Theresa May has come under attack for her proposed police reforms

The home secretary is "on the precipice of destroying a police service that is admired and replicated throughout the world", rank-and-file officers have claimed.

Theresa May's reforms, some of the most radical changes in more than 30 years, will fundamentally change the dynamics of policing, the Police Federation said.

The warning comes as Mrs May prepares to address the federation's annual conference in Bournemouth, less than a week after 30,000 officers marched through London to protest against changes to pay, terms and conditions.

The last time police took to the streets, then-home secretary Jacqui Smith was ridiculed at the same conference as she was blamed for a high-profile pay dispute in January 2008.

Paul McKeever, the federation's chairman, told the conference: "This is a bad deal for the police service.

"We have less resilience, fewer warranted officers, a weakened front line and a radically altered model of British policing.

"You are on the precipice of destroying a police service that is admired and replicated throughout the world."

He added: "Home secretary, we are seeing proposals, things being put in place without infrastructure, that will fundamentally change the dynamics of policing.

"You cannot expect officers, those who understood the fiscal situation and accepted that some cuts were necessary, to take an unfair share of the cuts and just sit there and be content with their lot."

Shadow home secretary Yvette Cooper said the government was cutting too far and too fast and officers across the country knew their forces were "facing a cliff edge, worried that the service to the public is falling".

Her comments echoed those of Gloucestershire Chief Constable Tony Melville who will step down at the end of the month in opposition to the election of police and crime commissioners.

In February, Mr Melville warned that further budget cuts put the force on a "metaphorical cliff edge" and was in a "perfect storm".

Ms Cooper also called for the government to do more, not less, to help officers injured in the line of duty.

"When a police officer, seriously injured in the line of duty, is determined to return to the policing job they love, they should not be penalised," she said.

"i think they deserve the confidence of knowing their force will back them all the way."

A Home Office spokesman said: "As a service spending some £14 billion a year it is right for the police to make their contribution to reducing the record budget deficit.

"Existing police pay and conditions were designed more than 30 years ago which is why we asked Tom Winsor to carry out his independent review.

"We will continue to ensure that police officers are rewarded for doing an exceptional job."

A podium has been hastily arranged for Mrs May after aides asked for her to be allowed to stand throughout her speech and Mr McKeever's, rather than sitting down as she and other home secretaries have done in previous years, sources said.

But she will still stand on the stage, where the backdrop says "Cutting police by 20% is criminal".

Mrs May was greeted by officers standing and holding banners saying "Enough is enough" and "Cutting police by 20% is criminal" as she walked on to the stage.

Ironically , its the Police who are some of the most vociferous supporters of the Conservatives...funny really, if not tragic.

The public, who no insult intended, anta visible police presence. It the police you not see that make the most difference. Specialist drugs and surveillance teams are being disbanded to push more into a uniform. Organised criminality is getting more sophisticated. A uniform cop working a shift pattern does not help. They might stop the kids playing football by your car but the proper criminals are out there. Supplying the drugs, targeting homes, cash machines.

So it is all about saving money. Whether the service is as good as it was, or what the consequences of weakening it may be are not part of the equation. Only how much money will it save so we can bail out the Greeks again or increase foreign aid. It would save money if you did not buy a bandage when bleeding to death. It would not be terribly efficient.

Why are the Gov. proposing to make cuts in the police force when we have the Olympics due later this year? On one side of the coin, they want more efficiency for less money and and lower fulltime staff levels. On the other side, the repercusions of an expected massive increase in visitors from overseas, some of whom can be added to the indiginous criminal fraternity, will only increase the impression that our police force is powerless to keep crime down. I do not believe in a police state, I have been to some, and believe me, you don't want it here, but I DO believe that we need an effective and trustworthy police force. Instead of cutting everything, why not try letting the force that we have do their job properly and give them the back-up within the judicial system., i.e the CPS.

It's almost impossible to separate truth from private interest. The police have a powerful position to strong-arm the government but is this because the proposals are bad for the public or bad for the police officers? The British Police Service is probably much better than most in the world but that does not mean it does everything right or cannot be improved. If it had been more responsive to public expectations and less heavy handed and arrogant towards them over the last decades, they might have recieved greater public support now. They have experienced many years of gold plated service conditions and have to accept they cannot be exempt from current stringency. The fact that so many policemen are over weight, unfit and unseen on the streets says much about the way policing needs to change.

The privatization of police, introduction of elected commissioners and placing inexperienced people in high ranking positions is a recipe for disaster.

Hypothetical I know, but we know what these savage Tories will do (and have done) in order not to spend, because the police don't make a PROFIT, yet will put in "One of the Boys" (their own) pay a huge salary just to bark Tory Tory Tory.

And when you've privatised it, sold off the silver, diluted it beyond recognition, what will be left, Community Support Officers, probably renamed as Community Officers Second Rate (no disrespect intended to all PCSO's)? Does she intend to stretch them beyond their call and pay them just above the minimum wage and expect full dedication, perhaps even lay their lives on the line if required to.........for her?

PCSO's are all that you ever see now, and that started under labour! If they cant do the job in a patrol car it seems that full Police Officers are never seen at all. Instead of massaging the crime figures buy prosecuting people for parking and speeding offences at the end of every month how about a bit more concentration on difficult crimes like robbery, theft, car crime etc rather than just issuing a crime number and telling you to ring your insurer.

Look at the state of crime control as it is now, we cannot control illegal number plates let alone illegal immigrants. The whole thing is a joke before this woman steps in and makes it a hundred times worse. Criminality will run free.
