Feversham School Abuse Victims May Finally Get Justice As Police Launch Appeal

Victims who suffered "decades of abuse" at a special needs school are being urged to come forward by police who have set up a new inquiry team to investigate the attacks.

The news comes after years of pressure from members of the public for a full public inquiry to establish how vulnerable children at the residential Newcastle school were allowed to be sexually abused by their carers.

Members of staff at Feversham School in Walbottle blew the whistle on the two child abusers in 1987 and one victim told his mother but the warnings went unheeded and the paedophiles were allowed to return. They remained at the school, caring for the children, until its closure in 1996.

The two men were eventually jailed for preying on pupils at Feversham - Kevin Brown in 2011 and John Leslie Duncan in 2001 - but there has never been an investigation.

While the renewed interest into the abuse does not mean an inquiry will be launched, Ian Merry, one of the whistleblowers, says it is a step in the right direction. A phone number will also be made available to allow victims to come forward and receive the necessary support.

Merry worked at the school and lived on-site from 1983 until October 1987, when he was told by the school's governors he was "talking rubbish" about the abuse.

"I had noticed an alarming decline in the general standards at the school," he told The Huffington Post UK. "Some children were stripped naked and put in their rooms. Three men regularly took children out on trips for no good reason."

The first two men to be convicted were Brown and Duncan; the third committed suicide while he was under police investigation.

The school, whose custodian trustee as mental health charity Mind, commissioned an internal investigation into the claims made by Merry and then deputy head David Allnutt. However investigators Tink Palmer and Judge John Rogers QC ruled there was no foul play at the school.

Brown, who had been suspended by David Allnutt, was reinstated by the board of governors and Allnutt was forced to resign.

Merry, who followed Allnutt in handing in his resignation, said he will "never forgive himself" for leaving the children at the hands of their abusive carers.

"Those men had an endless supply of children coming through the doors."

Although Merry says he does not lay the blame with Palmer or Rogers, he says the governing body, who were members of the local community and appointed by Mind, failed to act.

"I wrote a letter to the governors and the CEO of Mind, Chris Hegginbotham. I wanted someone to endorse what I was saying. But the police were never involved, even though I named the men who were responsible for the abuse."

Merry added he is determined to do "anything in my limited powers to get an inquiry into what went wrong".

Some of the children at the school were in the care of the local authority's social services, while most, if not all, of the children were placed at the school by what is now Newcastle City Council.

After Brown's trial, a mother of one victim said her son was sent to Feversham because he was "hyper".

"[The council] forced me to let him go because it as the only way he could get an education," she told local paper The Chronicle.

"The boys Brown did this to have been to hell and back. Families have been ripped apart. It’s absolutely horrific.

"After the case, my son apologised to me for what we had to hear. I said to him: ‘Don’t you dare apologise for this. None of this is your fault’.”

Mothers of the victims are demanding an official inquiry, saying the issue had been "kept quiet for far too long".

"We are stronger together and we will fight for justice for those whose lives were destroyed by the evil so-called carers at that school."

The campaign has been backed by shadow minister for children and young families Catherine McKinnell, although the Newcastle North MP would not comment on the latest developments.

Lord Carlile, who conducted the independent inquiry into decades of sexual abuse at St Benedict's School in Ealing, has also offered his support.

"I would certainly support the principle of some kind of inquiry," he told Merry in an email shown to HuffPost UK. "I am content for you to refer to my general support."

A spokesperson for Mind told HuffPost the charity was offering its full support and cooperation to the police.

Mind's chief executive Paul Farmer said: "We are deeply shocked and saddened by the abuse that took place at Feversham School and offer our sincere condolences and sympathy to those affected by these terrible events."

"Mind was the custodian trustee of the property from which the school was run and was not involved with the day to day running of the school. Mind is no longer involved with any residential educational establishments.

"Mind has provided all the assistance it could in connection with the Police investigation that commenced in 2008 and will continue to provide all necessary assistance to this new inquiry team."

