MPs Call On The EU To Hand Back Common Fisheries Policy Powers

MPs have attacked the EU's Common Fisheries Policy (CFP), amid accusations that it's damaging both the British fishing industry and the stocks of fish in the UK's coastal waters.

Perfectly good fish is routinely being thrown back into the sea to meet EU quotas, but the European Commission has refused to allow member states to regain control of their own industries.

The EC is now pressing a head with a new policy on throwing back fish, which MPs say hasn't been scientifically checked properly.

Speaking ahead of a damning report on the CFP, Anne McIntosh MP, chair of the Environment, Food and Rural Affairs Committee said, “centralised micro-management by Brussels has failed UK fishermen.”

The committee released a report on Friday on EU proposals to change the Common Fisheries Policy (CFP). The group of MPs described the CFP, a system for regulating the levels of fishing, as "highly divisive".

Industry experts agreed with the MPs' assessment. Ian Campbell, from Ocean2012, told HuffPost UK that the CFP "has failed on almost every measure and needs radical overhaul".

Most recently, the CFP caused outrage when reports surfaced of dead fish having to be thrown back into the sea in order to comply with quotas. The European Commission has recognised many problems itself:

"Vessels are catching more fish than can be safely reproduced, thus exhausting individual fish stocks and threatening the marine ecosystem. Today, three out of four stocks are overfished: 82% of Mediterranean stocks and 63% of Atlantic stocks. The fishing industry is experiencing smaller catches and facing an uncertain future"

McIntosh has called for member states to repatriate powers over their seas. “Member States must have greater say over fisheries policy in their own waters”, she said, “so we are calling on Government to press for a more ambitious reform that genuinely brings power back to Member States”.

The committee has found a way for countries to reclaim powers. “We have trawled the legislation and found a ground-breaking way to bring back aspects of fisheries policy through amending the EU regulations without requiring a treaty change. Now it’s up to UK Government to make bold moves to bring decision-making over fisheries policy closer to coastal communities and the people whose livelihoods depend on it, “ said McIntosh.

The changes could be achieved by altering the CFP regulations, which the European Commission is able to do without consulting member states. The Committee argues that this approach would give EU nations genuine freedom and responsibility, and would set clear boundaries to the Commission’s role.

“Greater autonomy over fishing policy will be welcomed by many Member States and so we call on the Government to build alliances with like-minded countries to bring about the necessary reforms” she adds.

Stephen Booth, from Open Europe, endorses the committee on the need for a decentralised fishing policy:

“The current one-size-fits-all approach must be reformed to allow member states to better tailor regulation of their waters to local circumstances – the situation in the North Sea and the Atlantic is entirely different to in the Mediterranean and there needs to be far more flexibility to address this.”

Aniol Esteban, Head of Environmental Economics at the New Economics Foundation, brands the CFP "largely ineffective", adding "it has failed to manage fish stocks in the best interest of society".

"There’s clearly a need to decentralise some aspects of the reform and to leave technicalities and certain management decisions at regional and local level. But overarching principles and objectives need to be set at high level."

Echoing its earlier report, the Committee has called for the government to continue with domestic fisheries reform and support for small-scale fishermen.

Its so sad what the EU has done to the British fishing industry and there are more issues that don't seem to get a mention in this story, Like how British fishing boats that always used to fish in international waters have got so fed up of French fishing boats crossing their nets and wrecking their gear that alot of them have now decided to stay within the 6 mile limit, which results in more damage to British fish stocks, and limits the fishing industries growth. Foreign Boats are also allowed to fish up to the 6 mile limit which is to close it should be extended to the 12 mile limit.

Grimsby used to be the biggest fishing port in the world, its a shadow of its former self and half the fish sold on fish markets in Grimsby are brought in by foreign Trawlers. The British fishing industry has been strangled so that other EU fishing industries can grow, No wonder 8 out of 10 people want out of the EU

When landlocked and very minor fishing nations can have total power over an Island nations fishing rights, like the UK, then we seriously need to consider our role within the EUSSR!

A point that is continually swept under the carpet by politicians and the media is that polls show that the majority of UK voters want out of Europe.

The reason that there is a problem with the CFP is that successive British governments have refused to listen to fishermen and their representatives and have sent folk who know diddley squat about fishing to talks.

They have been told repeatedly that the CFP isn't working but seem to have the idea that since the vast majority of fishing in the UK is carried out from Scottish ports, they can quite happilly run it down.

This is just one of the reasons that there is such a groundswell of opinion against westminster, in Scotland!

Well said, if Scotland gets independance both the Scottish fishermen and the remaining British fishermen must seize the opportunity this presents to get their respective quotas revised upwards. Obviously this time send representitives who both know what they are doing and how to negotiate, even toy with the idea of hiring some Spaniards for the job if nobody can be found in the UK. The reason the UK has such useless quotas is it sent such useless representitives who as per normal sold out British fishermen the quotas were given out based on the catch estimate of the respective countries. As to be expected the British ministers put in a tiny estimate to please the EU. The Spanish being cut from a completely different cloth, first got the highe. All the estimates were accepted and the quotas were based on them. So this meant Spain got 3X what it needs and Britain never got enough to keep its fishing industry going.

Why wait? It's another two years until the referendum. The MPs are acting now every fishing port in Britain should be pushing their MEP and making sure they are properly briefed and committed

Part of my above comment is missing here is the missing bit

The Spanish being cut from a completely different cloth, first got the highest catch estimate they could then times it by three to be on the safe side, expecting to be knocked back. All the estimates were accepted and the quotas were based on them. So this meant Spain got 3X what it needs and Britain never got enough to keep its fishing industry going.

Anne McIntosh is right to make this statement the EU have destroyed our fishing industry, the policies coming out of Brussels are a nonsense, the sooner we leave the EU, the better off we will be, the Commission have been unable to satisfy the College of Auditors for over 17 years, it is a disgraceful situation

news.. just War news & Euro problems.. about what is happening across our oceans.
So... you were on C-Span... I watch that a lot. HP has been a blessing to me too.
Being 82... the hours are too long... and we are blessed to still have working minds.
I use to sing on the "telly" when it was in its infancy.
It is wonderful that you "fan" so many people. I... can no longer do that... I guess
I goofed along the way on something and I don't know how to fix the problem.

Retrieve all of our powers from that dump across the water, then we can get on with doing the business of conducting our own affairs, as we always used to do. We can deport who we like, we can say who stays or goes, we can fish within our own waters as always, without being dictated to by those tyrants across the water. What is the point of all of this dialogue between people and the editorials, it is all hot air dispersing as soon as it has been shown, should it be shown. Therefore, it seems ludicrous and pointless, politicians don't read this stuff, they are too busy scrapping in all of the bars around the corridors of Wetminster..In addition, the press remain silent and non committing to anything in dispute, and there is much of it going on nowadays......

Exactly right. The EU has in effect taken our territorial waters and handed them over to other countries, notably Spain. As you say, just one of the many reasons why, when we saw the way the EEC we joined was actually going, we should have got out then. We would not have a debt crisis now if we had, and it is questionable whether our banks would have given so much to the Greeks, Italians and Irish (among others) Money now down the drain. Over 50% of it written off already, and only a matter of time before the lot is written off.
