Big Society Capital Could Be Too Little Too Late For Beleaguered Charity Sector

The Huffington Post UK  |  By Posted: 4/04/2012 14:36 Updated: 26/04/2012 17:04

A financial institution launched by David Cameron aimed at boosting the funds of charities may come as too little too late for the sector, already hit by billions of pounds worth of cuts, voluntary organisations have warned.

Wednesday's announcement of Big Society Capital and its £600m spending power was hailed by the prime minister as "financial muscle" for social enterprise to help "small charities".

The fund is intended to help grow the social investment sector, to "make it easier for charities, social enterprises and community groups to access affordable finance."

But one charity told the Huffington Post the funding would make no difference to their financial plight, saying they needed help with "running costs" rather than money to grow their organisation.

Gillian Morris, chief executive of My Voice London, which provides mentors to deprived young people, told The Huffington Post UK they are unsure whether their funding would even "keep going in the next year", and that a boost to social investment would make "no difference ".

"Capital funding doesn't count towards rent, for example, to us it will make no difference at all," she said.

A cabinet office spokesperson said the fund would help social enterprises and small charities grow which would be "in addition to, not instead" of traditional funding.

“We recognise that social investment is not for everyone, and many organisations will still be seeking to raise finance through philanthropy or grants. Social investment will be a third pillar of finance to the sector, bringing in new sources of finance in addition to donations and state support."

'TRIPPLE-WHAMMY'

But Karl Wilding, head of policy at the National Council for Voluntary Organisations (NCVO) said it had to be seen in the context of charities facing an estimated £1.2bn cuts per year until 2015.

"There is a short term context of organisation facing some quite severe cuts. Our latest estimate based on OBR forecasts is charities are facing £1.2bn cuts a year, over the period of the spending review [until 2015] and 70,000 jobs were lost in 2011," he told The Huffington Post UK.

"Any new resources coming into the sector when there's a triple whammy of cuts, rising needs, and rising inflation is a good thing.

"Where I'm cautious about it is that loan finance and other social investment type approaches such as equity are not for everybody. Big society bank is about social investment and in that sense it won't help some services. Lots of organisations are quite risk averse when it comes to those tools."

Ralph Michelle, head of policy at the Association of Chief Executives of Voluntary Organisations said it was important to help the "under-capitalised" voluntary sector in Britain.

"That is a problem we and the voluntary sector have been talking about for years. The difficulty now is making sure the context that voluntary organisations operate in is one that allows them to thrive and allows big society capital and other social investors to have the confidence to invest in them."

WHO'S BEING HIT?

The cuts come as a result on a squeeze of local and national government funding and experts say they are particularly affecting youth services and advisory services.

The Citizens Advice Bureau said they recorded a 7% drop in the number of people they could help compared to the previous financial year following cuts to their funding. And some services have faced major cutbacks. Platform 51, a charity which helps women and girls has had to scale back its programmes for teenage parents. The results of the government's cuts to the legal aid budget were described by shadow minister for the big society Gareth Thomas as "staggering".

'WE'RE FINDING IT DIFFICULT TO KEEP GOING'

Gillian Morris, chief executive of My Voice London, said the funding squeeze had real impacts.

"For the first time ever we have a waiting list of children who are in urgent and disturbing circumstances," she said.

Morris said one child, Stephen, who her charity were unable to help, needed services for his violent behaviour and had just gone into care: "It's his third or fourth care placement. His mum is in prison and he has no contact with his Dad.

"Quite soon care is going to end and he's going to have to be financially independent. Because he's vulnerable he hasn't learnt a lot of the strategies and skills and understanding we acquire in the family. He doesn't understand that school matters, he needs to attend and he needs to attend on time and do his work.

"He doesn't understand how to communicate effectively with people. He needs to develop that understanding and practice how to deal with different people, if he is in trouble he needs to run-through what would happen. He has anger issues and is likely to hit out at teachers.

"He needs to have someone in his head, which is what mentors can provide, saying calm down, count to 10 and what is your best strategy for achieving something positive out of this problem. He's one of the children that we can't help."

