A summit of top cabinet ministers is to discuss ways to slash the number of whiplash claims forcing up car insurance premiums in Britain.

In January, the Transport Select Committee criticised the fact Britain has much higher rates of whiplash claims than anywhere else in Europe, driving higher insurance premiums. The committee called for a higher threshold before payouts for whiplash are made.

Transport Secretary Justine Greening, Health Secretary Andrew Lansley, Justice Secretary Ken Clarke, Home Secretary Theresa May and Business Secretary Vince Cable will meet to discuss the situation.

Prime Minister David Cameron will later convene a wider review on the issue.

Writing in the Mail on Sunday, Greening said: "There is no getting away from it: the cost of car insurance is bearing increasingly little relationship to the real world where motorists act more responsibly than ever and accidents really do happen less often.

"With this in mind, it would be reasonable to expect premiums to come down or at least hold steady. But the cost of cover continues on a relentless climb.

"Sadly, Britain is now the whiplash capital of Europe, with more than 1,500 claims a day.

"From texting and cold-calling drivers involved in accidents, to running high profile advertising campaigns, lawyers are encouraging people to claim for whiplash injuries sustained in the most minor of incidents - which barely damage the car's paintwork, never mind its driver.

"As Transport Secretary I believe it is time to confront these issues and I'm determined to take a serious look at what can be done.

"Premiums are not simply the price of an insurance policy, they are a contract of mutual responsibility and insurers must live up to their side of the bargain.

"It is time for them to get a grip and put their houses in order."

Nick Starling, director of general insurance at the Association of British Insurers, said: "The insurance industry is fighting hard to protect the honest motorist against our 'have a go', motor compensation system which is riddled with excessive legal costs and fraudulent claims, especially for whiplash.

"We have long campaigned for reforms to the compensation system, an across-the-board ban on referral fees, a crackdown on the whiplash epidemic and for radical action to deal with the problems associated with young drivers.

"Honest motorists have rightly had enough of paying for ambulance chasing lawyers, claims management companies and fraudsters who milk the compensation merry go round through higher premiums.

"The government must now push ahead with its reforms to civil litigation to tackle high costs and fraud. Reducing these costs will mean cheaper motor insurance for consumers and the insurance industry will play its part in delivering this."

How to reduce the claims? Ban the flood of ridiculous insurance claim ads' on tv, through the post and now even over mobile pohones.

In the USA Compensation for any accident is 20 somtimes 30 times higher than the UK. UK insurance companies have raked it in for Decades, In the USA there is no set payout ie £2k for whiplash like the UK - in the UAS you could get 30 times more - UK insurance companies are often global and pay out a pitance to claimants in the UK.

Valid points Ray but still doesnt justify the increasing claims for whiplash, I dare say the majority of claims are made by a bunch of chancers and the honest guys are paying for it - as usual.

People are paying so much insurance now they will claim for anything to get some money back catch 22 .Time the government regulated the insurance companys to give a fair deal after all its the governments laws that say we have to have insurance.

It is very strange that whiplash claims are increasing. Most cars have headrests, which in simulated crashes, do actually significantly limit the head movements that might cause a whiplash injury.

You can tell those looking for claims at junctions. They wait for far too long to move. They set a trap for unsuspecting drivers. Use your horn on them!!!!!!!!!!!!!!

Do what the germans do when there is a bump and people try to claim whiplash the german insurance companies look at what car they were in and make a judgement on the cars saftey features ie how many airbags did any airbags go off and belive me most whiplash claims are dismissed because to get whiplash you would have to be doing a fair speed and because most airbags do not deploy under 30 mph most whiplash claims are dishonest, I would like to see a law of no airbag deployment no whiplash claim.

Car airbags don't go off as a result of a rear-ender... And rear-end shunts are the way whiplash injuries occur.

I've had severe whiplash as a result of being stationary . The airbags didn't go off as I applied my breaks ( handbreak was also on ) Luckily wasn't pushed into on coming traffic. However is this about reducing premiums or insurance companies paying out less for claims or not at all ?? Oh I was in an Audi ! I also broke my neck when I was much younger as a result of an off duty police officer ploughing into my broken down car when I was on side of slip road , everyone else for the previous hours had avoided me ! And a couple of years ago a lady accelerated into the back of me when the lights changed for a different lane , again in my Audi , the airbags did not go off and again I was in an awful lot of pain and couldn't work . I don't know where these 'big payouts come from ' not in my experience ! And none of these were my fault !

