Paedophile teacher Nigel Leat was able to film himself abusing young girls in his classroom because the school's bosses failed to act on his increasingly sexual behaviour, an independent report revealed today.

Leat, 51, was described by a judge as a "paedophile of the most sickening order" when he was jailed indefinitely last year after abusing five girls - some as young as six years old.

Leat, of Bloomfield Road, Bristol, admitted 36 offences, including attempted rape of a child and sexual assault on children. Police also found more than 30,000 indecent photographs on memory sticks.

Senior managers at Hillside First School in Weston-super-Mare, Somerset, had repeatedly been told of Leat's inappropriate behaviour by fellow teachers but failed to act.

The school's own management report notes at least 30 incidents of Leat's "inappropriate or unprofessional conduct" - but only 11 were recorded formally within the school.

These included Leat taking photographs of pupils on his mobile phone, of kissing and cuddling them and even having an erection while sitting on cushions in the library with one pupil.

In another incident, a teacher saw Leat in his underpants and a T-shirt while getting changed in his classroom.

When one teacher reported Leat after finding photographs on a school camera of a girl posing with him, she claimed she was told "not to insinuate things".

Another teacher was told that she "should not accuse him of things" after raising concerns.

Leat had his "favourites" and the girls he picked were frequently less academically able, emotionally needy, vulnerable or pretty.

He was "over-familiar" and would speak to and joke with students in a manner that was "inappropriate", the report found.

Staff were "sufficiently concerned" about Leat's behaviour to ensure that his favourites were moved to other classes, yet the teacher continued to work at the primary school for 15 years.

The married father of two's abuse only came to light in December 2010 when one of his victims told her mother that Leat had been sexually assaulting her almost daily for the previous two months. The girl's mother called police and Leat was arrested.

The shocking catalogue of failed opportunities to tackle Leat was revealed in a serious case review published today, which made 35 recommendations for improvement.

The North Somerset Safeguarding Children Board commissioned the report following the pervert's arrest.

The report identified 20 pupils who were witnesses or victims of abuse committed by Leat and said his behaviour was "typical of the grooming" perpetrated by paedophiles.

Leat joined the school in September 1995 as a newly-qualified teacher, having previously worked as a musician and music teacher.

"Within a year of his appointment and throughout the time that he worked in the school, a number of teaching and support staff in the school had a variety of concerns about the teacher," the report stated.

"Early on it was noticed that the teacher had favourite pupils within his class who were invariably girls, who were often given tasks within the class which were viewed as privileges as well as being given greater personal attention by the teacher.

"These pupils were allowed to be over-familiar with the teacher, who was known to speak and joke with his pupils in a manner which was inappropriately adult.

"This situation was described by staff to have been common knowledge amongst the school staff.

"The management report from the school makes reference to at least 30 incidents of inappropriate or unprofessional conduct involving the teacher.

"These ranged from inappropriate lesson content, through over-familiarity with children to indecent touching.

"On a number of occasions colleagues advised the teacher of the inappropriateness of his behaviour and pointed to the risk that he could be accused of professional misconduct.

"There is a substantial body of evidence that points to the fact that the concerns about the behaviour, teaching practice and relationships of the teacher were not appropriately dealt with.

"It was well known in the school that (Leat) had favourite pupils that he gave special attention to and with whom he developed close and inappropriate relationships.

"It is now known that (Leat) told children that they must keep things secret, which made disclosure to parents less likely."

The report said that although Hillside First School was identified by Ofsted as academically successful, it had not been matched by a culture of safeguarding and it blamed the management style.

Senior management also failed to notify the school's governors or the local education authority with the concerns that had been raised about Leat.

"Much of the behaviour exhibited by the teacher was typical of grooming activities pursued by adults intent on sexually abusing children," the report stated.

"The failure of school managers to take action in response to the concerns raised was compounded by the failure of anyone in the school to recognise that the teacher's behaviour might have constituted grooming for sexual abuse.

"This raises questions about the impact of the safeguarding training that staff in the school had received.

"The process of reporting and acting on concerns was positively hindered by a management style that discouraged comment and open communication."

The serious case review added: "The clear lesson emerging from this review is that it is not sufficient for a school to have a culture that focuses only on attainment.

"A school culture needs to recognise that if children are to achieve their potential they must first be assured of a safe environment, in which any risks that they may face will be given full and open consideration by staff at all levels in the organisation.

"It must also be recognised that it is very rare for a teacher to commit offences in the manner of (Leat).

"However, some of the allegations were of such a serious nature, particularly those from children themselves, that they constituted matters that should have been investigated under the child protection procedures."

The school's staff also raised concerns about Leat's competence, with him often being ill-prepared for lessons and his teaching lax and uninspiring.

Last month headteacher Chris Hood left his post, having been suspended since the previous January.

Schools should be obliged by law to notify the police immediately an allegation of this kind is made and the matter taken out of the control of head teachers, governors and local authority. Having said that the police investigating such matters should have a very low profile when investigating until they are sure the case has substance.
Even an unfounded allegation can destroy a teachers career.

