London mayoral candidate Ken Livingstone today insisted he had not avoided paying tax, claiming he was victim of a "smear campaign".

Mr Livingstone, who has campaigned against tax avoidance, has come under attack in recent weeks amid claims he was paid via a company so he was only liable for corporation tax at 20%.

Today, the former London Mayor, who is taking on the Conservative Boris Johnson in May, said his tax affairs were perfectly in order as he employed a number of people to work for him.

One of his employees was his wife, who had spent hours in their attic typing up his autobiography, Mr Livingstone told the BBC's Andrew Marr show.

Mr Livingstone said: "I am in exactly the same position as everybody else who has a small business. I mean, I get loads of money, all from different sources, and I give it to an accountant and they manage it.

"You pay corporation tax. If you then take out spending yourself, you have to pay more. What I am not doing is paying income tax on the money I use to employ other people."

Mr Livingstone said no-one paid income tax on money they used to employ staff. He said that amongst his staff was a researcher and somebody responsible for media relations.

He added: "Everybody who is not directly employed by someone has to have somebody to manage their accounts. You set up a company, the money comes in, the accountant sorts it out. That's what you do.

"I have never had vast amounts of money from one organisation. I do after-dinner speaking, I do TV stuff and all of that. It all comes in and you have to have it properly managed by an accountant.

"And at the end of they day, I end up paying the same amount of tax as I would do if I had taken the money out myself in income tax but I employ people.

"No-one is paying income tax on the money we use to employ people. If we did, unemployment would double in this country.

"I have paid all the tax on the money that has come to me but I am running a small company. I employed my wife for three years to sit in the attic and type up my autobiography to 700-pages and organise everywhere I go.

"The simple fact is, and the hypocrisy of all this, is Boris Johnson has exactly the same arrangements to handle his earnings from television. Almost everybody in the media, who is not employed directly, has exactly the same arrangements.

"I am not off-shore. I am running a small company, just like hundreds of thousands of people. (It's) a smear campaign currently being run.

"In the last 12 months I have earnt £55,000 and I have paid the full rate of tax on all of that but I am nowhere near the top rate of tax."

An after dinner/conference speaker agency gives Ken Livingstone's charges as between £5,000 and £10,000 for a speech. So he only does 5 a year and has no other income?

Nobody is claiming that Ken Livingstone's tax avoidance was illegal, it is quite legal. The problem is that Ken has spoken out strongly against legal tax avoidance. He has insisted that bankers who legally avoid paying tax shouls not be allowed to vote. He has also supported UKUncut, who oppose legal tax avoidance. The issue is hypocrisy.

On the Andrew Marr Show, Ken said that Boris Johnson made use of the same tax arrangements. This is absolutely untrue and a furious Boris set Ken straight in an angry letter, on the link above.

If he runs a small company then his records are in Companies House. If any money is left in the company at the end of the financial year i.e. Profits then Corporation tax needs to be paid. Now if Ken is employing people then Income tax and then NI from both the employee and employer needs to be paid. So Ken give us your company name so we can check your business accounts at companies house

There's no need to smear Ken Livingstone when he's covered in it already! This is the man who was phototographed kissing and cuddling the extremist hate-preacher, Al-Qaradawi at City Hall, who has hob-nobbed with Sinn-Fein IRA, supports Bob Crow's trade union holding Londoner's to ransom over Tube fares, dishes out our money like confetti to his seedy entourage of far-left cronies ... need I go on? I'm a "natural" Labour supporter, but I'm sticking with Boris. He's actually been quite good!

Yes the Tories are good at the old smear campaigns. The eighties were a prime example and people were a lot more gullible back then.

Oh please, it's not just the Tories. It's ALL politicians. Modern day Dick Turpins, just bend over whilst the nice tax man gathers your taxes to pay for the politicians expenses.

It doesn't take much to smear Livingstone.......he has some very dodgy friends. All I can say is if he returns as Mayor of London. Londoners must have a really short memories.

He is one of the biggest hypocrits that ever walked this earth and not just in relation to his tax returns. Am I ever glad I moved out of London. Vote for him at your peril and don't start whinging when he shows his true colours.

Lets not forget he does not like cars in the city but spent thousands of tax payers money on black cabs on himself and introduced the congestion charge . He also said he would not rise fares (he did) . Ken London needs a honest mayor not someone who`s past his sell by date and tells porkies.

No you are wrong there about the bus fare, it was boris who rised the bus fare, and cut the ties with hugo.
Boris was the one that got rid of the congestion for the people in the west but put it up for people in the east.
It was Boris who got rid of the bendy bus, but when they ran only eight routs, and the people was happy with them.
Now Boris has eight to ten routemasters at 1 million each thats a good deal for the people of london, I think not.
Boris do not have the DM, stalking him 24/7, sorry he works for the sunday telegraph, why he is part of the newspaper club.
Please list some thing that boris has done for london, and please do not say the bike thing as that was ken brainwave, and not boris.

Fact is ken did rise the fares. As for mayors I think they are a complete waste of tax payers money as Londoners never gain by having them.

It stands out like a sore thumb,that Ken is on a revenge crusade,over losing to Boris during the previous election.We gave him a chance to prove himself last time,and the first thing he done,was to introduce the congestion charge,then upped it to £8..I most certainly would not trust this devious character,because he will hit the public with something else,which might be lurking unseen in his crafty brain.