Instead of putting stupid things like speed cameras and a very dubious penalty system in place, how about identifying the drivers who cause accidents and cancelling their licenses? If we remove drivers who cause accident from our roads, insurance premiums can reflect the true cost of drivers like myself who don't cause them. Like nothiong over thirty years, while my premiums keep rising every year.

Well posted!! Common sense and to the point too! I drive for a living; I travel 80K Miles per Year 10 X more than the average Driver. I have never caused an accident in all of my 30 years of driving within 1 day I had 2 speeding tickets due to a Speed Trap on a Motorway Bridge near Gretna Green on my way up and on my way back down from Scotland. I was travelling @ 77 MPH and keeping up with traffic. Two people dressed in high viz jackets and white helmets with tripods positioned, they looked like surveillance workers, goodness knows how many they caught! 3 months later a similar thing, a man was on a bridge no high viz just standing there. Two minutes later a Police Car put on his blues and 2's and pulled me over. He told me that his colleague had been vas - caring off the bridge and radioed down to him that I was travelling @ 79 MPH! The car was hidden off the road down a farm track! A year later I was approaching a set of Traffic Lights well within the Speed Limit when a car came right behind and began tailgating me. As I was on the Lights they changed to amber, what do I do? Cause an accident by stopping or go through on Amber???

Valid points Damilton. My insurance was increasing every year also despite no claims, then I went online and found an insurance company that offered me more benefits and about 70% of the previous premiums. Worth a try ?.

Surely Max Moseley has enough money to pay for his own whiplashing - I know Mr Cameron wants a fair crack of the whip for all but this is going a bit far !!!!

To be honest/cynical. The government will do very little about this as its thier buddies in the insurance and legal industries who are "cashing in" not to mention the medical consultants who are making a fortune in private fees. We have been claimed against, no damage to the claimants car as there was no impact between vehicles. The approx. speed was 2-3 mph and we recieve a claim for whiplash AM monday after this incident occured PM saturday.No medical reports as the claimants self diagnosed and self treated. If it was a genuine claim we wouldn't mind losing our umpteen years no-claims bonus and be thankful that our insurance has covered any losses and compensate for injuries etc. Even though this "fault claim" has not been finalised we have had to renew our insurance and pay the higher rate which is roughly £350 more than the previous years insurance. My solution? if we are found to be liable we shall use the small claims court and let a magistrate decide if it is a fraudulent claim and contact the insurance ombudsman too. If we all did this I reckon alot of claims would not be processed as the claimants would not like to look you in the eye and lie through thier teeth in a court of law The insurance ombudsman is employed to see that you have recieved fair treatment from your insurer, use him.

MP's should concentrate their efforts on where these insurance scams first started and look at the people, or type of people carrying out these rip off's. It was well documented, so therefore, should be within their mandate to cure it in a competent fashion.

Nothing makes me more angry than people falsely claiming for whiplash. People who have true whiplash, usually incurred after a SERIOUS accident not a minor bump, suffer from it their whole lives. I have never received any compensation (nor asked for it) but have had physio paid for treatment. After 20+ years I have learned to live so not to aggravate injury and life goes on (including working full time not on disability). The gall of some people who have a minor bump and claim compensation is quite beyond me.

I had a minor bump 04/07/2003. I got whiplash and I thought whiplash was a myth. How wrong i was!! Unable to left your arms to put a key in a lock, lift a mug.. unfortunately for me 3 months later the accident triggered off rheumatoid. I lose my job which I loved after 21yrs of service. I got the bare minimum compensation because the insures and the medical profesion said that they would not recognise a link. I have since found many cases such as mine. So my advice is pursue a claim how ever minor the accident because you just don't know what it could trigger off. I am now disabled on anti TNF treatment and yes I am one of those dreadful people who is claiming DLA. Whiplash is not a myth but is a very painful realality.

If you are suffering from whiplash that is inhibiting your life and cannot work then you are entitled to claim DLA. Whiplash is extremely painful and can be life changing. However many undeserving claim compensation, thus belittling the true severity of the injury.
