Tax Credits: Ed Balls Slams Benefit Cuts As Think Tank Reveals Impact On Families

tax credits coming into force today will affect families

Changes to tax credits and benefits that come into force on Thursday will cost families £511 a year on average an analysis by a respected think tank showed.

Anti-poverty campaigners have dubbed the start of the financial year Bad Friday, warning that cuts totalling more than £2 billion were taking effect over the Easter weekend.

Shadow chancellor Ed Balls described the impact calculated by the Institute for Fiscal Studies as a a "tax credits bombshell" with up to a million households losing eligibility entirely.

As political sniping continued over the effects of last month's Budget, the Treasury retorted by claiming the average household would be £5.50 a week better off.

More than 15 times as many would see an improvement to their finances than would be worse-off thanks to an increase in income tax allowances, Economic Secretary Chloe Smith said.

Mr Balls, who is visiting a children's centre in Leeds to highlight the issues, said the IFS figures revealed a "bombshell".

"Families on middle and low incomes are this weekend facing a tax credits bombshell from David Cameron and George Osborne," he said.

"For all the government's talk about increasing the personal allowance, these independent figures show that while they may be giving with one hand they are taking much more away with the other.

"That is why families with children will be an average of £511 a year worse from tomorrow," he said - contrasting that with the decision to cut the top rate of income tax from 50p to 45p.

"Instead of cutting the top rate of tax for the richest and giving the highest earners a £1.6 billion tax cut on their pensions, the Government could stop these unfair and perverse changes."

Labour pointed to government figures suggesting more than 850,000 families stood to lose their child tax credit - worth around £545 per year - from the start of the financial year.

Another 212,000 couples on less than £17,000 a year would lose working tax credit unless they were able to increase their hours of employment, the opposition said.

A minimum-wage earning couple with two children would end up better off quitting work altogether unless they could do at least 19 hours per week between them.

Child Poverty Action Group chief executive Alison Garnham, said: "This year's holiday will feel more like Bad Friday for millions of families as they come to terms with over £2 billion of cuts.

"Some of the poorest working families will lose thousands of pounds from their annual income, leaving them in a desperate struggle to pay for basics like groceries, clothes and household bills.

"It is astonishing that the people making the smallest contribution to deficit reduction are in the richest half of the population. Ordinary families and children are now carrying the greatest burden of deficit reduction.

"The Chancellor's own analysis shows he is failing the fairness test and that many of the wealthiest are let off lightly.

"Ministers should think again about the fairness of their deficit reduction plans and act quickly to prevent the most shocking rises in child poverty for a generation."

TUC general secretary Brendan Barber said: "Millions of people will be getting a small boost from the personal allowance increase this Friday, but working families are likely to have lost far more from cuts to tax credits.

"With unemployment at a 17-year high and full-time jobs being replaced with part-time ones, parents struggling to find 24 hours of work between them could lose thousands of pounds."

The TUC also said that a single parent, working 28 hours and earning £25,000, with two school age children and childcare costs of £150 a week for 48 weeks of the year would gain £191 from the raised personal allowance but lose £1,000 from tax credit changes.

The Resolution Foundation think tank, which focuses on the experiences of low and middle earners, said thousands faced losing a quarter of their income.

Chief executive Gavin Kelly said: "Friday's increase to the personal tax allowance provides a small boost to most people in work but millions of low to middle-income families will have their tax credits cut at the same time.

"Those working under 24 hours a week face the most brutal cuts of thousands of pounds if they cannot find extra hours - a real problem given rising under-employment.

"These huge losses in income will push some families back onto benefits - and are totally at odds with the message of making work pay."

Ms Smith said: "The government's actions mean that from the beginning of the new tax year on Friday, 24 million households will be £6.50 a week better off.

"We're taking millions out of tax altogether by raising the personal allowance, which will put up to £126 cash back in people's pockets.

"The basic state pension is also going up by its largest-ever cash sum and there are increases in most other benefits.

"The need to tackle the huge deficit means we have had to take tough decisions, such as on tax credits.

"But we've taken those decisions in the fairest way possible, meaning more than 15 times as many people gain rather than lose from this week's changes."

Yet again Ed - no -Balls has got it wrong, no doubt he has been listening to his wife another serious no mark. How much is the country paying to keep these two so called MP'S both of who have had their sticky fingers in the expenses jam pot for far too long. You cannot blame them really, just the brainless who vote for them in the first place.

So Balls reckon we could be £511 worse off under this new system for tax credits, did he work that out, or was it someone else that told him what he would have wanted to hear.

I wonder if he was capable of working out the detail and explaining how that magic number is arrived at.

Somehow I don't think he could, he was only educated at Oxford Uni.

I have already heard of disadvantaged families that see no alternative than to break up the family unit and live with the father separated from the mum and kids because living together they will lose too much tax credit. Others have already said that they will not be able to afford their rent and will have to move to ensure they can pay the rest. Remember, these are some of the people living at the margins of society, with children living in poverty, facing disadvantages in health, opportunity and job prospects and all of this is happening with the back ground of tax cuts for millionaires

And yet the Tories defend these changes as "fair" because the political expediency demands that they do so despite clear evidence that vulnerable families including carers and low paid part time workers will lose, in some cases, £3800 p.a in income.

