George Osborne has described being "shocked" to discover that some of the wealthiest people in the country pay "virtually no" income tax.

The Chancellor said he had seen "anonymised" tax returns submitted by multi-millionaires using aggressive avoidance schemes to dramatically reduce their tax bills.

HM Revenue and Customs (HMRC) found that the income tax rate among some of the highest earners was, on average, only 10%.

Osborne said the HMRC study convinced him of the need to "take action" to ensure high earners pay more income tax.

In last month's Budget he limited how much people could offset their tax bills by investing in businesses or donating to charity.

Anyone seeking to claim more than £50,000 of tax relief in any one year will have a cap set at 25% of their income from 2013.

HMRC found hundreds of millions of pounds of income tax is avoided by using legal loopholes to reduce their bills.

The main methods included writing off business losses, offsetting the cost of business mortgages, and borrowing on buy-to-let properties - all against their income tax bill.

Others took advantage of tax relief on donations to charity.

"I was shocked to see that some of the very wealthiest people in the country have organised their tax affairs, and to be fair it's within the tax laws, so that they were regularly paying virtually no income tax. And I don't think that's right," Mr Osborne told The Daily Telegraph.

"I'm talking about people right at the top. I'm talking about people with incomes of many millions of pounds a year.

"The general principle is that people should pay income tax and that includes people with the highest incomes."

Charities have warned that limiting tax relief on donations will reduce philanthropic giving.

But Mr Osborne said: "I was very clear in the Budget that we are specifically looking at making sure we are still encouraging philanthropy and charitable giving. But that is a specific issue we can deal with."

Mr Osborne has been criticised by Labour for cutting the top rate of income tax from 50p to 45p, in a move that will cut the tax bills of people earning more than £150,000 a year.

But he said the 50p rate introduced by the last Labour government was "spin over substance".

"You produce a press release which says Britain has a 50p tax rate while you preside over a tax system where some people are paying zero per cent tax," he said.

"I've come up with a Budget that has reduced the 50p rate to 45p, so we don't have the highest income tax rate in the world. But I've also asked people who are currently paying zero to pay income tax."

Mark Serwotka, the general secretary of the Public and Commercial Services union which represents civil servants, said he was surprised at Osborne's surprise.

"The only shocking thing is that someone who was shadow chancellor for five years before becoming chancellor apparently did not realise that our public finances are deprived of tens of billions of pounds every year through tax avoidance and evasion by the super-rich," he said.

"Osborne should spend less time courting the very wealthy and agreeing to cut their taxes even further and more time talking to his own staff in HM Revenue and Customs who have been warning about this for years.

"But now he has seen the light, he must accept his government's cuts are not only damaging they are entirely unnecessary."

If i was an MP /minister and wanted to bury money i would start a charity as thats one of the biggest tax dodgers you can get ,British tax law says if you are a fund raiser you only have to give 10 % of what you raise to charity ,if you are a patron of a charity you get payed for that ,why do you think that there are so many charities in this country ,high streets are crammed full of them ,dont get me wrong genuine charities are needed but its got like the MP,s expenses its got out of hand when some of them are used as money dumps when they tied to the rich and famous .

And how is it that some banks / building societies registered as a charity ?
It might be a good idea to check out just how MP,s /ministers have a hand into charities .

You raise an interesting point. In effect there are many competing charities all with thier own management and administration teams all of which absorb donations.The question is, is it time for a rationalisation of the Charity industry ? I dont to be offensive in using the word industry, but given the amounts of revenue flowing into the collective charities, it is perhaps apt.

Spot on, The charity Industry in the UK is a god send for tax dodgers, because its as close as you can get to an ill run, crook riden country like Somarlia as you can get on British soil.The standard of organisation and acounting within the UK charity industry is truely abysmal. Meaning anybody could be up to anything and nobody could tell. Top managers haven't got a clue about even the basics, I know of a registered charity that got in a massive financial mess over VAT on building repairs it had to have done. The building contracter involved in doing the work was also its treasurer, and despite being both for years didn't realise that the whole point of being a registered charity was you don't need to pay VAT on building work you put the charity registration number in and it exempts you from paying it. On top of this and an ill advised legal battle that lost them over 100 grand, the charity is now looking for new trustees as the others want to leave as the charity is under investigation from the charities comission as it owes fortunes, unfortunatly what is not made plain is the trustees will be liable.

when your born into generations of tax dodgers it becomes the norm, so when someone points out its your job to stop this kind of thing i suppose it might come as shock that you will have to get off your rs and do something.

Not that anything will change ,with off shore banking ,money put into trusts ,and charitable accounts it just means that their accountants just have to be a bit more creative ! their accountants come as a tax deductable anyway paid for by the public because they are claimed for as an expence !

Well Osborne I'm 'shocked' that you have the audacity to blatantly fein 'shock' over something you must have been fully aware of. You'll claim you were ignorant of course which will only confirm beyond any doubt that you shouldn't hold the post of chancellor, a position you have managed to make a mockery of by utilizing such stupidity, not so clever after all George. Let us hope that you've lost a lot of votes but don't be 'shocked' by it will you...... nobody will believe you!

poverty is a comodity.....it is nurtured and encouraged by the wealthy, especially in times of austerity....it is far more desirable,and easy, to take 5p each off millions of people who have next to nothing than it is to take a few extra pounds from multi- millionaires.
Just so I'm not being missunderstood......I'm playin the Devil's Advocate here.

Degsy, someone - other than me - has to ask the awkward questions. Yes of course it's always easier to 'knock' those of us on PAYE, as we've little or no control over what gets taken at source...
Poverty, however should never, ever be reduced to a commodity as it tends to be a breeding ground for instability in societies across the globe..

I agree with you that poverty should not be a commodity....but I'm afraid it is; always has been, and will continue to be so as long as greed is apart of human nature.

Yes it is a breeding ground for instability in societies across the globe....that is evident from the social unrest we see everyday, reported by the media.

Slavery was never abolished, it was just disguised and renamed.
It is alive and flourishing today as well as it ever has.... nurtured by those who profit most from its existence....a fact of life !!

Like he don't know the rich don't want to pay tax (suppose he dont have an accountant fighting his corner) who does want to pay tax, the working class? The middle class? Yeah every one wants to pay for the government to distribute it amongst those who can't be ars*d to work and to see billions sent to other "needy countries" and millions, i believe somewhere around 50 million a day sent to support the EU!! Ohhh shock horror lack of people willing to give their all to a government that gives f*** all back.

Dont forget that other `oaf ` Ian Duncan Smith who is in the process of destroying the welfare state, this Tory bully has no concience about savagely attacking the genuine sick and disabled the rich toff and more of his ilk should hang their heads in shame, caMORON, his Tory troops and his Lib Dem lakkies are hell bent on destroying any good that millions of pensioners did for this country the savage attacks on the NHS also, shame on them, it is now time to vote an entirely new party into government at the earliest possible conveniance and resign New Labour, the Tories and the Lib Dems into history for good! This Chancellor is in the "pocket" of the super rich.

Osborne is a complete waste of time along with all the rest of his conservative party. The man has no idea what the working class have to put up with namely having him in charge of financial matters.

The problem is that with this governement they greatly favour the rich and pander to them while telling us so called lower classes that we had better work more hours for less pay to get the country on it's feet. But in other words it is to put more money into the pockets of bankers and the like.

This country has truly gone to the dogs!!

Why on earth should we the so called lower classes work for a living, your right he has no idea what we have to put up with, why only this morning i had to go to work to earn money to feed my family!!
