Controversial NHS Reforms Have Been Passed Despite Opposition

The passage of the coalition's controversial NHS reforms would prove to be a "cause of significant regret", according to the Royal College of Nursing (RCN).

The bitter 14-month parliamentary battle finally came to an end on Tuesday night after the government comfortably fended off a desperate attempt by Labour to delay the legislation.

MPs then approved the last amendments to the Health and Social Care Bill - leaving the way clear for Royal Assent to be granted before Parliament starts its Easter recess next week.

The NHS shake-up has threatened to drive a wedge between the coalition partners ever since it was unveiled by Tory Health Secretary Andrew Lansley.

It is intended to give GPs greater control over NHS budgets, reduce bureaucracy, and increase patient choice.

But while there was jubilation among Tory and Liberal Democrat ministers, opponents have warned that the problems are only just beginning.

RCN chief executive and general secretary Dr Peter Carter described the reforms as "deeply flawed".

He said: "We have achieved some concessions which make the Bill a different piece of legislation from that which first appeared, but our real concerns about the future of the NHS have not been heeded.

"It is now our responsibility to patients to do everything we can to ensure that the health service runs as best as it can despite the massive upheaval that this Bill will bring.

"We intend to work with trusts, regulators and other bodies but our fear is that in the fullness of time this Bill will be a
cause of significant regret.

"Perhaps most importantly we will be supporting nurses who are going to have to pick up the pieces and still deliver the best care they can for patients through this extremely difficult time of change."

Furious opposition from professional bodies and Lib Dem activists led David Cameron and Nick Clegg to take the highly unusual step of "pausing" the legislation last year.

Despite accepting more than a thousand amendments - including limits on competition and private sector involvement - the Government has failed to win over many health workers.

Lib Dems embarrassed Clegg at the party's spring conference this month by again refusing to back the measures in a vote.

And there is speculation that the controversy could yet cost Lansley his job in a reshuffle expected over the coming months.

When the Cabinet met yesterday, ministers from both parties banged the table to celebrate news that the reforms had finally cleared the House of Lords.

An emergency debate called by Labour had the potential to delay the Bill until an internal assessment of risks had been published.

Shadow health secretary Andy Burnham demanded that the Government publish the risk register, insisting: "People outside will struggle to understand how Members of this House could make such momentous decisions without having carefully considered all of the facts and all of the evidence."

But Lansley accused Labour of "political opportunism", saying civil servants needed "safe space" in which to advise ministers.

The Commons defeated the motion by 328 to 246 - a majority of 82. No Lib Dem MPs sided with the opposition, with the most vocal critics choosing to abstain.

After the House agreed more than 370 amendments to formally pass the Bill later, Burnham insisted the "fight will go on" and promised to repeal the measures if Labour returned to power.

"We have given this fight everything that we had," he said. "All I can say is our fight will go on to protect and restore this party's finest achievement."

Refuse to publish the risk register because civil servants needed "safe space" in which to advise ministers. Why is this? would have thought this .is a violation of the freedom of information act. With so many amendments, it shows how flawed the origional proposal was.
It would be nice to see how many ministers have a link with or have shares in the private compnies benefitting from these changes, or can they claim parliamentry priviledge?

first question you ask your gp now is,do your interests lay in i the patient ,you the gp,the private comps haggling you,, or the charities,that can all put in a bid

Every report I have read only outlines the political and medical staffs views on the situation. Yet no one seems to mention in detail what these actual changes are going to be???

Now the real battle begins. The Conservative Party and the LibDems have decided to go against tye wishes of the majority of Britains, including those who voted for them. They have ignored or pushed aside the objections of those professional bodies who represent doctors, nurses, midwives etc.

The Government knows this bill is the start of the privatisation of The NHS. The potential profits to be made by the private sector are so huge. The connections between politicians and private medicine go beyond questionable. Members of The House of Lords who are on the boards of Private Health companies or employed in some capacity by them have been allowed to vote on this bill. Government Ministers have been funded or provided with financial support ( all legal).

The break up of The NHS is all about money, not efficiency and better care. It is about treating The NHS as an open market. I will say this The NHS is the soul of Britain, it represents the best in us, it is imperfect, always in need of salvation but the love, care and dedication invested in it are more than equal to the billions it costs.

The Tories and The LibDems would sell our soul.... but not yet...

The break up of the NHS is about profit taking. Farming out lucrative health departments to their foreign friends who have been very generous political campaign donors, and ushering in American health insurance companies who are 'chomping at the bit 'to get to 60 million Brits.That's what this bill is all about.
Last week Cameron flew to the US for a 3 day visit. His reason was not too spend to much time with the current President.
Last Thursday Cameron paid a visit to NYC, and during that day, he met with the Masters of the Universe including those trusted folks at Goldman Sachs who he saluted. I believe those meetings were held to map out the future take over of most UK public services by a variety of corporations whose executive officers remain immune to any voter election and answer only to their shareholders.
Fascism occurs when the state and private sector unite in a common cause to rule with an iron hand - This is happening in both 'good ol U.S.A' and the UK..
This time there's no babbling foaming at the mouth monster to contend with.
No! its now far more subtle as the 'Mega Corporate Masters of the Universe' pull the strings of the likes of Cameron and Osborne.

We are in a position where The Government is totally dependent on low interest rates, it is an illusion that The Bank of England controls our interest rate. At present it is doing nothing because this is all it can do, when interest rates go up around the world The Bank will have no choice but to follow suit. We do not have an economic policy, we can only react to events outside our control. This is Conservative government in action. Greed is rewarded, potential is starved and the majority are made to pay. It is to the shame of the British peopple that they have put the future of our country in the hands of old style patricianism and rabid scavengers

OK is it me or will anyone educate me on the way of the house of commons ? if you can give me a quick lesson please, The way i saw it yesterday the labour were getting an emergency debate to try and throw out the Tory plans for the health service as we know it, ok i got that ok but tell me how in hell were they going to do that with the amount of voters in the house ? I am sure they get paid handsomely by the tax payer to come to these things and represent us or maybe they had other commitments more important than our NHS to occupy them? strangely enough i am getting the feeling labour sent so many to make the numbers up to show us they care when in fact they would do the same to the NHS themselves if they were in power? By the way i am a labour supporter but not stupid

Well; done Huff, hiding the rape of the health service down the page. This is bigger news for the UK than the french hostage situation, this is about the rich making sure they can get medical treatment while the poor can just go and die. all on Daves whim. Anyone that voted for the tories should be the first to need treatment that will not be available. Shame on them

people,i understand you not understanding,its horrendous,but the truth is out there ,start by looking up united nations,that will lead you on to what huff will not allow to be written [even though its legal documents for the public to read,so it would of happened under any gov party,just like all the other strange things happening throughout the world now

I hope the doctors who said they will put up people against ministers at the election, do carry out their plan. Number one will be Clegg who is really threatened in his seat and Danny Alexander. They can put up a doctor in David Cameron’s seat and Andrew Lansley’s but in these two places the Tories can out a Tory donkey up and the people will still vote Tory.

The docs wont take the pay cut and are just paying lip service to the anti bill protesters. You can bet they have already worked out how much more they can get in private practice. RIP NHS

Shocking that, on this dark day for the country and the NHS, there are still Tory apologists swarming on here to excuse what they've done by attempting the usual misdirection.

Enjoy your rapidly increasing waiting lists as private patients get preferential treatment. I hope they don't hurt someone you love, as the Tories won't care.
