Women want compliments yes but only from particular people. An ex-g used to tell me about a guy at her work who would compliment her and she was tired of it. She didn't want compliments from that guy. If they get compliments from a cute guy well then that's something altogether different. Men have to judge, based on non-verbal cues quite often, if women want to receive compliments.
Also, I don't know if I would word this article (1st paragraph) simply "what women really want." The article just asks if nice weather raises their spirits. What women ultimately want is more than the sun in the sky. Nice weather raises male spirits too, but what we really want is 1.too much to write here, and 2.different from man to man.

No matter what I do I can't seem to please my wife. She was complaining about having to bend down all the time to pick up my discarded socks from the bedroom floor, so last Valentines day I bought her one of those "pick up" grabber things and she's never used it, what a waste of money !!
I think most women want the package! Compliments, roses, pink champagne, and of course Chanel! But for me there are other things very important too, interests in common, cultural events, the arts, good conversation, good company, lots of laughter, as well as a sense of adventure! Oh I forgot, sticky buns!
