The alarm was raised at 4.20pm on Friday after a kite surfer's gear had been found adrift in Poole Harbour, Dorset.
The Coastguard - including helicopter - RNLI lifeboat and Dorset Police joined the hunt.
"A search of the south east corner of Poole Harbour was undertaken both of the sea and the shoreline," a Coastguard spokesman said. "Dorset Police also joined the search and assisted with inquiries at local residences."
The board is a white, orange and brown Brunotti model measuring 1.3 metres by 40cm.
The kite is a red and black Cabrinha Convert 11.
"Despite the search and inquiries, no kite surfer was located," the spokesman added.
