Joburg's city council coalition faces a paralysis following a no-show by the EFF in three council meetings, which has prevented the council from having a quorum.

The coalition comprises the ANC, DA and EFF.

Business Day reported on Thursday that no decisions of substance have been taken in the last three meetings because of the absence of quorums.

Among the topics not discussed include the 2018/2019 Integrated Development Plan (IDP).

Johannesburg Mayor Mashaba was set to table an institutional review dealing with the reintegration of the city's entities, including City Power and Joburg Water, Business Day reported.

The paper understands that the EFF is boycotting meetings to protest the DA in the Nelson Mandela Bay, where the UDM's Mongameli Bobani was ousted as deputy mayor. The EFF reportedly said it wants to teach the DA a lesson.

Mashaba has reportedly asked the EFF to return to council meetings.

ANC spokesperson Jolidee Matongo told Business Day that the party wanted Gauteng co-operative governance and traditional affairs MEC Paul Mashatile to place the municipality under administration.

Mashaba said: "They (EFF) are the ones that took the decision to work with us to make sure we take the ANC out of power. The ANC is determined to come back through the back door.
