Liberal Democrat deputy leader Simon Hughes will tonight warn that the Government's plans to cap benefits will be "harmful" and "break up families".

Further stoking Lib Dem concerns about the coalition's welfare reforms, Mr Hughes will insist ministers must revisit the proposal for a £26,000-a-year cap if it is to clear Parliament.

His intervention comes on the heels of a series of defeats in the House of Lords, assisted by a Lib Dem revolt, over other benefit reforms in the Welfare Reform Bill earlier this week.

Chancellor George Osborne announced the £500-a-week cap in 2010, saying it would ensure no jobless family would get more in benefits than the average working family.

Mr Hughes, who backs the coalition with the Tories but is popular among the Lib Dem grassroots, said he agreed with the principle that people should not be better off for staying out of work.

But he said the current plan would incentivise parents to live apart.

"The Government needs to do further work to prevent harmful consequences of the benefits cap if the changes are to be accepted by Parliament," he said.

"As it currently stands the benefits cap will break up families, as it will provide a financial incentive to be apart.

"Under the plans as they stand a couple with four children will see their benefits limited to £500 but if the parents live separately they will be able to claim up to £1,000."

Speaking to the annual dinner of the Liverpool Liberal Democrats, Mr Hughes will also warn that the cap will force families to move "across the country" to find cheaper accommodation in areas with already high unemployment.

"The Government and Parliament must find another way," he said.

"The new system allows for the Government to propose exceptions in order to stop many potentially damaging consequences of this policy.

"Today I call on the Government to make clear, at the latest before the Welfare Reform Bill comes back to the House of Commons, what it intends to do to prevent the planned benefits changes from breaking up families and damaging the lives of literally hundreds of thousands of children."

If we want to change the welfare system firstly it has to be fair to both middle and lower class families alike. The system at present does not allow for anyone earning a low wage to be able to benefit as the word suggests from the construction of the system at present, these are typical of these figures picked up from a comment. It is an example of the unfairness in the gearing.

As for the cap it should be in place. So as people who have been claiming 170K plus on benefits to live in Knightsbridge cannot claim these types of benefits.

Families of 5 kids have been getting the following

Housing benefit - 104,000
Child Tax Credit - 13,337.04
Income Support - 5,539.67
Council tax - 2,157.83
Child Benefit - 3,863.91
Free Schooling - 6000 * 5 = 30000
Free Health Care - 1800 * 7

Total 172,000

STOP telling lies no person or family ever get any money like they talking about and these liers must be challenged in court of law right now? A single person on JSA gets £53 per week nothing more and he/she get housing cost if they qualify? Out of £53 per week he/she must spend £20 on bus fair for first 3 months than after 3 months they get 50% oyster card so they pay £10 per week so after paying for food, he/she left with nothing?
Now we talk about family with four kids? Under the age of 16? After getting child tax credit for four of them, they get around £800 per months and child benefit 200 per months so it really £1000 per months so live on this and you got 0 left after cutting on everything so no parent want to remain on benefit so what the hell is he talking about it man?

My wifes disabled i look after her full time.Were do these people get these figures from. 1000 pounds a week. We dont get nothing like that a month. The trouble is to many people are being conned or brainwashed into thinking everyone on benifits are on to a good thing. Trust me some may be abusing the system but most are just honest people trying hard to survive on a pittance.

completely agree,this & the other bunch of crooks issue "on a regular basis" statements which contain mis-information left ,right ,& center,they accuse / insinuate ALL benefit claimants are crooks/fraudsters,they make the disabled take medical after medical,carried out by THEIR OWN doctors,the final decision as to fitness being made by some pen pushing civil servant with no medical training (who also have the power to OVER RULE ANY doctor/consutants diagnoses) usually wrongly as approxmately 75% of appeals are found in favour of the patient, but still the government state MOST claimants are frauds,YES there are fraudsters but that goes for most items that pay out money "THE MP"s expenses being a VERY WELL KNOWN ONE,INSURANCE claims being another,they have been made to admit the amount paid to fraudulant claims is ONLY 0.5% of the DWP total benefit pay outs which if compared to other fraud is NOTHING!! Im NOT trying to make excuses for these fraudsters as it makes it even worse for the genuine claimant BUT this HAS to be taken in context "SO DO NOT BELIEVE ALL you read in these government statements" as they are MASTERS in twisting the truth to their own benefit,& of the fraud they readily accuse the public of !!

