Network Rail Bonuses Described As 'Unacceptable'

Network Rail bosses' proposed package of six-figure bonuses have been condemned and branded "unacceptable" by transport secretary Justine Greening.

Chief executive Sir David Higgins could get a £340,000 payout under the bonus scheme to be considered by the firm's members this month.

Greening urged the company to be "responsible" and "exercise restraint".

The potential bonuses come amid anxiety at Westminster about executive pay and after Network Rail this week admitted health and safety breaches over the deaths of two teenagers killed at a level crossing.

Olivia Bazlinton, 14, and Charlotte Thompson, 13, were hit by a train in 2005 as they crossed the tracks at Elsenham station footpath crossing in Essex.

The firm also faces prosecution over the 2007 Grayrigg train crash in Cumbria in which one passenger died.

The proposed bonus scheme would see Network Rail directors receive annual bonuses of 60% of their annual salaries.

They include Sir David, whose salary is £560,000, group finance director Patrick Butcher (£350,000), operations director Robin Gisby (£330,000), director of asset management Peter Henderson (£440,000), investment projects director Simon Kirby (£330,000), and planning and development director Paul Plummer (£310,000).

Labour's shadow transport secretary Maria Eagle said Downing Street had admitted Greening could not control bonuses.

"The prime minister has now passed the buck to Justine Greening on Network Rail bonuses while admitting that she does have the power to act over the outrageous bonus scheme being proposed by the taxpayer funded company, despite her attempts to imply otherwise.

“Network Rail’s Articles of Association are crystal clear. Thanks to the Department for Transport’s role as a ‘Special Member’ of Network Rail the transport secretary could have attended, or appointed a representative to attend, meetings of the company’s Remuneration Committee and voted against these proposals. It is not too late for her to do so at next week’s General Meeting of Network Rail.

“The Transport Secretary should stop spinning, recognise that times have changed and use the power she clearly has to ensure that this bonus scheme is not agreed at a time when fares are rocketing and performance on the railways is deteriorating.”

Greening said: "This proposed package is unacceptable. Network Rail needs to be responsible and exercise restraint."

The transport secretary blamed Labour for a system in which ministers "have no powers to block Network Rail executive pay and which in 2008 saw bonuses of over half a million given out to the chief executive even when there were serious failures".

"This is clearly a flawed system which we have already addressed as part of our forthcoming Rail Review which will make Network Rail more accountable," she said.

David Cameron's official spokesman said reports of the size of Sir David's proposed bonus were "speculative", but added: "The prime minister has been very clear about his views on pay and bonuses and he has consistently said he wants to see responsibility and restraint."

Former Labour rail minister Tom Harris has tabled a motion, signed by 27 other MPs from his party, calling on Sir David and the firm's directors to turn down any bonus payment.

Now you know where your price increases go to. It's certainly not on rail improvements. The only thing that's getting larger is the size of management pockets. It's little wonder that the people of this country is getting sick and tired of it all.

When is it going to end. Does no one in these firms not look at the news and see all the uproar about high paid executives getting huge bonuses on top of their salaries. I thought that these bonuses were paid for exceptional performance. Newtwork Rail has been resposible for quite a lot of deaths over the past few years, because of cutting costs and poor maintenance bordering on neglect. How can this be looked apon as exceptional performance. The CEO would be more highly thought of if he used his 340k bonus to donate some some extra carriages to some train company. I do not know how much the average carriage costs , but I would have thought it could buy one or two, or use it to replace some of the faulty points!!!!!!, regards, Duncan Pettett.

Maybe the Network Rail debacle is symptomatic of utterly broken and bust UK PLC. When you've executives being awarded bonuses of 60% of base salary for NOT performing, why the surprise that things go from bad to worse? Time for the silent masses to start speaking and to start saying 'Enough is enough'.. Perhaps a 'None of the above' box to tick at the next election might just move things in the right direction.

Yes I do and it was dismissed as 'posturing' I seem to recall. My only concern with your position - vis a vis Spoilt Votes - is that I wouldn't put it past our 'political masters' to enact some form of legislation stating that only votes cast for a definite 'position' count. Whilst a 'None of the above' option or position on ballot papers, sends a clear and unambiguous message.. We want change..for real this time around.

1.Why doesn't the Transport Minister know what she can and cannot do, why does it need Cameron to tell her, unless she is incompetent.
2. A few days ago the CEO of NR was forced to plead guilty for two teenagers deaths, now he is line for a £340,000 bonus, seems we are not "all in this together".

Problem is, this guy wasn't in charge when these accidents happened. Also, if he's met the terms of the contract this Tory Govt gave him, then he's entitled to his bonus.

I don't agree with it, and can only hope he turns it down.

I've no problem with big pay incentives if they operate both ways - e.g. pay a bonus for good performance, take a reduction if they fail to to deliver a half decent service.

Won't happen though because on that basis most of the "execs" in network rail would have to give their services for nothing.

Bonuses should only be paid to the workforce and not to the top figures in management. It's the shop-floor person, the guy outside working in all weathers and the typists etc who do the work who deserve the bonus; not the guy sitting in his ivory tower who probably doesn't have a clue what the company does anyway.
If it wasn't for the common worker there wouldn't be a company in the first place.

Apparently the Tories have formulated an action plan for public perusal, to prove the entire government will resolve the UK debt to a negative level and bring back public spending inline with 5 years ago, all within 4 years.

To continue my theme about having to pay people what it says in their contracts, who one earth wrote a contract that paid these guys any bonus at all based on their performance?
As the BBC's Panorama showed on the 23rd Jan, Network Rail is incapable of delivering anything to budget, overcharges for pretty much everything they do and are overseeing a broken system, which they have owned (albeit with a few name changes) for over 10 years.

These types of salaries didn't exist in the public owned railways days, nor did the dividends, breakdowns, accidents or crowding which is evidence enough that the privatisation has led, (as all knew it would), to profiteering.

Time to renationalise I think. You cannot control what you don't own Justine. These private rail companies are supposed to be running a service not running a profit centre. I know they took over the franchise from British Rail or British Railways [cost a fortune to shorten the name] to provide the rolling stock but lets face it rail and bus transport is a fundamental necessity especially to commute to and from work. So why have we returned to the past pre-nationalisation of the railway system when the old companies not only ran the rolling stock of passenger and freight but owned the hardware infrastructure according to the region i.e LNER, SR, LMS and son on? It didn't work then and it certainly hasn't worked since the system was hived off. Virgin trains for example is one of the biggest sinners of poor service? Yet again we are being held to ransome by soldiers of fortune capitalising on necessity. The few profitting at the expense of the many especially with ever increasing fares. We pay taxes in 18 different ways except the avoiders and evaders with expensive accountants they can also reclaim VAT in structured offshore manner

No, I can't say I've ever managed a "welk" stall, nor even a whelk stall.

I have managed multi-million pound projects though, if that helps.

Now, if you consider what we have been talking about - it was Network Rail bonuses. It doesn't take 18 months to sort out the problem with bonuses. We already know that the Government has happily changed NHS contracts at whim. It's very simple. They announce that they will not pay any subsidy to any privatised railway company if a boinus is paid to directors. That's the work of five minutes composing the email and press release.
