Margaret Thatcher was secretly urged to abandon Liverpool to a fate of "managed decline" in the wake of the Toxteth riots, new papers reveal.

Senior ministers in her Conservative government urged her not to waste public money on the "stony ground" of Merseyside, suggesting it would be like "trying to make water flow uphill", files released by the National Archives under the 30-year rule, show.

The outbreak of rioting in the rundown Toxteth district in July 1981 triggered a wave of disturbances in cities across England.
A shocked Mrs Thatcher responded by dispatching Environment Secretary Michael Heseltine to Liverpool in a blaze of publicity as "minister for Merseyside" to lead a programme of urban regeneration.

But behind the scenes in Whitehall, other senior figures were soon casting doubt on Mr Heseltine's ambitious plans.
The sceptics were led by the Chancellor, Sir Geoffrey Howe, who wrote to Mrs Thatcher warning of the need "not to overcommit scarce resources to Liverpool".

"I fear that Merseyside is going to be much the hardest nut to crack," he cautioned.
"We do not want to find ourselves concentrating all the limited cash that may have to be made available into Liverpool and having nothing left for possibly more promising areas such as the West Midlands or, even, the North East.
"It would be even more regrettable if some of the brighter ideas for renewing economic activity were to be sown only on relatively stony ground on the banks of the Mersey.

"I cannot help feeling that the option of managed decline is one which we should not forget altogether. We must not expend all our limited resources in trying to make water flow uphill."

Sir Geoffrey acknowledged the suggestion that the city could be left to a "managed decline" was potentially explosive.
"This is not a term for use, even privately," he warned Mrs Thatcher. "It is much too negative."
The head of the No 10 policy unit, John Hoskyns, also questioned the wisdom of sending Mr Heseltine to Liverpool, suggesting it was little more than a "political gesture".

"The automatic assumption within Whitehall and in the country will be that such a minister, if he is to be seen taking action - which is, after all, his political raison d'etre - must be seen to spend money," he wrote.
"This money is likely to be money wasted. Neither the chosen minister nor Whitehall as a whole, will have much idea of how to tackle the real problem-solving task, as distinct from the (important) political gesture.

Heseltine, who was pressing for an annual budget of £100 million, insisted that he needed real powers to act.
"There is no point in thinking for one moment that the exercise would be anything other than a disaster if I was not empowered to take real decisions on my own responsibility whilst I am there," he informed Mrs Thatcher.
"Without the announcement that some extra resources will be available I am sure that the Government's commitment will lack credibility.

However when ministers met that September to discuss his proposals, he was out-manoeuvred by the Treasury which insisted it would "impossible" to fix a sum in advance without seeing exactly how the money would be spent.

Thatchers goverment caused the riots in 1981 her policy's were already biting in Liverpool and North Wales as she systematically caused mass unemployment in these areas plus of course Belfast and the North east....everywhere she knew that her government had no seats. I worked at Burmah castrol which was the only refinery running solely on north sea crude oil...this refinery amongst many others was closed and thousands of skilled refinery workers, operators to managers were made redundant.... along with many others I had to seek work abroad and spent the rest of my working life in the middle east.
I well remember Thatchers government along with Reagan supporting Iraq in their war against Iran and the monster that they created was none other than Sadaam Hussein because then the Ayatollah was the devil !!
Tony Blair was blamed for supporting the USA in Iraq but Thatcher was doing the same thing in the 80's the USA actually boycotted the Moscow Olympics because Russia were in Afganistan....how hypocritical...who is in Afghanistan now ????
People have short memories otherwise no working man would ever vote conservative.
When Cameron said that we owe Margaret Thatcher a big thankyou it made me sick !!
I have spent 28 years in the middle east and have seen at first hand the tampering with other countries politics by countries such as ours the USA, France and Russia all in the name of OIL !!!!

Its a shame that the socialist media only concentrate on the negatives, instead of the positives. They are not interested in the fact that the UK was on a slippery slope to financial oblivion before Margaret Thatcher rescued us and restored us to health. Labour inherited a booming economy, thanks to Maggie, which they promptly destroyed over the next 13 years. The media would like to engineer the collapse of the coalition government, but no one is listening.

I always remember maggie thatcher saying that she wanted to revert to victorian values but funny i didn't see her not wanting to be prime minister because she was a woman and didn't polititions have to have come from a monied background as they didn't actually get paid!!!

