EHCR: Britain's Elderly In Social Care Suffering Neglect, Cruelty And Abuse Which Breaches Human Rights, Says Report

Britain’s elderly in council-funded care are being left hungry and unwashed, according to a report.

Published by the Equality and Human Rights Commission, the inquiry highlights not only cases of neglect by carers, but a disregard for people’s privacy, acts of cruelty and in some cases actual physical abuse.

Set up to investigate home care among the UK’s elderly population, the document said there was a “systematic failure” in the older people’s social care, which in many cases breached human rights.

Based on the testimony of 1,200 elderly recipients of home care, the commission reported that the cumulative impact of neglect can be “profoundly depressing and stressful” and can lead to “tears, frustration, expressions of a desire to die and feelings of being stripped of self-worth and dignity”.

The commission said the cutting of carers’ hours as one of the root causes of the neglect, with carers often allotted as little as fifteen minutes to spend with each person. It also stressed the need for greater cover for the elderly within the Human Rights Act.

Liz Kendall MP, Labour's Shadow Minister for Care and Older People, said: "This important report shines a light on the too often invisible experiences of older people receiving care at home,” she said, calling the service “stretched to the limit”.

"It is unacceptable for elderly people to be left for hours without food and drink or not to be properly cleaned.

"Despite all the evidence of the growing crisis in care, the Government is cutting funding for older people's social care by £1.3bn in real terms this Parliament.”

In response to the publication, Paul Burstow, the minister for care services, said: "The EHCR's report exposes the good, bad and ugly sides of care in peoples own homes. This government won't tolerate poor care. I am determined to root out ageism and bad practice to drive up quality and dignity in care."

One of the biggest problems in the care system is poor pay and lack of professionalism. I've met any number who do their jobs conscientiously. For far too many the job is a means to top up the mortgage or booze - socalled 'pin money'. They would be just as grateful for the work were they in a poultry hacking factory and accept poor pay because it supplements already low incomes and they have no interest in the nature of care. Genuine carers should have a higher and more valued status - and payscale to suit. Obliging carers to gain professional qualifications would discourage pin money workers from applying and that would result in a care work force with real interest in the job and doing it well.
Another problem is the care companies themselves that make money by employing unskilled workers and paying the least they can get away with. These companies have little interest in the welfare of clients and take advantage of public money for profit only. Forcing carers to visit often dozens of clients in a single day ensures that no client receives the care they need - and so abuses proliferate. It really is long past time that care work stopped being the poor relation of the NHS and Social Services and became what it deserves - and needs to be - a body of intelligent, professional folk who can take a justified pride in their necessary work.

I have been a community nurse for many years,and I am sad to say good home care providers are few and far between,They are out there,but they are worn out burnt out and exploited, there is nothing like turning a profit from the elderly in our communities to bring all sorts of un-scrupulous buisnesses floating to the top. I have had the job of reporting care agencies to our goverment, who alledgedly monitor and police these companys, this is not something done lightly, I have been told by my manager that I have unrealistic expectations of care in the community,when I reported a carer for leaving a 93 year old lady naked on the commode while she went to do the shopping.The lady who was able to speak for herself, begged me not to say anything, as it would result in her not getting any attention or worse still, the fear of the reprisals that would be comming her way.Is this right ? Do we care so little about the people who made our society what it is today with their sacrifices ? Is money the be all and end all of our society these days ? When will the goverment stop making the health service a " for profit " organisation ? Our careres need to be people who care, who love their jobs and love the clients they have, one good nurse or carer use to make a difference, sadly this no longer true or sustainable.

so Paul Burstow is going to make an effort,how long will that take,maybe wait until a few more pensioners and those in care die,save them a few bob in pension pay outs etc,of course Cameron wouldn't let this happen as we are all in this together (or would he),oh wait a minute,he'll be too busy surveying his newly acquired acearage.

Why does'nt the government set up a national 'carers training course' just as they do for nurses. That way we would get properly trained carers - who would have a certificate and respect for themselves and the important job they will be doing. The problem at the moment is that there are not enough carers, as soon as you apply for a job you are out there working. You may get a few days 'shadowing' someone who has done the job for a while, but the rest of the training is done 'on the job' with a supervisor checking you occassionaly. You may get a one day training course on 'manual handling' and such like, but that is not enough for you to retain all the information imparted and then put it into practical use. Come on you politicians start demanding proper training - after all it may one day be you who has to be looked after by an untrained carer who is not capable of turning you over in bed properly to wipe you faeces away. Don't forget the person who is 'caring' for you is paid £8 per hour, gets 25p per mile driven and is NOT paid for driving time between patients. So for 8 hours worked (probably 2hours driving) they receive the grand sum of £64. How can you live on that?

