A former local authority social worker who began his career in the mining villages of Northumberland, Hilton went on to elected office, becoming the first Labour MP in history to be re-elected in the Lancaster and Wyre constituency. He initiated an all-party group for Children and Young People in Care, and is a former chief executive of children in care charity Shaftesbury Young People and previous chair of the National Academy for Parenting Practitioners. An outspoken advocate for social work, Hilton has been described by former Home Secretary Jacqui Smith MP as both 'a thorn in the side of Government' and ‘a wise, passionate campaigner on children's issues'