come on people - where are all the pensioners - its not rocket science - long term its much cheaper to have us in an I.C. Unit as soon as possible after we retire - hospital costs say £2000 a day for 10 days till the mrsa gets us - thats £20,000 and a lot less than £3000 a year for all the time till we get to 60

BUT also most pensioners now work to build on the £62 a week we have to live on and untill we have sold our homes and got down to £17500 savings (OR MOVED TO SCOTLAND WHERE YOU GET IT ALL FREE WHILE YOU SPEND THE LAST FEW YEARS IN YOUR CASTLE AT ENGLISH TAXPAYERS EXPENCE)

but in the meantime all us english pensioners are working to get a half sensible life and paying tax so those unfortunates where the condom broke so they get the child credit on top of their £80,000 a year income

Where does the £62 figure come from. I'm a single pensioner and with pension guarantee credit and pension savings credit I get £157 a week. Admittedly I rent my flat which means I don't have to worry about maintenance costs, the rent and council tax is paid by the council so the £157 is for everything else, not a fortune but certainly more than enough.

OOPS when i got to pension age a few years ago i was offered about £60 a week as been self employed all my working life - so as i was not intending to retire and watch richard and judy till i died - i told them to keep it till i asked for it

when all this stuff about child tax credit for those on £1500 a week came up i just asked a friend what the basic single pension was and used that figure - but ok even if its £157 a week - its still compared to £1500 a week and you still need the extra to live??????????

no sorry actually 52 years and have never claimed one penny in any benefit - when i had cancer my insurance covered it and despite 9 months chemo i had 10 days when i could not work - i am 70 years old and understand that in scotland and wales care is free but in uk it certainly is not

20 years ago when my father was coming to the end he wanted to stay at home so we all rallied round and with his pensions and savings and a bit of help managed to finance his home nursing care of £600 a week for just long enough

and if anybody else wants to have a go - if you can justify the taxes i pay working at 70 and earning about £40,000 a year being given to families with join incomes of £80,000 who happen to have children - well welcom to lalaland

This coalition government seems incapable of joined together thinking... they stumble from one policy to another...oh.. with some amendments later. Child benefits a prime example, how stupid can you get. And the next ....this ridiculous high speed train project costing £37b just to take off 1 hour from a journey... for Gawds sake give me a break. This country is in a mess and needs decisive politicians. But who is a better alternative... Milliband and Balls... OH NO !!!!

its a bit worrying when ministers can say or indicate that benefits is a sort of means of income, for some people intent on not going to work. More children more income from benefits ? is that what i am reading ? and if that don"t work, that benefit claimers would be forced to split up and claim double benefits, ? Just to keep a healthy income ? i fear it has become a country that encourages scroungers. A few things that might work. Benefits should only be paid for the first two children, Benefits cannot be claimed untill you have been resident here for a min of 5 years and have been in employment for more than three of the five years, that go"s for health service treatment to. If people are longer than 3 years un employed they should have to do at least 20 hours a week charity work, to be able to claim benefits. Its all becoming a mess if income of benefits is related to children and the amount you have its wrong, thats why benefits should only be claimed on the first 2 children. We have created a monster called the benefit system, such a big monster that people are actually advised on how to max out there claims, as Hughes is doing with this very statement benefits should only be paid to one parent is seperated thats the one whos left with the children, the other one unemployment benefit only

smiler mate you seem to have a problem with peoples english and there grammer,i am sure your english is perfect and grammer to, but are you one of the millions of under achievers, each time we look for staff there CVs are in perfect english as we would expect, but on interview you can see they just haven"t got the work ethic inside them Thanks for the comments i take them as a , to the fact that i seem to have got things right in my life, and my staff seem to think that to.Have a go mate you might surprise yourself as to what you can achieve, only you know that deep down. Any comments on the story. Keep trawling try to use your time in a better way by attending schools and helping out iwth english. I am really happy that there is still people out there with your mindset