However much the initial burst of Thatcherism provided a shot in the arm for a Britain which, by the end of the 70s had become a thoroughly dismal place, there can surely be no question in the light of subsequent events that Mrs T was anything but a malign influence on British life. Her utter incapability of empathising with anyone or anything that didnt fit into her narrow conception of what was right or appropriate rendered her utterly unsuited to being a national leader. The culture of greed and selfishness that she helped to foster with its subsequent credit boom and inevitable crash, the ruined industries and the decimated communities that perished with them are a shameful legacy. I don't know if her colleagues had seen the writing on the wall before she began referring to herself in the the third person by using the 'royal we' ( 'We are a grandmother!' ) but when your own party decides enough is enough.......

I'm genuinely puzzled about something. I like Liverpool and go there frequently, I was there today. Those riots, Toxteth, I saw them on the telly. It was the black people, right? Funny thing is, unlike Manchester, Birmingham and London you see relativley few black people in Liverpool city centre today. Did they all leave? Was Toxteth a tiny enclave? Don't they go out? Any scousers like to enlighten me? Liverpool is depopulated compared to early last century I know.

To my knowledge the Toxteth riots were the by-product of deprivation, poor housing and very little opportunity to find real employment that was endemic throughout the city during the 70’s and 1980’s. The resentment from the small community of Toxteth towards officialdom was evident when decent people had enough of the Tory governments stop and search policy. When the Government insisted on implementing the poll tax - that was the straw that broke the camels back.

To-date, the area has been systematically destroyed and the old community has ceased to exist. Don’t get me wrong; many different cultures live in harmony within the area and a high proportion of the residence are overseas students attending the local Universities. The original Georgian buildings still stand within the area and are well sort after from international film companies.

Thatcher was not good for our Country, Just good for those already rich parasites that fed (and continue to this day) on the hard work of the majority of the (real) Inhabitants of this once proud Country. She also destroyed the Notion that Government is actually supposed to be the Servant of the Masses, and not the other way around...

On hearing this news they were excited by the prospect of mastering the financial control of all human beings and instantly set about planning for gaining access to the vault. After a number of unsuccessful attempts they finally were able to enter the chamber. There as promised was the bottle containing the two nasty creatures swishing about in a putrid looking soap called misery.

“Shall I uncork it first”, said the Iron Lady,” no” said the Cowboy, “I am more powerful than you, give it to me”. He grabbed the container and started tugging at the cork, but it would not budge until Greed helped him hold the bottle firm. BANG went the cork and a mighty rush of expectations came flying out of the mouth of the vestal followed by the unsavoury characters that instantly started to reproduce themselves. They flew out of the chamber and finally started propagating themselves in every corner of the earth.

To-date, the two leaders have either past away or retired; Greed has become more powerful than all the present leaders on earth put together and the two nasty genies: Anti-Control and De-Regulation have been joined by others; Hopelessness, Depression and Despair.

For human beings to survive and for Greed once again looses his power these Genies must be put back in their bottle. Strong leadership is required to carry out this action.

If you purport to be an Iron Lady or a Cowboy please do not apply.

Building Societies ( Which operated as member "owned"friendly societies with strict financial control were eventually sold off in order for Banks to seize there assets, this led to reckless lending and the financial crisis, " Sid" was used to privatise the utility companies, BP, BT ect. Maggie, Dennis and Mark surpassed there US Masters

Despite what people think about Margaret Thatcher especially here in Scotland I think she was good for this country. she was tough strong and decisive. If she was still the PM this country would not be in the mess it's in now. We are a joke in the most of Europe with our free handouts to all and sundry. the NHS should be for British citizens only as should all the other free benefits that are handed out. She was good for this country and I won't change my opinion whar ever mud is slung at her. Retired living North of the Border!

I saw in Mrs T a bit of puritan Cromwell, a little of penny-wise Elizabeth I, a thought or two of Churchill, a wily touch of LLoyd George, an edge of Henry Tudor, but much of General George S Patton. She flattened our manufacturing base, I think, because she perceived the Unions as the enemy, forgetting they were British too. The cost of that battle was too high, leaving us to depend on greedy money lenders, gluttonous consumer appetites and an "acceptable level of unemployment" - none a sound substitute for hard working production. For that she will never have the place in history of the aforementioned.

I think that what this country needed and still needs is Margaret Thatcher she'd have eaten Alex Salmond for breakfast dinner and tea. No nonsense right to the juggler come back all is forgiven.
