Warnings of racism at Scotland Yard have fallen on "deaf ears" for more than a decade, a top policeman said as eight officers were suspended from the force.

Superintendent Leroy Logan, of the Black Police Association, said he was "disappointed" by the Met's apparent failure to take effective action following years of feedback from black communities.

He spoke after 10 complaints - relating to 20 officers and one member of police staff - were referred to the police watchdog, the Press Association reported.

The referrals came just days after Scotland Yard vowed to get to the bottom of "very damaging" footage of one officer apparently racially abusing a man and another allegedly assaulting a teenage boy last summer.

Supt Logan, a founder member and former chairman of both the London and National Black Police Association (NBPA), said while race relations had improved since a 1999 report accused the force of institutional racism, there had been a recent deterioration in attitudes.

Citing a need to "root out the bad boy cops," he said race relations had dropped down the agenda.

But he said the issue had been raised yearly by youths on the NBPA's community engagement programme.

"Every year since 2001, the young people have been saying how they believe they are being dealt with disrespectfully, not shown enough dignity, casual racist comments were being used," he said.

"We were telling the Met Police, some two or three commissioners back, this is what is coming up.

"But like so many things, it lands on deaf ears until such a time as a free press - the media - get hold of it and forces people into action."

The officer, who has more than 30 years of practical policing experience, added: "You would think these casual racist comments would be long gone and here we are and they are still coming up."

And he said the force now needed to "get its act together".

"The police service isn't in a good place," he added.

"Sometimes it's one step forward and two steps back. We see spikes of improvement but we definitely saw a dive in performance in terms of racial issues which went off the agenda.

"The issues haven't been reviewed effectively by external agencies, that's why we are getting these incidents. Race needs to be back on the agenda."

However he expressed faith in the force's ability to address the most recent crisis.

"I'm disappointed but I'm not discouraged," he said.

"We have to keep going because it is the legacy of our children we are looking at."

In total, eight officers and one member of staff at the Yard have been suspended.

Pc Alex MacFarlane has been temporarily stripped of his duties after a recording was made of a suspect being called a "n*****".

The arrested man, named as Mauro Demetrio, 21, from Beckton, east London, was arrested on suspicion of drug driving but no action was later taken. He recorded the abuse on his mobile phone.

It emerged that another officer, reportedly with Pc MacFarlane when Mr Demetrio was abused, was also placed on restricted duties after allegedly being seen kicking a 15-year-old black boy to the ground and kneeing him.

The incident was said to have happened in the custody area of an east London police station, with part of it apparently recorded on CCTV.

The Met is now working with the Independent Police Complaints Commission (IPCC) to investigate the string of allegations which include the bullying of PCSOs by a number of police officers and staff over an 18-month period in Wandsworth; an assault involving five officers from the Territorial Support Group against several youngsters in Hyde Park last year; and racist language by a Pc working in Westminster and by another Pc in Islington.

Met Deputy Commissioner Craig Mackey has warned there could be further referrals to the watchdog.

Elsewhere, four police officers have been temporarily stripped of their duties in Northern Ireland following the discovery of racist and sectarian text messages.

Yvette Cooper, shadow home secretary and minister for women & equalities, said: "These allegations must be taken extremely seriously by the Metropolitan Police Service, the Crown Prosecution Service and the IPCC.

"The police must ensure there is zero tolerance of racism in their ranks, and must act fast to deal with any suggestion of racism that arises. It is vital for justice that everyone from every community can be confident in the impartiality of the police and their ability to enforce the law fairly.

"The MPS worked hard to change after the Macpherson inquiry, but the number of these claims now is a very serious concern."

It fair to say the typical person who wants to be a copper isn't a do gooding politically correct liberal. We all spend a fair amount of time moaning about the police! I am not defending anything when I say this, but being a Copper is one of those jobs, like the forces, where the wrong kind of people can get in quite easy. It's made worse by the fact both suffer from getting enough recruits, well the British Police do for sure, so they aren't in a position to be picky.

This to me is every reason the job should pay very well. I'm just using banker logic here, good salaries help you bring in a keep the best people.

