Ed Miliband has called for an end to Britain's "rip-off consumer culture", insisting the government should intervene on exorbitant charges for savings, holidays, banking and parking.

The Labour leader urged David Cameron to take a tougher approach to "predatory" companies that exploited customers.
Speaking to the Daily Telegraph, he proposed the creation of a new consumer watchdog to limit pension fees, car parking charges and airline levies.

The comments come amid growing concern that families are being exploited by irresponsible companies at a time when they are struggling to cope with rising prices and austerity measures.

Mr Miliband said: "In every area, you have to call time on the surcharge culture.

"Making a fair profit is important but it can't be done in an underhand and predatory way.

"This is about power in relation to private services and how government can be on the consumer's side. Lots of businesses recognise this. It's part of how you build a competitive economy in the world."

He added: "It's about the rules that government sets. This is a specific argument about a number of private services to the public. (For example) we're not proposing to go back on taking the railways into private ownership but maybe in transition not enough was done to protect the public."

Mr Miliband said the plans would ultimately help business to become more competitive and points to America, where consumer regulation is tougher.

"People's living standards are squeezed as never before, and we have to do everything we can to relieve that burden," he said.

The Labour leader identified several areas for immediate action, including:

  • Savings fees: pension firms should set out how much they are charging savers to invest, after research showed that up to 16 fees and levies can be applied to private schemes. If charges do not fall, total charges should be capped;
  • Car parking charges: the cost of parking at railway stations has increased dramatically, with Southeastern trains recently raising prices by 16%. Prices should be capped, along with season tickets and other fares;
  • Airline levies: travellers face a range of charges for baggage, paying with a credit card and even checking in without printing out a boarding pass;
  • Bank charges: banks make £2 billion annually from unauthorised overdraft fees. A new watchdog should have the power to intervene and outlaw excessive fees;
  • Consumer helplines: it is unacceptable that people are charged "50p a minute just to complain";
  • Energy companies: the big energy firms should be broken up and transparent pricing introduced to enable proper competition.
  • Mr Miliband said he was ridiculed when he warned of the dangers of "predatory" capitalism in a speech last year, but his approach had since been adopted by the Coalition.

Whoever is in power dont realy know who how and where people are being ripped of because its so large scale and in a lot of cases hidden and as usual the british population accept it as a day to day happening. There is no where we can raise the issues or any department set up to deal with it maybe thats where it needs to start. Or as usual no one is bothered and its just political bluster.

Always of course remembering all the prefatory tax's Labour thrust upon the working class waste licences parking in hospitals 300% increase in spot fines for every concievable minor offence more surveilance than any other country in the world draconian parking fees and fines Certificate of proffesional competancy for drivers operators licences for all manner of industrial operators licences for working on building sites etc
Still more licences and fine and of course Boris ripping off the londoners and everyone travelling or making deliveries there( Con I know) in every sense of the word we live in rip off Britain and nothing now short of revolution will change it Red xxx

If Ed wants my support he will have to promise more work on pensions. Its criminal that companies can dip into pension funds to pump up profits or dish them out as dividends to share holders then declare that the pension scheme is "unworkable". Its also unbelievable that firms can be bought by "investors" with no money, who lend against the assets of the company they are trying to buy?! Its madness.

Politicians need to focus on the un sexy politics that they dont like. secure pensions, new housing(of all types) and sustainable care provision for the elderly. Its not that hard and its just systematic changes!

Does anyone think that this or any government is going to implement a policy that would reduce the amount of money that big businesses can charge, in favour of the paying public. I very much doubt it especially as it isnt an election year. Everything revolves around money and how much can be taken off us.

All well and good for a politician to call for the end of "Rip off Britain" because over the years the biggest rip off merchants have been politicians themselves

Politicians should stop bleeding the populace dry, get thier own house in order as well as sorting out the other money grabbers then and only then will they possibly gain a little respect from Joe public

Last year I applied on line for a coach holiday with a well known provider, and toward the end of the form filling process I noticed that a £16 "Fuel Suppliment" had been added. If the coah was fully booked, (50 seats) the "Fuel Suppliment" would have yielded £800. Some fuel suppliment!!! Needless to say I cancelled, as I hope others did.

They ought to start with the advertising laws. People like the cheap airlines advertise cheap fares and when you book you then see the surcharges and things. All prices should be up front so you don't waste your time.

Could not agree with him more.

We really need a National Government right now with the best of all three parties policies and ditch the worst.

The UK has been called "Treasure Island" by loads of manufacturers foreign and UK based for many years now because they get more money here and "Rip Off" UK customers.

I remember back in the 70's it was cheaper to buy a car in Europe, bring it home and it was still cheaper than buying here.

you are right! I also remember the 70s (like it was yesterday) & used to go to Belgum about six times a year buy a car there have it transported back,register it,& sell it on for what was in those days "a hansome profit" & it was still hundreds of pounds cheaper than what you paid here,this "rip off" country has been so for AT LEAST 45 / 50 years & its about time it was stopped,a perfect example being petrol,prices going up,demand coming down as is the cost of crude,70+ pence tax per litre,& i could go on & on but it would just get me REALLY wound up !!

I know the both governments know there is and always have been a rip- off culture in Britain.
It's amazing the tactics these politicians will use to try and get into power.The headlines look like it's a new issue that has risen, when it has always been there.
Let me ask this question How many company bosses gave themselves bonuses and pay rises above the rate of inflation when they knew we were going to hit a ressession and made the real workers redundant or gave them a pay freeze? How informed about this was the government? and what will or would they do about it? I will tell you Nothing, Nothing Nothing
Now why on earth would you want our help, when you seem to be helping yourselves anyway?

Rip offs began to become more brazen and audacious late seventies,early eighties.Truth and moral decreased in value and money became god, because it could influence decissions and corrupt all but the steadfast who found value in the truth and a clear complection. The worlds driven by finance and once the maggots are in the apple,no politition is going to change that. They are too easily influenced themselves. The world will develop a safe moral level when its occupants have had enough of the downside of gain.Moral and truth have a value it just needs to be realised!
