Europe and India have brokered an agreement to push ahead with a road map for a new climate treaty.

The latest round of United Nations climate talks in Durban, South Africa, had been deadlocked as the EU pushed for a strong move towards a new legally-binding deal covering all countries to tackle greenhouse gas emissions - a move opposed by major polluters including India.

However in an early-hours huddle in the middle of the conference, delegates from both sides managed to draw up wording for the road map that they agreed on.

The EU wanted a mandate to negotiate the new treaty on global warming by 2015, covering all major emitters, in return for the bloc signing up to a second period of emissions cuts under the existing Kyoto climate deal.

But the options for the new legal deal had been watered down to add a "legal outcome" to the existing possibilities of a "protocol or another legal instrument" - the language which was used in the mandate for negotiating the Kyoto Protocol.

UK Climate Change Secretary Chris Huhne said legal outcome could mean "absolutely anything and nothing" and was unacceptable to most countries at the conference.

But in a hastily-agreed compromise the two sides settled on changing legal form to "an agreed outcome with legal force".

The deal, finally agreed after the scheduled talks overran by 36 hours, commits countries to negotiating the new treaty by 2015, with it coming into force from 2020.

It also recognises the "significant gap" between the voluntary cuts to greenhouse gas emissions countries have already pledged and the reductions needed to keep global temperatures rising by more than 2C and avoid "dangerous" climate change.

UK Climate Change Secretary Chris Huhne has warned the science shows action before a new treaty came into force in 2020 was necessary to actually cut emissions by the levels needed to address global warming.

Politicians keep kicking the can down the road but the scientific facts of climate change do not respect political posturing. The sooner the world acts to slow and then reverse CO2 concentrations in the atmosphere, the cheaper it is going to be. Spend now or spend more later.

Actually nobody knows for sure whether it will be global warming or something else.
IMW super hot planet with burning sun in the sky is not the worse case scenario. What could be worse than that? A planet in fog, without wind, humid and muggy.
No solar, no wind ... only oil and coal.
One way ticket on the highway to hell.

if this is implemented then it will be another tax on everyone. This is were all the leftist super communist moved in to when the CCCP broke up. The taxes will be collected through your energy bills given to the UN that will given them to the Banksters for a world bank. You will have 4 levels of tax: 1 Local tax 2. Income/National tax 3.EU tax and 4.Green Tax which will be paid to the UN.
Within the last 4 months at least 3 Volcanoes have errupted and spewed out more CO2 than Europe has saved, proving this is a big con. Commie/Facists Eco-mentalists moan when it is dry and warm and moan again when it is Cold and wet, ( 3bears syndrom). Next they will want to ban Dihydrogen Oxide.

If ever there was a prime example of trying to tackle the effects rather than addressing the causes, this is it. Global warming and climate change are effects caused by the unchecked proliferation of the human species. A treaty by 2020? Don't make me laugh: we're already a plague on the planet.

Landmark Deal? A child's hand is easily filled. The "deal" contains no deal. Just an agreement to disagree and let's see if maybe in a distant future we could work out something.

Until then all we can hope for is a technological breakthrough. Like new solar cells which produce electricity at a fraction of today's cost. Politicians will not save this world. They never have.

You cannot even get this right.

The main problem is that 95% of humanity have no idea what "science" and "evidence" mean.
They live on a planet that´s governed by people who believe in idiotic gods and the unlimited growth scam that depends on cheap fossil fuels.

Disgusting . It´s the "Age of Stupid".
We will go back to the 18th century technology and have a mass extinction event before that.

What about a scientific history of climate change. 10,000 years ago, Europe and North America were just coming out of an Ice age that saw glaciers cover the northern masses. 800 – 1300AD, The medieval warm period saw European temperatures rise by 1-2 degrees. Vineyards flourished in Britain. 1400 – 1850, The little ice age cooled the northern hemisphere for centuries. 1900 – present, Global temperatures have risen by 0.7 degrees with most of the increase in the past four decades and the Intergovernmental Panel on Climate Change (IPCC) predicts temperature rises of up to 6 degrees by 2100.Terry Mills, professor of applied statistics at Loughborough University, looked at the same data as the IPCC. He found that the warming trend it reported over the past 30 years was just as likely to be due to random fluctuations as to the impacts of greenhouse gasses. ‘The earth has gone through warming spells like these at least twice in the last 1,000 years,’ he said. To say that the mindset of respected scientists is like holocaust denial shows how desparate the 'global warmingistas' have become and deny that science has two sides. Bjorn Lomborg, a greenpeace leader and activist, who changed sides is now derided by the same people who lauded him because he has studied the facts.

And the facts are? One says one thing another one then pops up and contradicts the first one then one changes his mind, after studying the facts apparently, which indicates to me that he clearly didn't study them properly before he started shouting his mouth off in the first place and yes, another one then unexpectedly appears saying the first ones got it all wrong! Who are these people ? Respected scientists, professors of applied statistics (at Loughborou­gh University no less!) and so on and so forth.Your contribution consists of " a scientific history of climate change." which to the ignorant may be of some interest but is of no consequence whatsoever and gets us precisely nowhere. Not to worry though because an "eminent scientist" will emerge soon enough to contradict his fellow scientist(s) and thus restore our confidence in the fact that they, as scientists "Simply don't know" as an eminent scientist once said. (He was immediately slated by a professor at Reading station, who said "we simply don't know whether we know or not but I've looked at the facts and we probably don't know.....simple eh?

This is the same argument that Anthony Watts tried to make. Like Watts, Mills forgot to look at the fact that all of the stations showed the temperatures going up, just a hockey stick.

As the little read Zarakovitch said over two decades ago (can't recall the exact words) "Global warming is inevitable it is part of earths natural heating and cooling cycle and is to be expected. The problem for us will be that a natural warming phase is going to coincide with a massive increase in greenhouse gases etc. due to human activity"
So according to Zarakovitch it's not just a problem but a natural occurrence compounded by unnatural activity.In the past the planet has coped because it's a natural phenomenon.......this time it's different. Mills,Watts and the rest fail to coordinate all the facts into a cohesive theory that could be implemented in order to avert this potential global disaster.They need to stop this pointlessness now and come up with some meaningful answers.

Worst offenders China and American, open sanctions against both and black their goods on the open market, hit them in the financial pocket, China may stand the blow initially, American cant, they are almost bankrupt now.

China would then emerge as a global super power and dominate world trade imposing sanctions on all nations that imposed sanctions on them!........we would run out of rice,toys and novelty goods, chinese restaurants and take aways would be forced to close causing untold misery on saturday nights and the world would have no access to Giant Pandas or crispy noodles, no we would be punishing ourselves......leave it!

Legally binding deal? Most of the countries who sign such an agreement would not recognise the concept of legally binding if it bit them in the face! The real big players have no intention of being talked down to especially when the talk is in the main based on total nonsense and the desire by some large companies to make a fortune out of the gibberish being spouted (MPs will also do well financially).
