Gavin Callaghan is a Councillor and former leader of Basildon Borough Council in Essex. Prior to becoming leader of Basildon, Gavin worked as a political advisor to three Members of Parliament who now occupy Metro Mayor roles in Liverpool, Greater Manchester and Sheffield. Gavin also works as an adviser on decentralisation projects in the Middle East, working with politicians and officials to establish Local Government institutions and processes.