OK so let's re-write the headline for you Gareth:

I am Deaf (when not wearing my hearing aids anyway), and replacing the well known idiom ("to fall on deaf ears") to the amended version seems absolutely ridiculous to me. "Deaf" and "Hard of Hearing" are perfectly acceptable terms within the Deaf community whereas "hearing challenged" is somewhat patronising and sounds like a segment from a cheesy TV quiz show.

The police bow down to these criminals, when they arrest them they ask them nice and politely "Please, get out of the car", they cannot say or do anything now, so I find it hard to believe. Its because Black and Gay and Lesbian are in a minority to the rest and need representation.

However, racism and phobia's are institutionalised within the police force and is part of their structure, its so rife its embedded within the very essence of the force, more so in the Met than elsewhere.

the Police has and always will be 'gang' minded, ie our gang is bigger than yours etc

In regards to the Law, yes it doesnt in its written form account for race, sexual orientation or religeous beliefs, however as officers they need to take 'all' the circs into account and treat everyone courteously.

Beliefs, sexual orientation and race will play a part in court during mitigation etc

Every year since the origins of police forces in all countries police officers have been saying how they believe they being dealt with disrespectfully, not shown enough dignity and casual racist comments have been used.
And they have to take that from the criminals and nee'r do wells!

Most of the black on white abuse that white people complain about is a reaction against the mountains of abuse that black people have had to put up with ever since we invaded and displaced them from their own lands and homes and exploited. And us white people in general cannot face our own faults in the way that we deeply feel superior and cannot stand the thought that people of other ethnic groups should have any right to react to protect themselves either as groups or individuals. If they were not attacked in the first place they would not have needed to to protect themselves.

What I would like to see happen is something that most people are yet unable to visualise - namely - Reconciliation,which can only happen when people actually become wise and see not only their their own virtues but also their faults. - Be wise NOW rather than in the distant future.

Blessings and Love to all people, and not to forget all creatures - be a part fo the great universe - not just your own little world.

You have to stand up and be accountable for what is happening today, not direct your grievances to events which are out of peoples control now, I was not around a hundred or more years back to prevent anything from happening then, I am not at fault for being born white, we should all be proud of who we are, not made to feel ashamed or guilty to be white, white people were also treated horrendously back then, shipped to Australia for stealing a handkerchief, never to see their family again, in 1922 my Grandad was in a Catholic orphanage, he was sent to Canada at 13, he had no choice in the matter, to be a kitchen boy for a French family, I could go on about the terrible abuses children sent down coal mines and up chimneys suffered, it is not only black people who have got gripes we all have. and that is an understatement.

I was talking about racism -one race ujustly treating other races. Of course one section of society treating others also happens - even individuals within families.
Some people even think that people from other European countries are inferior to their own - to illustrate how misguided this way of thinking is, some even think that if you were born in another city you are inferior. And if you are a gang member in a city and live in another street you should treat them with abuse - Is that an intelligent and creative way to live ? or is it small thinking.

I never said you should feel ashamed or guilty of who you are, similarly you should not make others feel guilty of who they are - Its called equality, it's how we are all made.

True none of us were around a hundred years ago and as individuals we are not responsible for what our ancestors did, however if we talk about racism it's not about individuals, - so as a collective we should be able to recognize and accept some - even just a little bit of responsibility for our brothers (in the wider sense).
And it doesnt make reality or more or less true whether I am white, black, or mixed race.

I understand your view but there are many police associations such as, Christian police association, Muslim police association, gay and lesbian police association and British association of police women.
Most of the associations are minorities and they are more effective of getting their concerns or points across to the majority, as a group

Racism is no more prevalent in the police, than anywhere else in society, not just white on black but black on white, black on black, I have had racist comments made to me by black people, I have been stopped from walking my dog towards a shop by an Asian, who would not let me pass with the dog, although that was more to do with religious reasons, so it affects everyone, they are in danger of making people feel bitter and marginalised by implying it is all one way, white on black, because it is not.

I have just come back from a weeks trip in South Africa the last tme i was there was 20 yrs ago. Now the Blacks have got the power, If you want to see racism at its best go there. Mind you it won,t be long before we are the same
