Does Grant Shapps, who was on Tuesday promoted from housing minister to chairman of the Conservative Party, have his political sights set even higher?

Appearing on the BBC's Daily Politics programme on Wednesday afternoon, Shapps was quizzed over whether he thought London mayor Boris Johnson was hatching a plot to challenge David Cameron for the leadership of the Conservative Party.

"Well Boris has said he isn't so I'll take his word for it," Shapps said. "I am sure he is an honourable man."

On Wednesday morning, as the dust settled on David Cameron's cabinet reshuffle, Boris repeated his attacks on the prime minister for not pushing ahead with the expansion of airport capacity.

The Tory mayor's criticisms of his own party leader are widely seen as laying the groundwork for a bid to take over as leader himself one day.

George Osborne was for a long time seen as the leading successor to Cameron, however his poll numbers have dropped as the economy falters and his experience of being booed by 80,000 people in the Olympic Park gives some indication of his popularity.

When asked whether he would challenge Boris for the leadership of the party, the freshly promoted Shapps simply smiled and replied: "Naughty". Not exactly a denial that he has lofty ambitions.
