England's Social Care System Failing 800,000 Elderly People

The government and the Labour Party are being urged to overhaul England's "failing" social care system, which experts say is leaving 800,000 elderly people "lonely, isolated and at risk".

In a letter published in the Daily Telegraph, a group of more than 60 government advisers, charity directors and independent experts said failure to meet the challenge of an ageing population was resulting in "terrible examples of abuse and neglect".

The signatories, who include representatives from the British Medical Association, Age UK and the TUC, called for cross-party support to secure "urgent, fundamental and lasting reform."

"The unavoidable challenge we face is how to support the increasing number of people who need care," they wrote.

"It is currently a challenge which we are failing to meet - resulting in terrible examples of abuse and neglect in parts of the care system.

"This comes at a huge cost to the dignity and independence of older and disabled people, but also to our society, family life and the economy.

"An estimated 800,000 older people are being left without basic care - lonely, isolated and at risk."

They said some people faced losing their homes and savings because of rising social care bills, while businesses were losing staff who were forced to give up work to care for relatives.

NHS hospitals were "paying the price" because of avoidable hospital admissions, they added.

The signatories backed proposals that no one should pay more than £35,000 for care bills during their lifetime.

According to the BBC, cross-party talks about the care given to the elderly and disabled will resume this month.

A White Paper is due to be published in April.

Care services minister Paul Burstow told the Telegraph the government was "taking leadership on this issue".

He said the coalition agreed the reform of social care was an "urgent priority", adding: "We have put an extra £7.2billion for social care over the course of this Parliament."

The attitude of some people is that pensioners are past their "sell by date" and it is a waste of time and money to look after them. The money could be better invested elsewhere on the young. They said after World War 2 that they would build a country fit for heros. This was a lie and I feel sorry for all of those who sacrificed their lives for this country. They deserve better.

My lodger is 67 , has had two heart attacks , and now has diebetes , not one person makes sure he is alright .How he has to get to the hospital , never gets anything of anyone except his pension .Why do imigrants get as much as £275 , i never got that with children , when i used to claim . Some thing wrong with this country , if we say anything we are racist , no we just want whats fair .

cant afford to look after our old people but can afford 3.5million immigrants in the last 10 years and to give £12 BILLION in foriegn aid, to Countries like Brazil , india and China they are weathly than us?

Immigrants get £275 per week, state pension £102 pw?

my dad was 94 when he died & if it was left to our local council he would have died earlier, the councli tried to withold direct payment from him, they say becuase of where he lived but that was not good enough in my eyes so i fought them for over two years & made them pay back every penny they stole from him & more. Old peolpe do have have a law that protects them from abuse,animals do the rspca & children do the nspcc, so why dont old people, it'sa disgrace, imy dad was one of the lucky one's he had me to fight for his case but lots of olpd people dont have anyone & thats why they get treated as they do. We shoukld all get together & fight for thease rights as one day we will all be old.

£7.2 BILLIONS PAID IN TO HELP FUND SOCIAL CARE? 1300 EXTRA SOCIAL WORKERS TO HELP CUT SUPPORT BUDGETS. 5 NEW SENIOR POSITIONS PLUS PAYING FOR SOME PRIVATE FIRM TO DECIDE IF YOU ARE ALLOWED TO LIVE OR NOT, That's where the bulk of the extra money has gone and that that has been left over has been syphened off elsewhere, next they will want voluntary euthenasia to help meet the increases in their expenses budgets, ask the people at the sharp end how the care budget cuts are causing mass depression amoungst the elderly so the money can be used to go on political junkets.

We live in a selfish times where the family just dont give a danm anymore, we are supposed to take care of our old in in the family it should be our responsibilty to make sure they are cared for...Instead we shirk our duty, and leave them to rot in a hospital, to the mercy of anyone....This generation will go down as the most childish spoilt inresponsible generation, in modern times....

I must support Mary Morell in what she says, however what can or should be done? As our 'system' is based on material wealth a complete rethink of the way our society works is needed. That means some drastic action and I hate to say this that means that the\person most suited to caring for the elderly in a family has to expect to take on this role AND SHOULD BE SUITABLY COMPENSATED. If we accept that a 'home' can charge telepone numbers then surely a system of insurance can be put into effect that provides some of that money to a carer? On a critcal level and one I hate to bring up two generations ago the daughter of the family took on this role (my wife did this for her mother and her brother did absoluely nothing) but now we have absolute equality of the sexes and that means no or few family carers available. The choice is ours

Having helped my wife care for her mum till it got too much for her, i'm not certain it is a case of selfishness. Over the last 30 years, governments have coerced women back into the workforce on the grounds of equality and closed down all the long stay hospitals under what was called 'care in the community'. Well the old folk were in the community ok but i'm not sure they were being cared for very well. My mother in law died in a care home through neglect, so maybe you are correct and selfishness does come into it.

elderley care homes are now nearly all privately owned and run, so the emphasis is now not on care for the person but on how much profit can we make. Its an absolute disgrace that elderly people who have given their lives to this country and paid all their taxes and dues should end up at the mercy of these leeches and charlatens. Can any of these leeches explain to me how it costs £600 plus to "look" after them, when the government says they can live and pay bills on a measly pension?

