First off, this guy is not a Tour de France Star. I watch plenty of cycling and I've never heard of the guy.

He has won 6 races during his whole career and one of those was the Russian National Championship which he won last year and another national championship in 2004. He has never won a major race. Four stages win, but no overall. National championships are one day races.

Good grief. As a avid, fifteen year biker, I find it hard to believe riders keep doping. This really gives the entire sport a bad name.
