid questions, there were 12 there & plastics as well, as aresult the sargeant decided to suggest that he 'smells cannabis' and threatened me. The survey form was thrown away, I gave the wrong answers.
A van of 'tactical' officers waiting for backup when things are 'going off', me and one other against 'The Monday Club' , who invaded the pub I was working in, then threatening the landlord with arrest for fighting back..
Police notified of an attack on a woman in the street, I and a shopkeeper took him down and had to wait for 30 minutes before they appeared.
An early morning car crash where I was able to use my First Aid to assist, the police wanting to move him despite my protestations that he had a back injury, I was proved right when the ambulance turned up, the victim could have been crippled if the plod had had their way, they threatened me with arrest because I refused to allow the victim to be moved before the ambulance turned up

Because police carrying firearms are legally empowered to use them - police in Northern Ireland even shoot dead car thieves - and ALL police are armed there- you don't mes with them twice ..

And juries support police action in shooting miscreants - that is why none have EVER been convicted
02:35 PM on 11/20/2011
How many of the armed police ever get charged with an offence requiring them to go in front of a jury?

I bet you get all creamy at the thought

From what I have read and heard he was hardly an angel, of course the shooting has questions but I understand he was hardly working 40 hours a week in a day job for money like the rest of us and had some very expensive toys !............

doesn't mean he should be executed without trial though, does it?
08:48 PM on 11/19/2011
No but if you have a weapon on or about you or the police have reason to believe you have a weapon they can legally shoot you - very simple - obey the law - then you are very unlikely to be shot by the police

Its strange how the police account of shootings always changes later on and this needs to be investigated. They tell the media one thing and then change their story later on, the same thing happened at Stockwell underground station.

Oh dear. If this report is true yet another negative story for the police. In light of the unarmed shootings, the negligent discharges and other reports of weapon mishandeling isn't it time someone queried the use of firearms by the police? If a soldier was responsible for any of the above he/she would be jailed or fined until he/she squeaked.

Was he carrying a table leg? was he hiding under bed blankets? was he in the wroing place at the wrong time? It seems that the police are using their guns more and more. I was haveing a drink with two ex policemen and asked them what they thought about police carrying arms. They both said the same they said " The police should not have guns because you should not arm a disorganised rabble" this coming off two men who had served for many years in the police force. The rummers started on that day and it now seems that there is a good deal of truth to them. If the police will not hold it's hand up this time it will just show what thousands are allready thinking that we are for sure living in a police state and the police are just puppets to the tory government.

Watch this space. All of a sudden the gun was outside the car-when everybody knows it was inside. The police are,as usual fitting up the "evidence".
They do this all the time, as they couldn't detect their way out of a paper bag!!! and they have the brain cells of a goldfish -(sorry goldfish - for the insult)

So you think we need to wait until he has actually started shooting people before we act?

It is very dangerous for the Guardian to imply that because the gun wasn't in his hand when he was hit, he was innocent. He was under surveillance and known to be armed. As he exited the vehicle he was travelling in, the Police marksmen could, in my mind, reasonable interpret any sudden movement i.e tossing the gun over a fence as a danger and open fire. It's not like they sprayed a whole neighbourhood with random automatic gunfire. Any analysis of events has a degree of speculation that seems to portray a gun weilding thug as a victim while the men who keep us safe from such men have to live in fear of legal action. I'm surprised SO19 haven't resigned en masse. Let's rely on the Guardian for our safety!

i hear that they held him down on the ground and shot him at short range in the same way that JeanCharles Menezes was executed so there wouldn't be rounds flying about. the police have to be accountable in all circumstances and people posting here should recognise that the police sometimes make mistakes and have to fib about it afterwards.
if you want to see the future, take a long look at american police tactics, that's where our lot get their role models. be afraid. if you think you've nothing to be afraid of then remember the Brazilian boy - neither did he.

If you want to see the future for armed police in the rest of the UK Northern Ireland is the model - not the USA - and the crime rate there is around 10% of what it is on the mainland - and it isn't " Gunfight at the OK Corrall " daily either - simply the public know the police mean business and so do the potential criminals - result - less serious crime
