Theresa May is set to outline plans to give communities tougher protection from anti-social behaviour on Monday.

The home secretary will announce pilot schemes, set to go ahead in the summer, which will mean authorities will have to take action if five people in different homes across an area complain.

Community Safety Partnerships, made up of police and councils, will be able to reject any complaints they believe are malicious.

May wants to put an end to the "horror stories" of victims being ignored despite making repeated complaints to the authorities about problem neighbours.

During a speech on police reform May will say work has begun with local authorities on the "community trigger" scheme the government announced last year.

May will say: "It's too easy to overlook the harm that persistent anti-social behaviour causes. Many police forces, councils and housing providers are working hard, but I still hear horror stories of victims reporting the same problem over and over again, and getting no response.

"These long-running problems - and the sense of helplessness that goes with them - can destroy a victim's quality of life and shatter a community's trust in the police.

"That's why we proposed a 'community trigger' as part of our reforms to anti-social behaviour laws. The trigger will give victims and communities the right to demand that agencies who had ignored a problem must take action.

"So we are now working with a number of local authorities to test the 'community trigger' on the ground, and pilots will begin by the summer."

But shadow home office minister Gloria DePiero said the announcement was "belated and weak": "After two years of doing nothing to tackle anti-social behaviour, the home secretary has to do better than a few pilots that won't start until the summer, and which seem to suggest that anti-social behaviour should not be taken seriously if only two or three people complain..

"The home secretary has no serious plan to help cut crime or anti-social behaviour. She is only cutting police officers instead."

Will councils be given the extra funding needed for this or will they have to flog off a few more community buildings, close libraries and nursery's to do it?

You can debate this all you like and May can think of more and more ideas, none of them will work because we have lost control. Kids who are not controlled do what they want when they want how they want and the fact is they believe they can, no council worker or police officer will make any difference to the type of youth responsible for ASB.

Oh dear! Does that mean they are expecting more trouble this summer! Sorry police looks like all holidays are cancelled and expect to work triple time for no extra money as the police force is being cut back even more this year!

Lets stop... for Gawds sake..... being nice and polite about ASB... build some harsh and I mean harsh prisons quickly and put the b***ards in them for some time. Lets see if they reoffend then.

How many people who complaint about ASB can (a) Identify the offenders in accordance with the 18 points laid down in the case of R V Turnbull which is required for identification. (b) If the case hinges on identification alone it MUST be supported by other evidence i.e confessions,CCTV or forensic evidence. How many people will be prepared to give evidence in open court against the offenders.For a conviction to be obtained in these circumstances the evidence must be beyond all reasonable doubt. Police cannot take action because someone believes that so and so 'must have done it' The CPS will not prosecute cases that there is no hope of winning.This is the problem with ASB you may have a group of people who are causing problems but each MUST be identified and witnesses MUST be able to state what specific action each individual took which amounts to and offence known to law.No easy task when the majority of these incidents amount to 'hit and run' in darkness. Also many victims are frail with poor eyesight who would be torn to pieces in the witness box by defence lawyers,which is usually what the yobs count on.

How can the Police do their job as they would like to do when they are restricted by the disgusting Human Rights Act?
In my day in the Police Force, a clip around the ear used to suffice, and one off their Dad if they complained about it. Now the Police Officer only has to look at yobs and they are in trouble.
Why don't you sign up as a Special Constable Mr. Mitchison and discover what life is all about instead of spouting nonsense.

At 71 I would if I could.You were right about policing years ago,caught scrumping and it was a cuff round the ear then another one at home for getting caught!Read between the lines and see who is responsible for non-policing.,...Human rights and the home office.

I work with young people who are from..... shall we say not well off places! Yes SLUMS. Towns that are blighted by unemployment! crime! anti-social behaviour and benefit cultures! One question i ask is "would you be prepared to take arms and fight for England"... in the context of War/invation! would you believe it 95% said NO! Why?? because a sense of being English no longer exists! I'm English born and bread! and proud of it, however i'm not proud of the Greed and social division that continues to happen in our once proud land! however looking at from both sides.... during the second world war crime went up by 400%. So... Make up your own mind! personally this country discusts me! The victim has no voice! Thank you ECHR.

One only has to look at her own constituency in Maidenhead to realise what a useless woman she is. This once prosperous des. res. Town has simply gone the way of it's neighbour, Slough. Lovely !!
