CCTV Toddler Snatch: 15-Year-Old Boy Arrested

In the footage, the suspect can be seen running along the pavement with toddler Owen Wright in his arms as the boy's brother Brenden, 10, and sister Delicia, eight, give chase.

Witnesses were alerted to Sunday's incident in Sprague, Connecticut, after seeing Delicia running and screaming after her younger brother.

The suspect later dropped the toddler in a vacant parking lot before fleeing the scene.

The teenager has been arrested but has not yet been charged.

His identity is being withheld because he is a juvenile, Lincoln County Sheriff Wade Magers told local news.

The three siblings had been playing in a park near their babysitter's house when the man, whose picture is reasonably clear on the CCTV images, took little Owen from his buggy.

The children's dad Michael Wright told KXLY news: "You get nervous. You're nervous and you can't think straight.

"I can't explain the feeling, the anxiety and everything that goes into finding out your children is (sic) missing or something has happened to them."

Witness Dorothy Giddings said she heard a little girl screaming and sent her grandson and his friend to chase the man.

She said: "I told that little girl, I said, 'Honey, you did exactly what you needed to do, scream your head off.' That's what saved that baby. Her screaming and us running."

Sheriff Magers said Owen was unhurt. He said he believed the abductor is not local and was passing through the town when he spotted the child.
