Riots Report: Police Consider Water Cannon, CS Gas And Tasers As A 'Tactical Option'

Water cannons, Taser stun guns and CS gas would be valuable to police forces across England and Wales in a bid to avoid a return of last summer's rioting, a review said on Wednesday.

Scotland Yard chiefs said the water cannon crowd dispersal weapon "would have been considered as a tactical option" had it been more readily available in London as violence erupted in August.

Under current arrangements, forces must provide 24 hours' notice before getting water cannon sent over from Northern Ireland.

Top officers are also considering whether Taser stun guns would have better equipped officers to deal with violent disturbances such as the student and Gaza protests.

Several water cannon - worth around £1 million each - could be purchased on a shared basis for forces, the Metropolitan Police's Strategic Review into the Disorder of August 2011 said.

Despite deaths linked to water cannon usage in Northern Ireland, the report says: "Water cannon is widely recognised as an effective tactic to disperse and distance aggressors.

"It requires a precise environment and works most effectively against large static crowds that are, for example, throwing missiles at police, or other communities. It does have tactical limitations, such as manoeuvrability in an urban environment.

"Currently the MPS has no water cannon capability but relies on an agreement with the Police Service of Northern Ireland (PSNI) to have the resource available for use at 24 hours' notice.

"It is the opinion of this review that had it been available for use, it would have been considered as a tactical option during this disorder."

The report added that "it is unlikely to have been an appropriate and practical option owing to the speed and agility of the disorder" but added: "Examples in recent history where the use of this tactic might have been a consideration for commanders had it been available include the Countryside Alliance demonstrations in Parliament Square (2004), the Gaza demonstrations against The Israeli Embassy (2008 and 2009) and potentially the student protests of 2010 where specific locations were targeted.

"In all these cases police had to face significant levels of violence in order to protect key locations and buildings and the staff within them.

"The events of August and subsequent interest in this option have opened the public debate as to whether it is appropriate to have this option more readily available on the UK mainland.

"As such the MPS is contributing to the national discussion and has concluded that water cannons would be valuable in a few rare situations.

"The MPS looks forward to the Home Office resolving its position on licensing and the funding of water cannon as a national asset."
The Association of Chief Police Officers is expected to be in a position to issue guidelines to forces in May, the report said.

"The MPS continues to be involved in discussions regarding the potential purchase of water cannon vehicles to be based regionally in England and Wales," it added.

Chief Constable Ian Learmonth, Acpo's lead on public order, said: "The key for deployment of any tactic is that it must always be justified and proportionate to the situation.

"Large-scale protests constantly challenge and test the police service. No two events are the same and the approaches of protesters and police continually evolve as does the need to review our guidance."

Scotland Yard assistant commissioner Mark Rowley said "we are determined to do all we can to improve" after last summer's "unprecedented" scenes.

"Within the pages of this report are a number of areas the Met can do better," he said, referring to the report.

"The purpose of the review was to identify these and to act upon them - which we are already doing.

"What I hope isn't lost amongst the public's reading of our detailed analysis is the extreme situation and the individual acts of heroism that took place across London. The summer was without precedent and as a result stretched the MPS beyond all anticipated capability. However I accept this will be of little comfort for those who were victim to the violence, looting and arson."

Shame that, mokgee, posted a great story of his truth. Once again the moderarors of Huffpost, disagreed with that account. They don't like the truth do they, unless of course it is one sided, as most posts are. We have no idea who these moderators are, or who or what they represent. Neither do we know who Huffpost are. Strange old world we live in hey, when only one point of view is acceptable. Who do they fear, what do they fear when they delete honesty by opinion. The mokgee, antis will be rubbing their hands with glee, and as one of them stated, they never delete my posts. That is because you never say it as it is, you say what they like to hear, fabrication of the truth, which will never go away......Visibly I can see that, it is not even pending,,mmm

Possible expectations of future demonstrations by many thousand's of people all over the country who are against what the coalition is doing and have been affected by policies.

Not having felt the need to riot I have ,however,seen the effects of water cannon overseas. Very effective and few casualties.It also dispersed crowds effectively

If the Police get the right to use these 'weapons' how long will it be before they're used on people legitimately demonstrating? The use of 'kettling' seems to have been a tactic not to stop those intent on doing damage but to dissuade people with a grievance against their government from taking to the streets to register their disapproval of things being done in their name.

The only problem with using cs gas is that it will harm those innocent bystanders, if there is such a thing in a riot, that are elderly or have lung diseases. The water cannon would be useful, if not for clearing the streets but maybe for putting out a few small fires before they get a hold. The other probelm is that it distances the rioters from the police. We have always had police, in large, enough numbers to pretect themselves and the innocent, in front of the rioter in a ''I'm coming to get you'' style. What I would like to see, is the use of batton rounds with an element of dye inserted so the rioters can be indentified some time later. This would locate them to a particular time, place and incident.

We are lucky to have the freedom of speech we have in this country but the riots of last year were a blantant abuse and aimed at the wrong people. They should have marched on Downing Street not on their own kind. When this sort of rioting happens yes use water cannons and tasers not dither about waiting for terrible distruction that was done by mindless thugs

oh come on!,we do not have freedom of speach in this country,as admitted by many ,many millions of people,plus we dont get listened to,again admitted by many mp's ,the NHS is a classic example,what they do admit is that they will spy and listen to our every move,do you know why media to or writes tripe,they have been leaned on and accused of being as dangerous as ,[wait for it]'terrorists',sorry there is no freedom of speech or right to peacefully protest without police and gov permission

What happened to "Policing by Consent" - the corner stone of democracy in the UK? Cameron does NOT have the consent of the population and so, if he uses the police as a political weapon to try and maintain his "grip" - surely, that makes him as guilty as those who were in charge of Iraq, Libya and Syria.

Does it follow, therefore, that the real purpose of his visit to see Obama was an attempt to stop the Yanks invading the UK to install a democratically elected Government?

I'm for it as long as they are only used against white rioters. Should these "weapons" be used against ethnics, the burden placed on us the tax payers will prove to be unbearable when the claims for compensation are launched.

Water cannons for thiis sort of control--excellent

better still bring troops back from Afghanistan and deploy them rather that have them seving in a hell hole

save money to put back into this country and have a resource to deal with a future Argentinian incident