These changes would be only disgusting in a growing economy with lots of job opportunities and chances for people to find the extra hours they need but in this low growth, high unemployment and depressed demand economy it is grotesque to remove such large sums of money from some of the poorest who cannot do much to defend their standard of living.

I call on everybody to call a ballot for a General Strike. These Tories were unable to win an outright majority and they have no CLEAR mandate to make these draconian changes

The whole pathetic, "You get an extra fiver a week" against the "No no,You will lose a tenner a week" is a true sign that todays politicians have no real answers.

They play the game, they prod and tinker a system of tax and social security that cannot cope with 21st century demands. Instead of seeking NEW ideas and answers or taking strong and sometimes difficult (and un PC) decisions that would benefit this nations poor and deserving, we get this farce played out all over the media.

You and I who read these words, KNOW that we can make changes that WILL work, but those in power now fear the minority, appease the fringe elements and care little for those who shoulder the biggest burdens of their past, present and undoubtably future miss management for the sake of pary politics........and they wonder why no one bothers to vote anymore...Sad.

Your comments puts Borris Johnsons huge freelance income whilst working as mayor and Livingstones tax schemes into perspective.

This is another divide and conqor story. Every body has to be punished for the lies and theft of this nations wealth by rich bankers, shareholders, corporate greed and totally inept politicians. The truth of the matter is we have all been conned the majority of people including those on benefits, pensioners, workers and students had nothing to do with this financial meltdown. It was caused by the few, the same few who cause wars mess around with prices etc and we have to pay. Its not right its not fair or ethical and to make us forget about the major points we start to fall out amongst ourselves.

Can't believe we pay Child Benefits for children who haven't even lived here ... No wonder people want to milk our system , we make it so so easy !!!!

It is not jsut in the UK that this bizarre system operates. It operates throughout much of the EU.

Labour had 13-14 years to sort this country out , and ballsed it up at every stage . They are responsible for the mess we are in , I remember the message from the outgoing labour minister to the incoming Tory ''theres nothing left''..
On the subject of cuts , yes it's tough but you can't pay out what you haven't got. Yes they should tax the rich more (big mistake in the last budget) , they should cut fuel tax to get the country moving again , but it still doesn't mean people should be paid to sit and do nothing. The whole system is a joke where people reduce there working hours so they will be better off on benefits or not work at all . Benefits should be cut so that no one working on the minimum wage and above is better off doing nothing .We have to give people an incentive to work , and like it or lump it the only way to do that is cut benefits .

I am a pensioner and think that the government should use the arrangement they have with the USA for sending accused people from this country to America for execution to put them out of their misery. I would be first on the list.

Ed, who raised the tax burden on the lower to middle class workers by the use of hundreds of stealth taxes?
Ed, who raised NI and robbed everyone from the lowest paid to the highest?
Ed, who abolished the 10p tax rate, robbing the lowest paid workers in society?
Come back to me with the answers, there's a good boy!

That is such a brilliant and very true speech, i am currently looking for a job but why cant i find a job? they are being given to immigrants, when are they going to realise that this country is overpopulated and we cannot accept anyone else, they are given houses, benefits for doing nothing, everything they want, as normal hardworking british families struggle to make ends meet with wage cuts and tax credit cuts, the British Government havent got a clue, i wont be voting for a main party at the next election!!!

Its obscene that successive governments continue to flood the country with immigrants in order to create a multicultural society for votes, against the wishes of the British people.

Labour have a go at The Tories. The Tories have a go at Labour! It's the same old rubbish year in year out. The reality is that both the main parties do not look after their people well enough, and then they just blame each other. But they are both to blame! All they do is quote huge figures, but it's all vague and sketchy. One party says you are better off with us, the other party says different. It's time we all rose from our slumber and voted for somebody completely different. I don't mean an extreme party like the BNP, because that would be worse. Or the other option is when we arrive at the Polling stations we all put a big cross through our ballot papers and write "NONE OF THE ABOVE" on them

Whats angers me the most is that they dont take into consideration students with children, me and my partner are at university and work, however not enough come this thursday. There is no chance we can up our hours and what kind of second job can we find for around 4 hours! there are no jobs, its ridiculous, were full time students and dont see much of each other as it is, The alternative is quitting our jobs altogether and going on income support, but what message is that giving to our daughter!!!??

Oops, accidentaly marked it as favourite. Why did you start a family when you couldn't afford one? My wife and I have waited until we can afford a child to have one and even now we would love another but it would stretch our budget too far!
08:28 PM on 04/08/2012
Thats a fair point and if I could go back and change things I would, Im on my final year at university and my partner had a full time job when i became pregnant and was made redundant so went back to university himself. Since then though hes had his hours cut. We didnt choose to have a baby I was on the inplant and was unfortunate to have been fitted with one by a trainee and unfortunatly it rejected and came out and when i was put on the pill they gave me a pregnancy test. Were not a layabout family, were good parents and just want to do best for our child, its happened now tax credits were put in place to support people on part time work so they could train to get better work.

The problem today is that comments made about benefit changes always fail to give a balanced opinion. One view is that falilies will be worse off but another says families will be better off.
No sample comparative figure are ever given and each party makes a selective aspect of any change so as to put them is favorable light.
The same applies to the threatened tanker drivers strike. We are told that it relates to pay and conditions but niwhere have I seen any detailed facts.
12:26 PM on 04/05/2012
You're right nobody lets facts get in the way of a good story. Everybody cherry picks the bits they want to moan about.