The big society
Well not Camerons one ,its the other one ,the one thats springing up all over ,the rules and regs are going out of the window ,child care is to expensive so mum or dad look after the kids ,more and more people getting the knowledge on how to grow their own veg ,repair their own property ,cars in fact everything ,boilers fridges ,you name it people are learning how to repair it.

all of this is of course is costing the government millions in lost revenue ,they want it like France and Germany where its illegal to repair anything your self .
In Camerons world everything is sealed for life units dont repair just buy a new one ,no i dont want to buy new plus vat when i can repair it .

take a sealed for life track rod end or top / bottom joint on your car the grease is formulated to have a limited life the joint has been on a computer test rig to see how long they can get away with .buy an aerosol of chain lube the one with a plastic straw pry back the rubber on the joint and spray inside the joint will last twice as long .
there are thousands of ways to save money and a lot of them are on U tube and in books .

Charities and trusts have been used by the rich as money dumps from year one .
It is said that the rich only pay 10% in taxes it must be a coincidence that a fund raiser for a charity only has to give the charity ,wait for it 10% of any money raised .

I dont know it could be me ! has anyone done an audit as to just how many charities there in this country ? considering that every high street is packed with them ,the royals have countless charities along with mp,s ministers and wealthy industrialsts ,just how much money is sloshing about here untaxed ? .

fund managers get fat salaries ,houses ,cars and other perks such as interest free loans and from what i found out they claim any vat back for anything bought !

Considering how much money you make and how much tax you can claim back ,its easy to understand why its a multi billion £ industry .

Camerons big society = taking dormant bank accounts belonging to the public and paying his mates to do projects with other peoples money ,and then giving him self a pat on the back.
So how long will it be before he brings in the peoples tax where you go to check your bank account and find that the government has dipped in and taken £50 out !

lets have a quick look at government in this country they took all of our money like silver coins ,melted down the silver and sold that then they took all of the copper coins and did the same they then sold off all of our gold cheap, scraped the pound note and the ten shilling one and replaced it with a rubbish metal coin ,there used to be 240 pence to the pound then they cut that down to one hundred pence to the pound .

Now we have the highest price on the planet for petrol /diesel with the largest slice of the price going into tax ,now we have the government trying wring even more money out of us by telling us that we have to tell the local council when we need another boiler ,and then they will tell us that we need the most expensive one ,doubtless getting a back hander from the supplier ,what these new laws are really about is type approval and licencing ,if you build a new biodegrdeable lead free none violent house that meets all of the regulations its out of date and is none compliant 1 year later ,and its going the same way with vehicles this year it meets the regs next year it does not ,so you then move up a couple of road tax groups ,its all about the money !

The Inland Revenue has confirmed that VAT is an EU Tax agreed to by the traitor Edward Heath in 1973.
As allowing a foreign power to impose laws and taxes upon us is, High Treason, according to The Bill of Rights, The British Constitution, lawfully we should refuse to pay a tax that makes us accomplices in committing treason.
I have asked the Inland Revenue if they would mind abolishing VAT but they seem to believe whatever they say goes.

As usual it's the people who have never actually got their hands dirty who are controlling the money, no doubt having already spent thousands of pounds on presentation;
Meanwhile, in Nottingham, charities counseling and supporting victims of domestic abuse, and their children, have had all funding by the Council stopped.
This is the same Council which unlawfully plans to make employers charge their employees for parking on their premises, As the Council have no lawful authority whatsoever, under Common Law, to demand this, it is hoped the companies concerned will tell the Council to get lost.

Don't worry, no one voted for the big society. They voted Tory because he promised to have a referendum over Europe and they were sick of Gordon Brown and Labour who had flooded the country with foreigners and had spent all the money.

Yes the referendum was a huge lie.

We have a Political system who focus seems to be on supporting criminals, paying "human rights" laywers and handing out British taxpayers money to the illegals who rape our open benefits system and happily write cheques for BILLIONS to other nations, whilst, in the same breath, they can sit comfortably and allow the most needy and most vunerable of THIS Nation to be casually brushed aside with weak gestures and sickeningly see through platitudes.

Happens in Germany, too. Seems to be the religion of the conservatives.

This new structure looks to me like an old trick: You'd like to spend less on the riff raff, but you can't do it, because if you do it openly and straight, it looks very cruel. So you then propose to reduce traditional spending structures and create a new structure/organisation where the bar is set in a way that people won't apply. At the end of the financial year, the money has not been called on and goes back into general revenue - and 'you' pocket the savings/reductions from the traditional structure.
