Service said it was “exceptionally busy” on Monday evening, especially in the Greater Manchester area.
Two air ambulances were called to the scene.
The incident took place during the Ride the Lights family event on the seafront.
Nine people were taken to hospital.
Part of the public space was cordoned off.
