Ministers are facing fresh questions as to how welfare-to-work entrepreneur Emma Harrison came to be appointed David Cameron's "family champion" just a month after officials were notified of allegations of fraud at her company.

Shadow work and pensions secretary Liam Byrne said that with hundreds of millions of pounds of public money at stake, the government's handling of the case went to the heart of its judgment.

In a letter to Work and Pensions Secretary Iain Duncan Smith, he called on him to say when ministers in his department were informed of the fraud allegations and when No 10 was told.

Last week Harrison announced she was quitting as an unpaid Downing Street adviser and as chairman of A4e, which won millions of pounds worth of contracts from the government's Work Programme, saying she did not want to be a "distraction".

Earlier in the week, A4e issued a statement saying it had uncovered the alleged fraud, relating to four employees who have since left the company, in November 2010 though its internal systems. It said it notified officials at the Department of Work and Pensions within 48 hours of the discovery.

The following month, on December 10, Cameron announced he was appointing Harrison as his adviser on dealing with troubled families.

The fraud allegations are currently under investigation by Thames Valley Police who last month arrested four people in relation to the case.

In his letter to Duncan Smith, Byrne said: "Given that your department knew about the allegations, they go to the issue of the government's judgment in how it dealt with them.

"Given your department's close relationship with A4e and Emma Harrison, what role did you play in her appointment as the government's troubled families adviser?

"Were these allegations discussed during the appointment process of Emma Harrison, and, if not, why not?"

A spokeswoman for the DWP said that they could not discuss allegations relating to an ongoing police inquiry.

"We have been clear that if there is any evidence of systematic fraud at A4e relating to previous or current business we will terminate existing contracts," the spokeswoman said.

Porter instituted a secret policy known as 'Building Stable Communities'

The designated housing was concentrated in those wards most likely to change hands to Labour in the elections. Much of this designated housing lay vacant for months or even years before it could be sold. To prevent its occupation by squatters or drug dealers, these flats were fitted with security doors provided by the company Sitex at a cost to local tax payers of £50 per week per door.

Other council services were subverted to ensure the re-election of the majority party in the 1990 elections.

In 1996, after legal investigation work, the District Auditor finally concluded that the 'Building Stable Communities' policy had been illegal, and ordered Porter and five others to pay the cost of the illegal policy, which were calculated as £27,000,000. This judgement was upheld by the High Court in 1997 with liability reduced solely to Porter and her Deputy Leader, David Weeks. After the judgement, the scandal and its effects were discussed in Parliament on 14 May 1996

In 1998, BBC2 screened a documentary, Looking for Shirley, which profiled Porter's efforts to move her estimate £70m assets into offshore accounts and overseas investments, and subsequently claimed assets of only £300,000

Porter transferred substantial parts of her great wealth to other members of her family and into secret trusts in an effort to avoid the charge

She moved to Israel in 1994 during the inquiry, and lived there until 2006

In these times of austerity "call me Dave" insists that value for taxpayers money is paramount.
O k then Dave lets do some math or plain arithmetic on your friend Emma and her A4e company.
How many families did Emmas A4e company manage to get off benefits and into full time employment.

Divide this number into all sums of money payed to A4e, not just the £8,500,000 in the limelight at the moment, and lowe and behold you will have a" value for money ratio"

So come on Dave; Emma, what has it cost the taxpayer....£1000.00 per Family, £10,000 per family, £100,000 per family?

If Emma Harrison/A4 e can pocket £8m in one year as salaries then clearly Ian Duncan Smith and the Government have been negligent in their duty to the Taxpayers by granting these Contracts where such a huge amount of money is pilfered away by the so called do-gooders.

If this happened in the EU then the government would be saying it's tantamount to bribery and corruption - especially as ian Duncan smith and the government were informed of the fraud allegations.