I see your point, but each local authority is responsible for the school and the same local authority is responsible for paying the local police and the same local authority is in charge of child protection officers and social services in that area, and thats why they call them a multi agency task force. Harringay council? Remember them? Victoria Colimbi, Peter Johnson etc. Liverpool councils who covered up abuse in its care homes in the 70s and 80s along with manchester councils and devon councils and councils on Jersey and police ?? There is not an authority in the country who want to admit they have a problem.

My views exactly wAdrian...........if this had be brought to the attention of the schools 'hierarchy' at whatever point, then a public flogging they should receive, as all others who were aware of this obscenity, vulgarity............I cannot express the perfect word to describe this behaviour because it is shere an open online discussion, however, the mere thought sickens me to the core !
It puts shame on all us individuals in the Teaching Profession. No wonder we as a whole are so often discriminated by society ! If this media report is accurate, he should be named and shamed and locked up for good. Abnormal Psychology at its most extreme !

There is a lot of dissallusionment here folks. Schools are on targets from Board of Governers local authoritys, and Headteachers have a lot to answer for! Personally I would immediately fire the head teacher of this school along with all child protection officers employed here. There is a school in Plymouth Devon who covered up the rape of a child, but they were assisted by the police who talked the victim into accepting it was consensual sex instead of rape. They said the girls NO was not really a NO and that if she persisted with the NO theme the case would drag on for 18mths and she would have to be video taped etc, however if she just accepted it was consensual it would end right away!! The girl was 13? The school then falsified an incident report showing that the girl was not even in school at the time. When the parents complaigned, Devon County Council and social services wrote a report saying they had no record of the complaint? Only through a Council worker who supplied parents anonymously with a copy of the chronology sheet showing they had complaigned did the council agree to amend the records and appologise. There all in it together, corrupt and lacking any responsibility, schools acheivment record comes before safety.

Its shocking news. When children go to school, they go to learn from their teachers. What this sick man had for the pupils? When parents take their children to school, they know that their children are in trusted hands/place, and when someone sick like him comes cross, what trust left for parents to have? Who is responsible for the damage to the victims? What school managers have to say to the victim’s parents? Why the school managers failed to take action against him? And they even did not report any of the incidents to the local authority!!! Teachers’ position in the society is very high as they are the mirrors of our schools in the country, and it’s very important to choose the right teachers to teach our children, and to prepare them to lead our future community, and to be good example for the coming generations. Schools: (Mirrors of our society) are the most important resources in our life. I hope for people in our society will be more open to extra resources to learn morals & manners

There is an MP who was trying to get an amendment to our sex education bill through parliament this week! Houses of P want to call it Bill of abstinance? Ive spoken to the MP Nadine, and it is like an adendum to the current sex education that is taught in our schools to 13-16 year old's. And it is to educate kids on the benefits of saying NO to sex. Like for example, by saying no, you lessen the risk of committing a criminal offence! The house of parliament through her out basically and ridiculed her. They refuse to teach our children that they have a choice to say no! They only want to educate them on how to do it, and from 14-16 if you need the Pill or any condoms or a pregnancy tes or sti test, the school can arrange it and we wont even tell your parents. How can anyone ridicule someone who just wants to educate our children that its okay to say NO and just as cool to say NO.

Disgusting
A very intelligent 17 year old boy in my sons class(Lower Sixth) has just found out his girlfriend(another very intelligent sixth former) is pregnant after their first sixth form party. Very sad to see how emotionally drained the pair are and I feel this has absolutely ruined both their chances of University application this year. We are discussing 2 young people here in top class who have sat higher papers and 13 GCSE'S with top marks !!! Sex Education should be focused on a more sensible aproach, from as early as Primary School ~ well said Lord Justice Wolf.

To say that the other teachers did not know what was going on would be to absolve them of the responsibility they hold!

I have experience a similar but fortunately less tragic situation - I tried to expose the wrong a former colleague was up to and despite everyone I spoke to knowing what he was up to, nobody bought this up with the directors who were his line managers.
I did bring up the issues with a director who did not want to see the evidence I had.
A campaign of harassment and letters was then started, by this colleague and a member of personnel, against me and as a consequence I left the company.
Two years later the company sacked the former colleague of mine - and no I did not sue the company as I have not taste for engaging in that sort of activity...

People can be very devious and manipulative - group dynamics can mean that supposedly normal people will act out of fear and keep quiet rather than risk rocking the boat and perhaps experiencing similar consequences to those I experienced.

This story is sickening. Girls were scarred for life all in thename of behaving properly by the school's administrator. The people in charge should be fired and he can rot in jail.

It begs the question if there were other paedophiles in more senior positions covering up for him - just the same as happened in the Catholic Church. 30 incidents and nothing done about him?????

Chris Hood and JoePaterno would have been great friends, they could've talked about ways they each ignored and refused to rescue assaulted kids because they didn't want to be involved.

This is disgraceful, the head teacher needs to be sacked for sure. They need to double check that he's not also a peado

They need to grill him over hot coals as to why he let this go on for so long, also did any of the deputies know?

Ofstead! what a waste of space, it takes more than good grades for a school to be called a good one. Really the other teachers should have let the "favourites" parents know what was going on. If ever there was a case for wistleblowers to step forward it is this one.
