Mexico claims to have foiled a plot to smuggle one of Colonel Gaddafi's sons into the country.
Government secretary Alejandro Poire said Mexican intelligence uncovered the plan to fly Saadi Gaddafi and other members of the family to the country as anti-regime protests swept through Libya in the summer.
Poire said Mexican intelligence "detected an illegal entry plan by Saadi Gaddafi and his family" on 6 September.
"The government avoided that risk and broke up an international network aimed at providing them with false identities as Mexicans," he said.
Officials said Saadi planned to live by the cover name Daniel Bejar.
The plot is said to have been led by a Canadian woman who had links to the Gaddafi family. Also involved was a Mexican living in the United States and a Dane who was creating false identity documents.
Saadi fled to Niger in August where he is now under house arrest. He was granted asylum by Niger's president on "humanitarian" grounds.
The 38-year-old used to play professional football in Italy and was the head of the Libyan Footbal Federation. Interpol have issued a "red notice" for his arrest.
