Top Gear presenter Jeremy Clarkson's comment that striking public sector workers "should be shot" did not breach broadcasting rules, TV watchdog Ofcom has ruled.

Clarkson was forced to apologise and the regulator launched an investigation after his remark, made on The One Show, sparked around 31,700 complaints and led to condemnation from union leaders and politicians, with Prime Minister David Cameron branding the TV star's statement "silly".

On November 30, on the evening of Britain's biggest public sector strikes for 30 years, Clarkson said that he would take the striking workers outside and "execute them in front of their families".

Ofcom said that the comments, while "potentially offensive", were justified by the context.
Hosts Matt Baker and Alex Jones introduced Clarkson on The One Show by alluding to his provocative and outspoken nature, the watchdog said.

It added that viewers of the BBC1 show would have expected Clarkson to make "potentially controversial or offensive statements" because of his "well-established public persona and that it would have been clear "that his comments were not an expression of seriously held beliefs".

Some viewers, less familiar with Clarkson's style, may have considered the comments offensive but the programme ended with an apology, Ofcom said.

The comments "were not made seriously and were not at all likely to encourage members of the public...to act on them in any way", it added.

Ofcom added that despite reports that Clarkson's comments were pre-approved by the BBC, he had in fact been advised by One Show producers not to air the sort of remark that he went on to make.

Last year, the BBC apologised about an item on BBC2's Top Gear which led to the Mexican ambassador complaining about the "outrageous, vulgar and inexcusable insults" made about Mexicans by Clarkson and co-hosts James May and Richard Hammond.

The BBC's editorial complaints unit upheld criticisms of the show and ruled that it reinforced stereotypes.

In February 2009, Clarkson famously called then-prime minister Gordon Brown a "one-eyed Scottish idiot" and in November the previous year, the BBC received almost 2,000 complaints when he joked about lorry drivers murdering prostitutes.

"......Prime Minister David Cameron branding the TV star's statement "silly"."
Seems that "silly" is being outlawed in the UK.
I've got to find that "Mexican" bit and see if it's offensive or true. I think we may have more familiarity with Mexicans here in the US than in the UK.
"In February 2009, Clarkson famously called then-prime minister Gordon Brown a "one-eyed Scottish idiot" ". Three questions:
1- Does he indeed have only one eye?
2- Is he Scottish (or is the proper term Scot or Scotsman.....help me out here)?
3- Is he an idiot?
If the answer to two out of the three previous questions is "yes", then Clarkson's more honest than most of our politicians.
Ah, bring back Monty Python's Flying Circus.

Well done that is now sorted out.
Can we all now return to some sort of normality?
Clarkson is a great presenter and writer.
I look forward to his "gaffs" and enjoy his articles in National newspapers.
Loosen up you guys and enjoy it.
If you don't like it turn over/off.
You don't have to watch/read his articles.!!!

What a great shame you didn't work harder at school and learn how to use the English language correctly. If you had, then maybe you would not have to work on a building site.

so his writing skills are limited how are your bricklaying, plumbing, joinery etc skills.

Utter PC snobbery on display.

Calrkson is a sad washed-up z-list wana-be celeb who has to rely on making sensationalist comments to try and keep his flagging 'career' in the edge of the rapidly fading lime-light.

It is all very, very sad and rather pathetic.

Comment from Canada - Clarkson simply opens his mouth to say outrageous things. It's OK - he's semi funny. Some people seem to wake in the morning and their mission in life is to find something to be offended about. The people upset at Clarkson just hadn't found theirs for the day!

"Clarkson did not break rules" that's telling us what all normal, right minded people are thinking anyway. So Clarkson makes a few silly (funny) comments now and again. SO WHAT.

He cracked a joke, not a very funny one but a joke, why should Ofcom be invoved unless they have nothing better to do which is probably true.