Care and welfare will need financing it’s not science even if politicians think so, there is loads of money within the system. Immediate finance could come from cancelling all aid and EU contributions for the next five years; cancel all civil servants contracts earning over fifty thousand. People earning over £20,000 should pay £1 a month with increments of 25 pence per £1000 from £25,000-£50,000. There after an additional £25 per month increasing by £10 per £1000 up to £100,000, those with earing above this level will pay an additional tax of 25%, bonuses will be considered as earnings. Company’s paying staff in foreign lands or bank accounts but working here will pay this tax; society demands that we look after the venerable and those that take most from societies financial security should put more back in.

On January 1st 2012 I had occasion to be at Arrowe Park Hospital A and E.
I saw a very elderly lady in her nineties, brought in, after having a fall outside in the pouring rain. Naturally she was soaked as she had fallen into a puddle of water. The ambulance brought her from West Kirby to Arrowe Park, where she waited on a trolley for 1hr - 1/2, dripping wet and cold. She began crying,I ascertained that she was frightened and very cold.My husband went and told the nurses (who were standing around chatting), and one eventually deigned to get her a blanket. This elderly lady was not senile,but was treated so badly, (told to stop crying etc) when she had had the shock of a fall. I found out she had a son in Nottingham,but she had his phone number at her home, and couldn't remember it, whilst in the A&E.

Nobody seemed to care that this poor soul was frightened that she would be sent home, when nobody was there to help her, that she may have to use a wheelchair, and scared that she wouldn't be able to manage.

All it needed was someone to tell her, that her son would be contacted, and all her fears would be handled eventually, but nobody the compassion, or the care to talk to her for a few minutes.


Today , I found out that eventually someone had contacted her son- 2-1/2 days later.

I'm afraid the ethos of SOME of those employed in the medical professions has changed from: "I will care" to "the more you pay me, the more I'll care."

They come from university with degrees hopefully relevant to the profession they enter, some in university terms are highly intelligent but they still arrive on the shop floor uneducated. A degree do’s not a Doctor or Nurse make until we realise this basic mistake the mechanical production of health care will continue. There is one other controlling factor the faults believe within medical health that they provide a free service for which in fact we pay through our taxes. This believe leads to bad service throughout medical practice with arrogant bad mannered practitioners at all levels, the cross infections inept ward care botched operations and deaths are directly connect to a mental university superiority within the profession. Nursing care no longer from part of the university curriculum or ethos of the medical profession that sort of work is for the assistants.

We all need to become involved in this issue - the way things are, most of us will reach old age and stand a good chance of ending up like the 800k elderly mentioned here. Of course, that number will rise as time passes. So putting pressure on the government to made solid changes will benefit us all in future. We cannot pretend it is not going to happen to us.

This must be misleading news... No way could we endure our own old age pensioners, who have paid their taxes, stood their corner and in some cases defended this country.... being neglected by the UK government, when this same government and past successive governments have GIVEN AWAY billions in International Aid to other countries. Cant be true..or am I niave ????

What leadership is the Minister referring to? Has anyone asked him how the £7.2bn is being spent? Social care of the elderly (and disabled) needs a 25 year programme of radical change and leadership, starting with reform of government governance of resource utilisation. I would like to see cross-party agreement of 25-50 year strategic plans for pensions, social care, education, and the NHS/health care. Gove appears to be effecting this in education, but we need more strategic leadership across government, including massive civil service reform. Why not a full reform of the Chancellor's power to attribute a whole host of tax-raising schemes to a general tax fund to be distributed at his choice eg road tax revenue never gets fully spent on roads, or petrol on the environment, NI on pensions or NHS etc There may need to be a general increase in basic rate, but at least taxes would be spent more transparently.

Sipochester, your proposals are noble but there are serious difficulties. Politicians always have one eye on the next general election. Therefore it is important to them that any programme of change is showing at least some results by the time the next general election is held. So instead of radical change, they just tinker with the system to make it look as though they're doing something about a problem. And that's what is going on now. A 25-year plan would be unthinkable.
Reforming the pension system over a period of 25-50 years is unlikely to be popular since a significant proportion of the electorate will be dead by the time it bears fruit. A 25-50 year plan is impossible to draw up when therer are so many unknowns, e.g. what will the state of the economy be? how many wars will we be involved in? will the European community still exist etc etc.

I understand your points, and that my ideas are somewhat idealistic, perhaps you may say, niaive! However, I always remember two sayings; If you always do what you've always done, you'll always get what you've always got! Or put another way, those who ignore history are doomed to repeat it!
And, in the instance of social care, the problem won't go away, it will get worse re standards of living and medical care elongating mortality, so is it bury our heads in the sand? The all-party agreement would stand to overcome general election short-term thinking, and take politics to a higher order of strategic planning in the best interests of the country and its people.
But, it does require leadership and statesmanship, and that's where my ideals get buried in despair at present levels of leadership and politics.

most elderly & disabled people paid into the system all their working lives,with the promise that the money paid in would be invested to pay for THEIR care in old age,but due to (AS USUAL) the MPs incompitance & GREED they are being left to fend for themselves,with any & all benefits being reduced at an alarming rate,yet those bxstxrds ENSURE that their own futures are well secure,their so called "CAREING" society is in their minds ONLY FOR THEM & no one else

How you change the practice of older people who want to pay their bills monthly by cheque and either posting the letter or catching a taxi to pay them or failing to apply for all of the benefits they are entitled to I do not know. However older people, in the main are not badly off if they use their finances better.
