Royal protocol is somewhat confusing at times. Does the Queen, Kate alone signify a HUGE message ?

They weren't alone; Prince Philip was with them. Last week, the Queen, Catherine, and Camilla were at an event together. But it doesn't really mean much. Most of the British Royals are out and about in celebration of the Diamond Jubilee. Putting Camilla and Catherine together with the Queen may signify something between the monarch and the future Queen-consorts, but it seems more like the women going out to an event like part of one big happy royal family.
