Shocking film footage has emerged of babies tied to their cots in a children's hospital in Romania.
The toddlers, some of them crying, can be seen with their feet and hands tied to their beds in the heartbreaking video.
Their cries are ignored by those who are supposed to be caring for them.
Concerned mums of children at the Buzau Emergency Children's Hospital asked local reporters to expose the disturbing conditions at the facility.
Officials from the hospital claimed that those children who were tied to their beds were orphans suffering from mental illness and constrained for their safety, but one outraged parent said it simply was not true and that the institution had been 'doing this to all the children for years'.
One furious parent said the children were being treated like 'cows in a stall'.
Police and welfare officials are now investigating claims that the children are being abused, as many viewers of the footage compared the children's' treatment with that of the plight of the country's 300,000 orphans during the regime of Nicolae Ceausescu
Local council president Cristinel Bagiu promised action would be taken and said "Whoever is guilty will pay for this."
