Heathrow Airport's Apologies Are 'Inappropriate' Says Border Force

Heathrow airport has been ordered by the Border Force to stop handing out leaflets to passengers acknowledging the "very long delays" at immigration.

Amid increasing anger at the length of queues for travellers arriving at border control, airport operator BAA has tried to defuse tensions with a leaflet apologising for the problems.

It said people arriving in the country "deserved a warmer welcome" and explained how to complain to the Home Office.

But Marc Owen, director of UK Border Agency operations at Heathrow, has told BAA that the leaflets are "inappropriate" and that ministers would take "a very dim view".

In an email obtained by The Daily Telegraph, he said: "The leaflet... is both inflammatory and likely to increase tensions in arrivals halls especially in the current atmosphere.

"It is inappropriate in that it is not for you to display how to complain on our behalf.

"Please refrain from handing out (the leaflets) or I will escalate (the matter) with ministers who are likely to take a very dim view. I know there are copies in the hall and your troops are ready with them."

Owen also told BAA to prevent passengers taking pictures in the arrivals hall. Pictures of lengthy queues have been posted on Twitter by frustrated people.

Former transport minister Jim Fitzpatrick, Labour's aviation spokesman, said: "This is a pure cover-up. I can understand people wanting to take pictures of the queues. This is further evidence of Border Force trying to hide the severity of the problem.

"Passengers need to know how to register complaints and for Border Force to try to prevent them doing so is outrageous."

The latest row over delays at Heathrow comes as Immigration Minister Damian Green is to be grilled by the Home Affairs Select Committee about the situation.

Committee chairman Keith Vaz said there was "a real problem".

"I'm not saying we should abandon checks but it's a choice for the Government - you either look at the way you deal with people when they arrive at Heathrow or you recruit more staff," he said.

In a joint statement issued tonight, the Border Force and BAA said: "The majority of passengers pass through immigration control quickly but there are sometimes delays at airports for a range of reasons. We think it's important passengers are given the full picture.

"We will not compromise border security but we will work together to keep delays to a minimum."

Shadow immigration minister Chris Bryant said: "The Government is in danger of scoring an extraordinary double own goal,
undermining our border security and giving a chaotic first impression of the UK.

"No airport in the world is designed to keep thousands of people waiting to get through passport control. (Home Secretary) Theresa May and Damian Green need urgently to make resources available so that the events of this week are not repeated.

"The Home Secretary needs to be open and honest with the public and tell us how she intends to resolve these issues now rather than stopping BAA from distributing leaflets. She needs to avoid chaos at our borders come the Summer, the Olympic Games and thereafter."

What no one has shown is whether these "enhanced" checks are any more effective than the old way of doing things. Other EU countries still have "visual" validation procedures. Is there any evidence that they are any less effective to the system we now use?

I saw many border desks with no border staff...that's the root cause for long Qs...the staff maybe working from "Home Office"...bye bye London...I will come back when you get ready for turists.

I have lost interest in UK after staying 2 hours in line and having to rush to catch my connecting flight. Besides they drive the wrong side...

Now you know what it is like to go through US Immigration. 2 hour waits are nothing. These delays are the result of the UK blindly agreeing to every half-baked "security" measure the US dreams up.

What is the fuss about the delay when they should let them all in just as our governments have been doing for two decades or more.

We all know that the UK is large eough to allow the enitre global populaiton in, find them all work, and housing while we must never forget that our schools have room for all.

I know this because people who disagree with such policies are looked upon or called Nazis or Racists, and even Fascist Thugs. Therefore, we must have room in the hotel Britain for all who turn up at the ports, and as such can forget passport controls.

Nevertheless, we must have a little commonsense because my semi rural district can only take a few more people at present while our local primary school cannot afford the latest Laptop computers but we will look at accepting more in the distant future.

Our local hospital sometimes has more than 3 people waiting in the morning or late evening and the GP surgeries had queue of 2 recently so we must limit the number in our little market town.

I have discussed this with my MP and all the other MPs in adjacent locations and as much as we would love further immigration and multiculturalism etc, for now it will have to wait but their is plenty of room on the Council Estates.

How dare Labour complain about border security? So it takes time to sort the wheat from the chaff. When Labour were in power they flooded the country with all sorts. I would rather wait in a queue than let a terrorist or illegal immigrant into this country. compromise border security at your peril Mr Miliband , we have had enough!!!

I don't blame the border staff at the airport. I blame the lack of border staff at the airport, poor morale from too much central government interference (cuts and targets) AND the inadequate IT systems they're given to use.

Here is an example of the inadequacy of their IT systems. They now have to use the finger print scans, but the IT systems often can't match it with the existing records. So the border officer has to go into the back rooms at the border control to do a manual check and find out the person is entitled to (re)enter the country. The result is about a 20 minute delay and at least one border officer lost to her post (whilst in the back office doing an un-necessary check). And the dis-connected finger print and matching record can not be fixed at the airport, or by any obvious route by the Home Office. So the person either no longer travels or has to put up with the same lengthy procedure on each re-entry. Utterly inefficient.

I think they might find that most of the 'illegals' are not coming in through the airports.

It's farcical that the border force seem to have no idea the true level of illegals coming in and how they can stop them.

If anybody thinks heathrow checks take a long time they should try travelling to the US and most other international destinations. The problem with Heathrow is not the length of the time and subsequent queues (normal at any major trans continental airport) but the lack of handling space. The customs hall is simply too small and that is a BAA issue not a border agancy issue.

It routinely takes upwards of 2 hours to clear US immigration in Miami. And as for complaining, no one would dare do so as that would undoubtedly get you entered into some no fly database.

this government is sending out a clear signal that our border controls is not working as it should .this also sends out a clear signal for all and sundry to exploit the situation.i.e.criminal gangs/rapist/murderers and the rest.the worst is yet to come heaven forbid with the games starting in july,the current situation is getting worse everyday we hear of terrible crimes being commited. men like keith vaz and damian green in my view is responsible for a lot of the current situation,but hide behind the may women,all they can do is bicker with each other.if keith vaz had his own way he would im sure abandon border controls completely and let the world and his wife in [never trusted that man from the day i heard his name]

They could employ more staff. motivate those staff and update their training regularly but if COMMON SENSE does not prevail the queues will grow even longer, period.

I travel to Bangkok quite regularly, and the arrivals area is very busy at certain times of the day, as several flights from London and other European countries arrive at approximately the same time. The entry procedure is quite stringent, with iris scanners, and all the most modern equipment, but it doesn't take long to get through, maximum half an hour. The reason is that they increase the people working to match the demand. If they can do it, why can't we? Before the political gobbyists start shouting, it is more to do with efficiency by workers than it is to do with politics. This whole country seems to be full of inefficiency at its worst.

I suspect that what is happening is a direct result of a government which operates on sound bites rather than thought through policy. Both "tighten security" and "cut costs" sound individually desirable, but put them together and, surprise surprise, problems arise.
