Syria: Damascus 'Not Complying' With Ceasefire Says UN Secretary General Ban Ki-Moon

Syria is not complying with a crucial ceasefire plan, UN Secretary General Ban Ki-Moon has admitted.

The peace plan, coordinated by international envoy Kofi Annan, is currently being monitored by an advance team of UN officials ahead of the deployment of a larger peacekeeping force.

Describing the government as "in contravention" of the plan, Ban said.

He added through his spokesperson that he "remains deeply troubled" by President Assad's apparent refusal to remove tanks and soldiers from residential areas.

Ban said that Syria must comply with the plan ahead of the arrival of more UN peacekeepers.

Meanwhile France said it would wait no longer than 5 May before seeking a new resolution at the United Nations demanding Syria stop its aggression against protesters.

The new resolution could include reference to the use of force, despite there being virtually no chance of such a wording being accepted by China or Russia, who have vetoed previous resolutions.

On Thursday alleged video footage of a Syrian activist being buried alive for supplying video clips to newspapers surfaced online.

The clip, which could not be independently verified by the Huffington Post UK, shows a blindfolded man buried up to his neck in dirt and rocks, pleading for his life.

Armed guards point weapons at his face, while others pick up shovels and bury him above his head.

'There is no god but God,' the man says, in Arabic. 'There is no god but Bashar,' the loyalists reportedly reply.

In the clip, which is extremely disturbing, the man is covered by the rocks and eventually falls silent.

Meanwhile in the city of Hama a bomb attack on a residential building left at least 70 people dead.

Activists claimed the bombing was carried out by government forces, while state media reported militants had accidentally exploded a makeshift device.

More than 100 people have been killed in Hama in recent days as a supposed ceasefire continues to unravel.

More than 9,000 people have been killed in Syria since the start of the uprising in March 2011, according to the UN.

I forecast Syria would not abide by any UN ceasefire edict some weeks ago. I take no pleasure in being proved right. As I said then Syria has no need to abide by anything ANYONE says. It feels safe in the knowledge the world has no stomach for another "intervention war". It knows Russia and China won't sanction an armed intervention. We still don't know the level of support Assad enjoys in his own country or the true scale of the rebel cause. I believe there have been enormous amounts of atrocities committed, some on a tit-for-tat basis. I believe there are many "manufactured" atrocities as well as those that have really taken place. That aside Assad will not be toppled anytime soon and the best thing for that country is for the UN and the western world to either accept that and advise the rebels they can expect no help whatsoever or intervene in a meaningful way. This "middle ground posturing" does noone any good. It inflames the situation without offering any help to end the crisis.In my view there is insufficient support for the usurping of Assad and we should come to terms with that. He is a bit of a despot but no more than many others where we would equally fear to intervene. Our posturing gives hope to the rebels they might get some support for their cause, they should learn from history and the lessons learnt by the Marsh arabs in Iraq!

Why dont we send in Troops and ignore China/Russia..... Those Countries have both got a terrible Human Rights reccord anyway. They shouldent be able to veto things such as this when they cant even get their own houses in order !!.

The UN is a spent force. Why more monitors, havn't they seen enough? A case of shutting the stable door after the horse has bolted. Too late to get involved. The damage is done whilst African and UN monitors have acheived nothing. Infact what were they supposed to acheive? Where is the feedback from the original monitors, and where are they? A complete farce allowing young children and babies slaughtered. This is worse than Lybia. Why? No oil, Russia needs access from the Med. Say no more. Ban Ki-Moon and Kofi Anan can only appologise to the Syrian people on behalf of the UN, Russia and China.

When will Assads soldiers wake up to the true fact that they are killing their own people !Yes their own people. Dont they realise they are in the employ of a maniac! If the rebels and the military both worship the same God, what the heck are they fighting each other for. Says alot for being religious these days.

"Their own" civilians with guns are not soldiers? When it's reported that "a civilian" died, it seldom adds that he/she was shooting at government forces at the time.
Don't believe all you read in the papers.
This has been going on for years. Fortunately although we don't necessarily agree with our own government, we don't yet have recourse to armed conflict.

What ceasefire? Never was one, never will be whilst Assad is in power. Another dictator, using his power to force his citizens into a life of subjugation whilst ripping the p*ss out of the United Nations.

People have short memories, this is a struggle between two tribes of people that have always held bittereness, one to the other. One tribe has seen the rise of the 'arab spring' and are trying it on in Syria. Naturally, there should be some reform and there has been violence on both sides. This is how they live and have lived for aoens. This smacks of opportunism firstly by the arabs that want change and the status quo that do not want change. There was always going to be violence in such matters. We had years of violence and death over the dispute with the IRA factions of Northern Ireland for over forty years and it has not stopped yet. Who are we to step in and try to say who should rule and who should follow? Should we revolt over the actions of the socialst, the tory parties and the bankers and have the same kind of misery here? After all, the way the elecotorate are all going to have to live for the next generation, who would blame us? We have a democracy that allows us to change a government for another failed party every five years or so. It is time for change, not necessarily Liberal or UKIP but they must be the type of parties that must be thought about seriously, if their policies policies make sense and are tolerable. Mostly, they must keep the electorate informed and retain some form of openess.
