DLA: Pressure On Government To Halt Changes To Welfare Reform

A coalition of charities have urged the government to reconsider changes to disability living allowance (DLA), saying that proposed reforms could force hundreds of thousands of disabled people into poverty as peers prepare to debate the issue in the Lords again on Tuesday afternoon.

In a joint letter charities including Disability Rights UK, Rethink and and the National Autistic Society warned the cuts could “increase the burden on the NHS and social care system in the long run.”

The government plan to reduce the costs of DLA by 20% and replace it with a new benefit for the ill, the personal independence payment.

On Tuesday morning minister for disabled people Maria Miller defended the government saying: “We have to make sure the money that is there is getting through to the people who need it most. At the moment with DLA we know that isn’t the case.”

But she was challenged by crossbench peer and the president of Disability Alliance Lord Low who told BBC Radio 4’s Today programme: “Disabled people don’t have confidence that the government is yet ready to deliver an assessment system which will achieve an outcome which is fair to them, and takes proper account of disabled people’s needs.”

Welfare reform, which the government suffered three unexpected defeats on last week in the Lords, is a contentious issue for the government.

Disabled athelete and cross bench peer Baroness Grey-Thompson has tabled an amendment, to be voted on on Tuesday, which would force the government to pilot changes to DLA.

A report into the reforms released by a disability rights group has revealed even Boris Johnson had submitted evidence warning the cuts could hurt disabled people.

A spokesman for the Department for Work and Pensions said: "DLA is an outdated benefit and we now have a situation where there are £630 million of overpayments and 71% of people get the benefit for life without systematic checks to see if their condition has changed.

"We are introducing the Personal Independence Payment with a new face-to-face assessment and regular reviews - something missing under the current system.

"Under PIP, support will be focused on those who need it most, with a greater proportion getting the higher rates compared to DLA."

Yesterday the government announced it would not increase the qualifying period for a PIP to six months.

How on earth is spending tens/hundreds of millions creating a new system to cut costs within the old system being finacially responsible.

Yes the system they have now has flaws so spend half the money and improve this system. There is no reason why everybody shouldn't be seen by a doctor but an impartial one or a specialist in the field of your disability. Not one who is on an incentive scheme to cut costs.

I do not understand how people cheat the system as the forms are designed to be as complicated as possible. I struggle with them when it's time for my son's DLA to be reviewed and go to the CAB for help with them because they are a nightmare to fill in.

There is so little help out there for disabled people as it is and the government slash funding left right and centre whilst thinking nothing of sending billions on oversea's aid or keeping terrorists here in our jails on tax payers money again how is this finacially responsible.

Prehaps the people in power should have to prove they understand how to balance the books before they are allowed near them.

The welfare system needs to be changed to allow those who are milking the system to be rooted out and not be confused with genuine claimants.

Typical, it is the trademark of successive Conservative governments to make people homeless, and make the poor poorer. Maybe some of those selfish hypocrites who had jobs and no longer have them can understand how those who are on benefits through no fault of their own feel. The system has denied the average person the ability to retrain while enabling the Oxbridge set to take positions within the professions.

For transparency and openness to govern this debate we should hear figures from all concerned. I have no idea what is going on. One day it's somebody getting money for taxis every day, the next it's someone who gets a few quid a week. What is going on?

We have had enough generalities from all sides. How about some particulars? How much are folk getting for what?

The benefits system is open to abuse and needs to be changed to root out the scroungers.

Already there. The wife can't go 100 ft without a break, she has Parkinsons and COPD, and gets incap benefit and DLA, I am her carer and receive £54 carers allowance. She was paid off from DWP after working there for years, I've had lots of jobs since the mines closed and input to this country for 38 years, ending with my own business till she was stricken with illness, which I tried to continue but had to stop due to her falling and injuring herself, I became the carer. Now back to the poverty, we have trouble paying bills, we have both metered gas and electricity as theres no way we can pull out a hundred quid bill for anything, food, we've not had a trolley of shopping for over a year, its too expensive, my old car (16) will not pass new emissions tests coming in April, today we signed up for a disability vehicle I never wanted but have no other choice. Though I've been her carer we cannot afford what I would call a normal life, we never go out socially, at all

I also have osteo arthritis so its downhill from here for me too. I keep applying for work, usually nightwork as this is really the only time I can leave the wife as my teenage son is at home, to try to escape this garbage, and the wife agrees, I've applied to drive buses and have an interview next week, at 56 with 38 years of stamp and tax under my belt I shouldn't need to go down this route but theres no other option and while I'm driving buses for just over minimum wage the wife will be housebound. Sounds good to you lucky people who don't rely on benefits, try it, if you can live on this pittance without doing something illegal then you're welcome to it, we cant.

If you are a genuine claimant then you should have nothing to fear! It is abundantly clear this benefit has been abused by fraudsters and to ignore that would be worse. I know of two and have reported both, one in the TA and the other a bell ringer, both on DLA with a bad back and a bad knee. To imply that because it is DLA everyone who claims it must be honest is absurd. A system must be in place to weed out the cheats.

the government admits that only 0.5% of dla claims are fraudulent,there is more lost due to mistakes at the dwp,and there are more people fiddling the system that claim income support and jobseekers allowance who also have jobs,so why does the government attack the lowest fraud rate benefit, because they are attacking the neediest people in society

This is just another example of a Tory Government picking on the weakest and most vulnerable people in society as they seem prone to do..

And how much will it all cost? Organizing face to face interviews and reviewing every case every six months. Oh no I forgot. That will be farmed out to some bounty hunter, oops sorry "private company" and friend of the Tories.

Unfortunately there are an awful lot of people out there who receive Disability allowance incorrectly as we all have seen, what with the abuses in the motability allowances and the volume of people who just do not want to work ,and are taking advantage of a very lax system. Surely to remove these people from the system can only advantage the deserving disabled and allow them a better standard of living. We are all aware of the many abuses in the benefit system and the country can no longer afford them. Before we kick it all into touch why not just wait and see what improvements in the system can be made.

many MP`s Papers and critics complain that people get this without any medical check and that it is a cheats charter. the Fact is that people submit the forms with all their medical conditions medications and how it affects them they also give all the contact details of their GPs Specialists and any other medical persons who have treated them.

the fact that the DWP does not contact these people to confirm the conditions is not the fault of the applicant. the reason they do not contact them is because the medical profession charge up to £30 for each letter/report.

it is typical Government ( all Parties) thinking to save money they end up spending 10 times as much.

to all these on about DLA you can get DLA even if you work go on the DWP webpage & check if you dont believe me , its those that are getting incap fraudently that need catching & once those are weeded out the DLA can be stopped as well because they dont need it
