Dozens of people were trapped in Sheffield's Meadowhall shopping centre overnight and residents evacuated from their homes as roads were gridlocked by flood water.
Among those injured are a 19-year-old woman and a man in his 50s. A man in his 40s has been arrested.
Peter Duncan was attacked in what police said was an unprovoked “chance encounter”.
The suspect eventually lost his disguise and appeared to be a man in his 20s.
Stratford Centre in Newham, London has become a homeless shelter in recent months as the rates of homeless rise across the city. One local group entire funded by donations is Hope for Newham, they have gone from providing meals every Tuesday night to 35 people to now feeding over 130 each Tuesday.
It's the second fatal incident in the area in two days.
The incident is alleged to have happened in broad daylight on New Year's Day.
He was arrested in hospital after severely injuring a woman.