Yesterday we had teh news that Company CEO's were being paid obscene sums of money and the argument put forward by the CBI was that if you want teh best you have to pay high wages.....

Today we have the news that the elderly who are being 'cared' for in their own homes are being mistreated........

It should be remembered that those staff providing home 'care' are more likely than not to be on less than £7 per hour, just above minimum wage, surely if we want the best care we have to pay more to get staff who are motivated to provide that care.....

There have been tales of some of teh elderly only having 15minutes of care a day but if the careprovider, that is the company providing teh staff ahve so many clients on their books but too few staff time has to rationed and remember if a carer turns up at someones home 20minutes late because they have spent an extra 20 min with the previous client there will be a complaint put in......

In home care for the elderly the only winners are the family who do not have to make regular visits, because someone else is 'looking after' them and the home care companies who will be making a nice profit for minimal service..............

It is not just a matter of money, it is love, compassion and common sense. These days you need an A level to be a nurse. Bring back the people who are into caring for the love of it, not the ones who are too busy talking about their boy friends or what University they went to.

This report is about HOME CARE not CAREHOMES..............Most of the staff providing this care are NOT trained nurses.....At the most they will have a NVQ level 3 in Health and Social Care....

Are you suggesting that these staff should not be paid? are you suggesting that people should do the job out of the goodness of their heart?

Surely that is the role of the FAMILY not outsiders.......

the winners are the family you say... you havent a clue what your talking about!!! I have been my grandfathers carer for almost ten years now and along side the government run/funded carers for almost the same amount of time. time and time again i made complaints to the management of these care agencys that my grandfather was not being looked after corectly, i have visited my grandfather on a daily basis for all these years because the carers have NEVER done a decent job, often leaving my grandfather in urine soaked soiled clothes, he has often been left with no drink or food or carers often just dont turn up. I have missed out on my childrens school activities/concerts etc because of haing to tend to my grandfather as carers are often lazy and unreliable. My son actually called a friend mum before me because of my lack of time with my children. Before you claim that it is the family that benefit try thinking about the familes that lose out because of these people

What right have we to call our society "civilised" if this is how we treat some of the more vulnerable people? As long as money rules the roost, greed, profit and government incompetence will ensure that those who have nothing to offer financially will get thrown on the scrap heap. The government comes out with weasel words, but where is the plan of action?

my dad was dying of cancer of the bladder, i went to visit him at 7.00pm. He sat slumped in chair next to bed, naked from the waste down with a pool of blood at his feet dripping from his penis. it was a general mixed ward, all other patients and their visitors were trying hard not to stare at him in horror.

He was in first bed next to nurse station were 4 nurses were chating about a night on the town.
I asked the staff nurse why was my father in this state, She said " he wont stop bleeding and his making a mess of the bed and night clothers"

I cant remeber my reply in detail because i exploded with Rage. I managed to get a visting MacMillian nurse to see my dad and she helped arrange his move to a hospice, were he died 3 weeks later with dignity.

My mother was in a private nursing home St Johns with lung cancer, i visited her one Sunday evening, her legs and ankles had blown up twice normal size and she was crying because what was happening to her. The only nurse had gone home, the helpers rang the matron, i asked for a doctor to be called, she said he would ring me. He did and said no need to call out as old ladies do swell up. She died that night in distress.

This is a disgraceful situation for those who have no voice to complain, something MUST BE DONE, the Quality Care Commission have shown that they are not FIT FOR PURPOSE and the so-called Managers of most homes are not capable of rectifying the many bad practices which exist at these "Care Homes". We need the relatives to complain and keep complaining until THINGS ARE CHANGED in favour of our elderly and infirm relatives, then and only then will the system begin to change for the better.

Why we British expect others to look after our old never cesses to amaze. Cultures in the world have their elderly live with them we seem not to bother, why I don't know? it's a failing on our part. The people doing the job of care employ a type mostly of people who just do the job and never feel for the people they care for. Foster's only do it for the money, and we see foster children in later life saying how bad their lives were in care.A foster carer had a seperate toilet built so the kids could use that, they are deemed to dirty to use the main family toilet. At meal time the family have best ham the foster kids cheap. Meals are ate at different times the family have two sittings or the foster kids eat in bedrooms. I was told the children are clean and fed and they had no complants. But if they know no other way then they would consider it normal. Most of the carers are only out for the money.

Labour did very little, if nothing during their term of office, frequently ignoring the problem. Now, we have a labour minister who is saying that the current government ios at fault!

IF, we stopped throwing money, and lives, away, in places like Afganistan, Iraq and Lybia, there would not need to be the cutbacks that are currently in force. Oh, I forgot, if we saved money on the previously mentioned, Cameron would give it to the public sector so that they could retire at around 50!!!
