Britain's top policeman has insisted that there is no place for racists in the Met and vowed to get to the bottom of "very damaging" allegations against his force.

Commissioner Bernard Hogan-Howe spoke out after footage emerged of one officer apparently racially abusing a man and another allegedly assaulting a teenage boy last summer, saying: "I will not stand for any racism or racists".

In a statement to staff, the police chief said: "I wanted to take this opportunity to clearly and categorically reiterate that there is no place for racism in the Met."

Both incidents happened on 11 August last year as police officers in London dealt with the fallout of the riots sweeping the capital.

In an internal broadcast to staff, Mr Hogan-Howe said: "I know that the Met has changed greatly over the years, and most of you have directly been involved in improving our relationship with all Londoners and those who visit us.

"Unfortunately just one alleged incident like this can be very damaging to public confidence.

"This is a great organisation - one we should all be proud to work for. Without pre-judging this case, in any instance of wrong-doing it is a small few who tarnish the vast majority.

"What we have heard over the last few days is of course completely at odds with all the close work that goes on with communities across London every day. We work hard to forge strong relationships with people who can advise us and rightly hold us to account.

"I want us all to go out there and remind those communities of our commitment to fairness and professionalism.

"We have a duty to challenge or report any behaviour by colleagues which is less than the high standard demanded by the service and Londoners themselves. You cannot avoid that duty. Nor can I.

"I will not stand for any racism or racists in the Met."

Pc Alex MacFarlane of the Metropolitan Police has been suspended after a recording was made of a suspect being called a "n.....".

The arrested man, named as Mauro Demetrio, 21, from Beckton, east London, was arrested on suspicion of drug driving but no action was later taken.

He recorded the abuse on his mobile phone.

It emerged last night that another officer, reportedly with Pc MacFarlane when Mr Demetrio was abused, was placed on restricted duties after later being allegedly seen kicking the 15-year-old black boy to the ground and kneeing him.

The incident was said to have happened in the custody area of an east London police station with part of the incident recorded on CCTV.

An independent investigation into the alleged assault on the teenager ended last week.

A Metropolitan Police Spokesman said: "This matter was referred to the IPCC and the officer placed on restricted duties pending the outcome of their independent investigation.

"We have now received their findings and recommendations which we will consider and respond to."

Referring to both incidents, Commander Peter Spindler of the Directorate of Professional Standards said: "We are taking these allegations extremely seriously.

"Any use of racist language or excessive use of force is totally unacceptable; at the conclusion of any criminal proceedings we will instigate the appropriate internal action."

& as many coloured ones, please someone explain why a Black Police Association is allowed but if a White equivalent was started it would be banned as being racial,plus of course all the other black associations,black music awards etc

I was watching a programme on TV about the police and how they apprehend criminals in cars, They showed the high-speed chase of a suspect car and the arrest of the driver. He got off due to lack of evidence! Other scenes involving the use of police helicopters, cars and policemen chasing suspects resulted in similar results where the suspect gets off with a slap on the wrist. What is the point of spending all this time, effort and money on chasing suspects if the criminal justice system and all its costs lets them off with it? Its a joke.

If this kind of rigorous monitoring of officers happened in America there would need to be a serious recruiting drive afterwards! Oh, except they would all be reinstated by the powerful unions, so actually I guess it's all moot anyway!

It is perceived by the vast majority of the people that Racist Language, Attacks and Behaviour is treated unfairly and with bias by the Judiciary.

here,s a tip has your phone got a voice record function ,yes of course it has, well practice using it so when you get pulled over you can turn it on because these days with the police being more aggresive with the public you are going to need it !

It will probally end up like the states where the police cant use certain references when refering to race if the public are present so to discribe a none white they circle their face with their hand .

I hope that Mr. Hogan-Howe is against all forms of discrimination, not just ethnocentric forms. All manifestations of police corruption are highly damaging and I hope that when, and I emphasize 'when' and not 'if', he comes up against corruption in the courts that he will expose it.

But I doubt it.

Yeah, us poor whites with our history of persecution for the colour of our skin.

Crime is crime, whether it's racially motivated or not is just a bonus, and I don't know if it should be judged differently than someone attacking an innocent bystander of the same race. When it's the police beating up on some black guy BECAUSE he's black, that's indicative of racial profiling in an institution which is meant to protect people, and that's something to be concerned about.

None of this "us poor whites" bullshit, though, we've got it pretty damn good.

There was a case couple years ago when a criminal(black) was clearly heard saying "I've killed a white man!" Judge said it wasn't a racial comment as he'd also attacked Asian coloureds

Policemen have a very difficult job. It requires understanding,patience,excellent communication skills, self-awareness and intelligent decision making. Similar jobs which require this are teaching, social workers, nursing, lawyers etc. I can never understand why we require people in these professions to be educated to degree level but not policemen. There are too many examples of poor decision making and weak communication in response to the sort of goading that teachers encounter many times every day and do not respond in the ways illustrated in this case. I have enormous sympathy and respect for policemen but it is clear that some of them do not have the necessary qualities and qualifications for the job. We need a higher standard of recruitment.