I think Arundhati Roy said that it was dangerous to make simple things that are complex, and equally dangerous to make complex things that are simple.
Only the particularly self righteous can judge matters occurring in the 1980s with the eyes of 2012.
Where to find pedophiles? look where children are - in any institution where there are children there are pedophiles - answer? give the child the benefit of the doubt - always - put the child's view first - but please don't lets look back at this and simplify what went on at this institution. There were much more complex and dirty politics happening during the 80s than just a social worker and a deputy head fighting the good fight on behalf of disempowered children....it was much much more complicated than that. Anyone who denies this is not speaking the truth that they are allegedly fighting for now.

very very sad story, but equally sad is the fact that this will go on for ever due to the rulers of this country [and others] not realy bothered. This in the main is due to them not wanting to upset the increasingly powerful gay mafia [some of which are in government]. dont underestimate the power of these men and the positions they hold accross the spectrum of power and money. watch me get slated for this truth. shame other stories like boring hacking get hundreds of comments but stories like these hardly any.

It goes on because the people who investigate a lot of these incidents are equally responsible.
No doubt social work staff were involved due to the fact they were vulnerable children involved but turned a blind eye. These are the experts that are supposed to know the warning signs of abuse but having worked with social workers, they basically cover everything up. It is a disgrace.

Mind dis-associates itself from ALL schools? Gove forces Council's (government run) Schools to become Academy's and dis-associates themselves of any Liability towards its hildren however neither fully distances themselves in Law? The LAW says you MUST send your children to School and it is an offence not to? There is a contradiction in term if the LAW says you must but then turns schools into academy's? Ultimately the Government is responsible for all duty of care whilst the law forbids you not to send your children to school. Its disgusting how they remove children from poor family's with unsubstantiated allegations of abuse, only to cover up abuse at the hands of carers. Something they do well. A recent statistical report showed that over 75% of female childen who left care turned to prostitution and over 80% of all prisoners in UK jails had been in the care system? Are we sure we are not just feeding the upper class of peodophiles ? The judge found no foul play and the head was sacked?

Paedophilia among custodians of the vulnerable has ever been a feature of organisations overtly committed to enhancing the quality of life of children disadvantaged by nature or poor nurture. I was abused more than 60 years ago, by a prominent member of the staff of a well known public school. He was highly esteemed by colleagues, read lessons at matins and evensong in church every Sunday, and had been decorated during his time as an RAF pilot during the war. It was impossible to persuade my tutors to believe me, and my plaint was dismissed as 'malicious' - my poor reception, including the cane and a critical end of term report to my parents, discouraged others of my friends to complain.
I receive the school's newsletter for 'old boys' still, and am sometimes infuriated by references to this man and his achievements, and especially the complimentary remarks on his guardianship and paternal care of new boys. He is long dead now, of course. As a young adult, I did write to my old school about it, and even gave them names of those friends who had also 'enjoyed' this brave man's attentions but never received an acknowledgement. I shrugged my shoulders and got on with my life, conscious that the man's behaviour ever after coloured my view of the world, despite my best attempts to rationalise. Greater care is needed in the selection of 'carers' of the young. Their misdeeds live long after they have escaped.

Again there are too many people getting away with it. Its like authorities are trying to make things like this as normal or just too thick to understand how to deal with it. The other thing is lack of money to prosecute, jail etc. So crime will just get worse and worse and worse unfortunately.

totaly agree with u which is why i am planning on makeing as much noise as possible to make sure the govement put the money where it is needed they talk about protecting are children well lets see them put there money were there mouth is and start doing just that

i know maybe i shouldnt be makeing a comment due to certain reason but after reading other comments i have to say that once this situation is done with i will be devoteing the rest of my life to makeing sure are children in public schools private school and s.e.n school are fuly protected yes u may say people have said this before and it hasnt worked or happened but with haveing the backing and suport of police authroities and MP 4 of them changes are going to me forcefully made and specail task forces put into place.lessons are going to be learnt becasue i am going to make them learn.so please keep ur comments going as i am very intrested in hearing what people have to say especaily mothers and father so i can take notes so that i once this is done am able to start doing what i know is right and stop this from happening and if it ever do's that it is takeing with the upmost seriousness and these people get heavly punished once i am alowed to comeout into the public eye i will be saying the same thing so keep watching as the huffington post will also fined out who i am many thanks for reading and makeing your comments

Youa re kidding yourself if you think this kind of thing doesnt go on at normal schools. There is almost an epidemic of teachers in relationships with under-age kids, none of which goes reported. I know first hand.

Then it all got swept under the carpet with the usual [lessons to be learned crap ]
All of the connected people involved will move away and end up doing it somewhere else .
there is just to much of these school governors /committies /council officials that are connected socially ,they know whats going on but dont want to look bad so they keep their mouth shut .

You only have to look at bullying in schools ,the school dont want it to get out as it may affect their rating / bonus so they either do nothing or put the victim into another school .
