A former mayor and current Tory councillor has refused to resign, despite causing outrage with her "repulsive" comments about rape.
Cheltenham Borough Councillor Barbara Driver equated the "inevitability" of the building of new houses with rape.
“There is a saying and I am going to say it: When rape is inevitable, lie back and enjoy it,” she said.
But despite calls for her resignation, Driver has said she is going nowhere in an interview with the BBC.
She added she did not condone rape but hoped her controversial remarks would be a catalyst to start a debate about it.
"I shouldn’t have said it, but perhaps on the other hand this puts rape right in the spotlight and perhaps we can do something positive out of this," she said.
But Councillor Peter Jeffries, Cheltenham Borough Council’s lead member for safeguarding, described Mrs Drivers’ comment as “repulsive” and “atrocious”.
He said: “I think she let herself down and she let the council down.
“It was an atrocious thing to say in the middle of a meeting about housing," he told the Gloucestershire Echo.
