Junk Food Adverts Should Not Be Shown Before 9pm Watershed, Says Scottish Health Minister

Adverts for food which is high in fat, sugar and salt should not be broadcast before the 9pm watershed, according to the public health minister for Scotland.

Michael Matheson has written to Westminster Health Secretary Andrew Lansley to ask whether he would support a move to introduce a ban across the UK.

It follows recent research from Newcastle University which suggests children are still being exposed to the same levels of advertising for such foods, despite Ofcom banning these commercials during programmes aimed at youngsters.

Mr Matheson said: "Broadcast advertising influences the choices made by children and can shape their attitudes to food as they grow into adulthood.

"Tackling obesity and encouraging people to make healthier life choices is one of the most important things we can do to improve the health of our nation.

"The reality is that broadcast advertising is delivered across the UK and we need strong action and co-operation between governments to address this issue.

"According to the UN and Ofcom studies, the restrictions brought in by Ofcom have been adhered to by children's channels and broadcasters showing programmes specifically aimed at children.

"However, a loophole exists that allows HFSS (high in fat, sugar and salt) food adverts to feature during programmes with a high child audience such as soaps and talent shows.

"That's why we want to introduce a pre-watershed ban and are looking to the UK Government to support such a move which would carry the additional benefit of encouraging our partners in the food industry to reformulate their produce to lower salt, fat and sugar content."

Jane Landon, deputy chief executive of the National Heart Forum, said: "We welcome the public health minister's call on the UK Government to restrict unhealthy food advertising before 9pm. The existing rules have delivered protections in principle but not in practice.

"The current crisis in children's dietary health urgently demands bolder measures.

"Moving up to a 'watershed' restriction will help achieve the original policy aim to 'reduce substantially' children's exposure to advertising for foods high in fat, sugar and salt."

Dr Sally Winning, deputy chairman of BMA Scotland, said: "The role of advertising cannot be underplayed in relation to its impact on children's behaviour.

"BMA Scotland is concerned that children receive a huge amount of attention from food advertisers, with a marked discrepancy between the foods marketed at children and the nutritional quality of that food.

"The media has an important role to play in forming attitudes to nutrition and there is scope to harness this potential and further regulate its more harmful impact.

"Whilst the advertising of unhealthy foodstuffs, including inappropriate sponsorship of programmes and events targeted at school children is already regulated, it should be noted that many of the TV programmes most watched by children are not children's programmes, and so further consideration must be given to addressing this."

A Department for Culture, Media and Sport spokesman said: "The Government continues to keep this area under review and recognises that there are calls for increased restrictions on HFSS food and drink advertising.

"However, it is widely accepted that advertising has a modest, direct effect on children's food choices and is just one aspect in determining children's choice of food.

"It is also recognised that advertising can play a positive role in promoting healthier choices.

"The Government believes the current rules are a proportionate and balanced contribution to the wider range of measures aimed at tackling childhood obesity and poor diet.

"The Government is taking action, including through Change4Life and the Responsibility Deal, to ensure children get the best start possible in life and to make it easier for families to make healthier choices and follow a balanced diet."

They should ban junk food sponsors at sporting events!!! Footballs biggest sponsors are for junkfood, fizzy drinks and booze... Then they wonder why we have a culture of binge drinking and obesity... We even have Gary Lineka a so called ambassidor of sport making a fortune from promoting junk food!!!

apart from wrong food ,why does the soaps on tv show people throwing back straight spirits never served with mixtures, this must be teaching kids this is the only way to drink booze no wonder the next generation have problems

My boy (5) Doesn't watch a lot of TV and NEVER pesters us to go to places like Mc********** etc. He prefers to be outside with either myself or his mum doing what we are doing or playing what we are playing. I am in total agreement with the ban on advertising because as ADULTS we know that these fast food outlets sell food that is not ideal for the welfare of young, growing children. The advertising campaigns themselves show pictures of food which does not match its description and 'toys' which are valueless and offer nothing more than 'something to throw out next bin-day'. As ADULTS we should also be able to choose where to go for sustainance without some cartoon clown telling us!

The Councils should be banning junk food outlets from all the street corners of the UK instead.

If they really want to tackle the problem, they could start with the sugar industry and the cereal companies. I picked up a packet of cereal made by Kellogs and specifically aimed at children and it contained over 600 calories for a 30g portion! That's disgusting when they try to make out it's good for you by stating 'low fat'. The sugar industry is killing people and the direct cause of obesity and diabetes. Do yourselves a favour and check a cereal bar's calories with the calories in a burger! As long as it's grilled, your better off givin your children a burger for breakfast!

That is very true all that. Cereals are so full of sugar its beyond belief, but kids wont eat porridge or anything like that because its not a "fun" cereal, and I advise everybody to avoid cereal bars. Load of overpriced rubbish. I make my own flapjacks to take to work instead, and at least I know what goes in them AND they are cheap to make. One of those and a banana keeps me going until lunch.

I give my kids either high fibre bread toasted, or cereal with no sugar added which I can then add a small amount to. It just infuriates me that the cereal companies and the sugar companies are allowed to get away with it and their attempt at fooling people with the 'low fat' claim rather than 'avoid - extremely high sugar content!' warning that is doing more damage to us than cigarettes!

I agree, there are so many hidden sugars in so called healthy cereals. The odd happy meal as a treat isn't going to do any harm. What is healthy food nowadays anyway, can't eat red meat, e numbers and presevatives in everything,

Some time in the not too distant future you will only be able to buy anything with a piece of plastic. It will log what you buy, and when you need emergency hospital treatment, the computer will scan what food you have bought and what lifestyle you have had, that will determine your position in the queue for hospital treatment. Those who eat junk, buy subscriptions to sky etc, will be bottom of the queue, those who eat healthily, buy walking boots and bikes, consume alcohol in moderation will go to the top of the queue.

exersised akk my life eat health now unable to walk any distance put on weight am trying to lose it but as i am not mobile it is hard. I have copd and severe arthritis not caused by weight caused by inherited arthritis and my work. I can no longer go to work as i need aces to oxygen, dont smoke drink or do drugs still being refused op on my knee due to copd. better off dead.