Now that we are all feeling the pain has anyone stopped and found out how much cuts mps are getting this year my bet is none .Why is there seconed home allowance being payed for by us if we work away from home we hve to pay for our accommidation and food out of our wages.Why do mps get such a big pension payed to them by us when the workers are loosing theres, time mps pension came under review. Its very easy to put the attention onto disabled do you think people choses to disabled dont think so, oh and lets make the unemployed get into work WHAT WORK do the leaders of this country not get it every day people are being layed of from there jobs . Lets pick on the kids for not working answer to that lets put up retiment age there for no one will be leaving there jobs where are the jobs for the kids going to come from the kids.This is going to be worse than the Maggie years which was the begining of the end for this country sell of every thing we own gas electric water,Cameron is now going down the same road schools nhs we must be one of the only countrys in the world where this happens .As for Liberal Democrats when are you going to get a back bone and pull out of Coalition. Soon it will be back to the workhouse for us all

disabled people should be looked after whatever and thats what the system is about , disabled people are not scroungers and thats a fact . now on the other side of things the system is being abused by hundreds of thousands that can could work but are better off not working . i live in a villiage and know people that just do not want to work they would rather go shooting in the winter fishing in the summer , they go to the pub at weekends , smoke 20 cigs each per day, have an anual holiday , and all on the back of the taxpayer, this along with asylum seekers is what the government have to sort out not genuine people .

Agreed, but untill we remove the immigrant,asylum seeker loving governments,we stand NO chance of reassesing the problems disabled do need ALL the help they can get,but as stated there are many in your village who prefere to go shooting ,fishing etc, please remember not ALL medical problems are blatantly visable" breathing difficulties heart problems arthritis & many other ailments" do not show,Im disabled myself but ONLY ONE that is visable,but have more than seven which are not (will not bore you with details) its only a few years ago that they FINALLY stopped sending me on a regular basis for a medical,even though right at the very begining both the doctor & consultant told the DWP medical officer there was absolutely NO CHANCE of me EVER returning to work (even light work) & my condition could ONLY GET WORSE (as it has)whilst there are days i can do a lot (compared to other days) I could go fishing,even VERY carefully cut the grass (with a power drive mower) but for those good days I might be bed bound for 3-5 days after,even requiring assistance to even get out of bed to use the lou,& in great pain in doing so,Im not saying you are lieing as I believe you do see this on a regular basis,but how many do you see daily doing the items you state,people could say the same about me if they were lucky enough to see me on good days,maybe days or weeks apart!

What I would like to know is how the figures are split - how much family allowance is paid to british people and how much is actually paid to immigrants (either permenant or transient) same with other benefits - it seems we british are constantly giving one way or another yet for us that are trying to make a living we are constantly penalised. I think this is something they are going to get wrong time and time again so they should just scrap it altogether. (yes, I do have children of my own)!

Oh I thought everyone knew that. British families are paid Child Benefit grudgingly and only after extensive checking. Foreigners are paid Child Benefit enthusiastically, with a bit extra thrown in and a Christmas card from every MP.

Then an army of civil servants comes round to your house (but only if they have identified you as ethnically Hard Working White British) and then they take all your furniture away and put your children in care.

'ministers must revisit the proposal for a £26,000-a-year cap if it is to clear Parliament'. Wouldn't it be so much simpler if they abolished child benefit altogether? Think of the problems it would resolve: no more school girl mums playing the system, no more families procreating to increase this benefit, no asylum/illegals receiving the benefit, no more chavs smoking/drinking/bingoing the benefit away. Keep the benefits for the disabled and those in absolute genuine need - as they were originally intended to be for. No sympathy whatsoever - the government will never make people get off their backsides and get out to work, whilst they have this approach to benefits.

Hundreds of thousands of young girls do it to avoid a life of work. They don't just get child benefit, they get a roof over their head and everything paid for by the poor saps who support themselves. Less than 40 percent of the workforce now subsidises the other 60 percent and that is unsustainable. Time for a rethink alright. But not a lib dumb one. Prats like him are the reason for the mes we're in.
