Jeremy Hunt's Top Civil Servant Refuses To Confirm He Authorised News Corp Contact

Jeremy Hunt's top civil servant has refused to confirm the culture secretary's claim that he approved the decision to allow his special adviser to act as the point of contact between the department and News Corporation.

Appearing before the public accounts committee on Thursday morning, Jonathan Stephens, the Department for Culture, Media and Sport's permanent secretary, was pressed ten times to explain his role in the affair.

Stephens was asked by MPs whether he authorised Adam Smith, Hunt's political adviser, to talk to News Corp at the time that the culture secretary was supposed to be acting as an impartial quasi-judicial adjudicator as to whether it should be allowed to buy BSkyB.

Defending himself on Wednesday, Hunt told MPs that Stephens had authorised Smith to speak to News Corp. "Adam Smith was a part of the process that was authorised by the permanent secretary," he said.

Labour has accused Hunt and his office of secretly helping News Corp in its efforts to take control of BSkyB, including giving it advance warning of statements to be made to parliament.

However Stephens refused to confirm that on Thursday morning, simply referring MPs to the resignation statement made by Smith when he said he his activities had gone "too far".

“While it was part of my role to keep News Corporation informed throughout the BskyB bid process, the content and extent of my contact was done without authorisation from the Secretary of State," Smith said.

Stephens told the committee: "I think I just need to stand on that without any implications being drawn form that whatsoever, being I have been given no notice of these questions."

Asked at least ten times by the MPs whether he had approved Smith's role, he avoided answering each time.

Margaret Hodge, the Labour chair of the committee, said: "It takes me aback that you would had approved the appointment of a special adviser to act as a channel of communication between one party[News Corp.] and the department, when department and secretary of state were playing this semi-judicial role."

Hodge said that while Hunt was responsible for the conduct of his advisers she was "astonished" that Stephens had approved of Smith talking to the "Murdoch empire".

Speaking to The Huffington Post UK, Hodge said Stephens' refusal to confirm Hunt's account of what happend suggested he did not want to be blamed.

"What he did today was let Jeremy Hunt hang out to dry," she said.

"One of the clear question marks has on this is how on Earth could you logically allow a political official, which is what a special adviser is, to fulfil such a key role in what should have been a quasi-judicial process."

She added: "Having been a minster for years, I was astounded by Hunt's assertion in the House."

Following Stephens' appearance before the committee, a spokesperson for DCMS said the permanent secretary "did not feel it was appropriate to provide further information ahead of the department’s evidence to the Leveson Inquiry".

"As Jeremy Hunt’s statement yesterday made clear, the permanent secretary was aware that Adam Smith was amongst a small number of individuals in the department who were in contact with News Corp and was content with that arrangement.

The spokesperson added: "As Adam Smith’s statement makes clear, the content and extent of his contact was done without authorisation, and were contrary to the clear requirements set out by Jeremy Hunt and the permanent secretary.”

Do the public really believe that they can trust elected people , who rip their own country off with cheap booze and food at work in parliament , claim everything they can get away with , buy a cheap house do it all up at our expense and sell it for double then start again.Why do they need wages ? They don't buy anything they claim it all back.It's the system that is all wrong, They should get all these rip off perks stopped and buy all their own stuff like every other working person, that's what they should use their wages for like the rest of us.Everything is bent to do with M.P's . They should have to show receipts for everything instead of buying some thing for X ammount and claiming back Y ammount, if we have to put up with this unjust way of life.

Jeremy Hunt famously claimed 1p for a mobile phone call on expenses which in turn cost the taxpayer £30 in parliamentary administration costs - great to see he's doing his bit to bring down the nation's deficit - that's Tory austerity for you.

I watched that video with Johnathon Stephens, you don't need to be Columbo to come to the conclusion (rightly or wrongly) that he is not going to get caught up in this mess. It makes me believe even more that Hunt is guilty of telling his Advisor of what to speak to BSkyB, and has just recently cut they guy loose to save his own skin. Pathetic excuse for a man.

Our governments, all sides this is, are showing themselves to be totally untrustworthy. With more ways for people to expose the truth (internet etc) and the speed that this information to get around, how long will it be before we're appealing for the majority of MP's to quit!

Simon Hughes and the rest of the Lib/Dem bloodsuckers are pathetic. A once proud and progressive political party, the Liberals should be ashamed of themselves. In opposition Simon Hughes and his Westminster colleagues would be screaming for the resignation of Hunt. This Tory government (supported by power hungry libdems) is heading for a massive vote of no confidence in the forthcoming local elections. For goodness sake, just don't believe any 'carrots' thrown out before the next general election. Do you all believe "We're all in this together"? Only some of us are all in this together - pensioners, the disabled, the poor. The myth that they have taken so many out of tax is just that. Your personal allowance has increased (by a miniscule amount). Meanwhile VAT has gone up to 20%, utility prices have increased by much more than inflation and the top rate of income tax has decreased from 50% to 45%. Who do you think this unelected government support - the poor, the old, the disablef (we can't afford them) or the rich, who need inducements to pay their fair share? Who will you vote for on 3 May? Can you afford NOT to vote - for goodness sake, get out there and get voting, even if you spoil it. remember, Mr Cameron wants to make the current registration 'voluntary' rather than compulsory. What's that going to do to the Tory vote? He should remember that people 55+ tend to vote - most of us are pretty fed up with their attacks on the old, the disabled, etc., beware the grey/silver voters - we are after you.

Jonathon Stephens should be sacked for refusing to answer these questions. In case he has forgotton, the term 'they work for us' also applies to him!! But he'll hang in there till the final salary pension arrives!

You're right, it's not incumbent upon a civil servant to defend, directly or indirecty, a politician by refusing to answer a specific question ten times. Unless he was evading the answer because he was culpable, in which case he should be sacked either way.

Thing is, having had the misfortune of working among them, they think they are answerable to no-one and in fairness to the MP, he wouldn't have acted on anything without said civil servant briefing him....

This should not be confined to Leveson, he is not looking at ministers that broke the ministers code of practice. Leveson is simply being used to avoid answers to pertinent questions.
