The coalition has avoided fresh embarrassment over its plans for a new disability allowance after making concessions.

Paralympian Baroness Grey-Thompson's bid to force ministers to hold trials before introducing the controversial benefit was defeated by 229 votes to 213 on Tuesday evening.

The latest row over the Welfare Reform Bill comes after peers inflicted three defeats on the government last week over changes to employment and support allowance.

The proposed replacement of Disability Living Allowance (DLA) with a new Personal Independence Payment (Pip) aims to cut a fifth from spending on the benefit for working-age people.

It has sparked fierce opposition from groups representing disabled people, who warn that up to half a million may be forced into poverty.

Charities have demanded a "pause" in the legislative process to allow fuller consideration of the impact of the changes.

In the Upper Chamber, Lady Grey-Thompson argued there should be a review of the assessment plans and a trial period before Pip was brought in.

"There needs to be careful scrutiny of who will be affected by these changes," the crossbench peer said. "For me there's a real concern about whether it could lead to a deterioration of people's health."

Welfare reform minister Lord Freud warned that the delay caused by trials would wipe £1.4 billion off expected savings.

That was on top of a £3.8 billion bill for changes already secured by critics.

However, he said the government recognised the benefit of moving away from the "big bang approach" to implementation - which would see both new claims and assessments beginning in April next year.

Lord Freud promised tests of the operational processes, allowing officials to see how they worked without actually affecting claimants' entitlements.

The number of new claims for Pip will also be limited to a "few thousand per month" for the first few months of implementation.

Before the key vote was held, Lord Freud said the government would order two independent reviews of Pip, to take place within two and four years of its introduction.

An earlier amendment tabled by Lady Grey-Thompson, in which she argued that reports from doctors should be a mandatory part of the Pip assessment process, was withdrawn without a vote.

A Department for Work and Pensions spokeswoman said: "We welcome the outcome of tonight's vote.

"DLA is in need of urgent reform so that it can give people the support they need. Under Pip a greater proportion of people will be eligible for the higher rate of help than is the case under DLA.

"People understand that the welfare state needs to change and the introduction of Pip is an essential part of this process."

Imagine being 85. A comfortable seat in very pleasant surroundings where you can sit surrounded by people your own age mumbling nonsense all day. Imagine being attended by nice smiling people and genuinely thinking you are still important, whilst living very nicely at the expense of the taxpayer. Well, that's not for everyone of course. Some of us aren't fortunate enough to get a seat in the House of Lords. This is the second tier of government in the 21st Century, supposedly making sure that legislation passed by the commons would not, as in this case,target citizens of this Nation unfairly, you couldn't make it up.

I don't mind a change to DLA, if it is fair. The problem is it won't be, go for a medical 20 minutes and if you are breathing you will not qualify. The Doctors at the medical don't listen to your own Doctor because they don't listen to your needs they just try and think how to get you off the benefit. Went for a medical for ESA and there was no parking spaces because the Doctor that was seeing me was parked in a Disabled parking bay, who was by the way not Disabled, this is what we up against. Why don't the goverment look at the cases of people on DLA where their health could improve instead of those of us who will only get worse over time?, a little common sense is needed. The problem is the tories will have no compassion. You would think David Cameron would understand, but no. Neil Hull.

Well i know my wifes DLA will be stopped even though she is in constant pain through terminal cancer how do i knowbecause she is slowly dying and they will say : you wont need a car soon as you,ll you will be carried out shortly ,THANK YOU CONSERVETIVES AND LIB/DEMS GOD WILL TALLY UP YOUR CRIMES TO THE HELPLESS

As someone claiming DLA who is terrified, could someone please explain in simple terms what is happening?

I'm more terrified of the tories than I am of real terrorists. I'm starting to think the governments are the actual terrorists. As someone who grew up in the 80's I knew this would happen if people voted for tories.

reapplying for dla. got it after 18months and a tribunal where i was accused of lying and being able to walk well despite pain and being on oral morphine. trying for mobility and higher care only got low, will be lucky to get lower care. as it is seen that you can walk a very short distance on crutches. in severe pain. but if you can get upstairs on your bottom or crawll up then that is seen as being mobile. now in bungalow so i expect i will be be told again i can't have it. and everyone says i should get it but i am one of many that if you can take a few steps you are seen as mobile and in no need of help. mr cameron has forgotten what it was like looking after his son and applying for dla. but wait MP'S get special back door help and no waiting for health or dla claiming. and they got in a month what i got in a year when i was working,

Totally agree with Fedupwoman. It was OK for Cameron to claim for his disabled son (no disrespect to his son) and get every benefit even though he was a millionaire and could afford private. What a hypocrite. So basically his policies are even though we pay tax for amenities for the community it is better off being in the politicians pockets!

Why not stop all out going charity monies to foreign countries for a few years.Whilst were about that we might as well tell europe to shove their euro up their ars-s and join the usa, because at the end of the day were being bankrupted from all european immigrants.

Part 2 - Disgraceful Right Wing government - what the government forgets is that pensioners, the disabled and the unemployed are also voters. For goodness sake, exercise your RIGHT to vote. That right was hard fought for. In the USA, you have to be registered to vote. Here in the UK we are penalised if we DON'T complete our electoral registration forms. Get up on your hind legs and vote in your local and national elections.

By the way, David Cameron proposed that he was considering making electoral registration voluntary - can you see where he's going with that one? Voting is obviously only for Tory Party voters.

Do you remember David Cameron saying how 'hard' it was to claim DLA for his (now deceased) disabled son? Do you remember how David Cameron promised to protect the disabled? Of course all that 'empathy' has disappeared now he is Prime Minister and he no longer 'has' to claim DLA for his son. How did this millionaire justify claiming DLA for his son? Was this because he was 'entitled' because of his son's disability?

He and the rest of this right wing coalition are showing their true colours - let's hit the most vulnerable in society - pensioners, children, the disabled. Let's demonise all these 'scroungers' - pensioners for living too long; children because they don't vote; the disabled because they are far, far too expensive. Let's 'encourage' the disabled to go to work with a background of rising unemployment (highest for more than 20 years). When was the last time we had such high unemployment? Right, under a Tory government - a price worth paying, I recall. They are a total disgrace.

I paid into the system for 40 years my husband for 50 years, I am now disabled and they want to take this off me. I was born with spina-bifida but worked until I started with osteo- arthritis and high blood pressure and trapped nerves in my spine. What galls me is the number of immigrants coming into this country, paying nothing into the system and getting immediate benefit and housing etc.
